I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below. We were NEVER given the estimate of $1700-$1800.

On 3/14/17 Caroline for Universal Home Protection (UHP) called to set up an appointment for their customer [redacted] and Holly Staples.  [redacted] our dispatcher called the number given to us by UHP as [redacted] and Holly are brand new customers to us.  She had to leave a message and Holly called us back...

and told her to set everything up with [redacted] as he has more phone access during the day.  She was then able to reach [redacted] and verbally gave him a price of $1,700-$1,800 for an installed 40 gallon, natural gas, power vent Rheem water heater. We sent our plumber out that day to confirm that the water heater was leaking and had him bring a new water heater with him. [redacted] then called [redacted] at UHP and [redacted] gave us the okay to replace and told us they cover a maximum of $1,000 for water heater replacement.  The customer is responsible for the remainder per their agreement with UHP.  We were also given the okay from [redacted].  Our invoice came in below what the quoted price was at $1,587.46 so the customer is responsible for anything over the $1,000 limit per their contract with UHP.  The customer does have the option to ask for another plumber if they do not like our company or our prices.  We install only Rheem water heaters and believe they are the top of the line or we would not carry them.  Also the customer per their contract is not able to go and buy a water heater from Menards or Home Depot and have UHP pay for it.  In order for them to get the $1,000 from UHP they have to go through one of UHP’s contractors.  Our price of $1,587.46 is a very fair and comparable price and will not be issuing any refunds as we have no reason to. Thank you for your time. [redacted]HR/Office AdministratorPrairie Plumbing & Heating, Inc.608-643-8531 main608-643-6894 fax

Review: Contractor was contacted to provide a bid for services to repair a steam shower that they installed in our home in Wisconsin. When contacted contractor stated he put in this equipment for previous owner, within last 5 years. Contractor stated he would come take a look at. After review contractor stated there was a $2.50 part that needed replaced is all. Contractor failed to install the part and the steamer still did not work. in fact, when the steamer was turned on, it blew out water over 110 degrees which almost created burns on legs when testing. We contracted the contractor who explained, that he did not know 100% how to repair, although he put in the equipment, he has never worked on them now. We then received a bill for $612.96 which outlined a $2.50 part and the remaining in "travel/labor charge'. We contacted contractor over 4 times explaining to come and fix to at least the condition we were in, or come finish the work. Contractor and office refused stating that we would be charged additional money. We were never told or explained a travel charge, or was any of the hours they claim approved or discussed. There is a $2.50 part is all. We have gone so far to even say we would pay the balance if they would do what they said they can do, and nothing has happened. To avoid collections after harassment and failed attempts to resolve, we issued payment. We will continue now to resolve via Revdex.com, our attorneys and the State of Wisconsin.Desired Settlement: Due to lack of effort to repair and admittance they can not perform the work, I ask they adjust the bill accordingly. I am willing to settle for 50% of the invoice although the cost should be $2.50 This can be provided via check as we have already issued payment. If this is not acceptable they leave no other recourse but to go after full amount, time, damages and the like.
