No returned phone call when I called to inquire abbout parking ticket I received.We used Precise Park link parking lot #1082 in downtown Saskatoon on December 31, 2013. When I purchased my ticket there was a Precise Link ticket issuer "helping" to use the machine. I said I was going to be 2 hours and he handed me the ticket. [redacted] My parking time had run over by 7 minutes when the parking ticket was issued and I was in my car within 8 mins of it running over [redacted]. I called precise link that day and left a msg...no call. I called the next working day and I talked with a lady in the office and I said I would like to speak with her manager about the matter. She said ok and I said that I want it to be noted that I called in enough time to pay the early penaly of $35 she said "yes that is noted". I called again a week later and left a msg because I had not heard from anyone. I then called again and [redacted] the district manager of the West. I explained everything again to her (as above) and she said she had not received one msg that I ever called. [redacted] Desired Settlementrefund of all money paid $50Business Response [redacted] We are aware that due to human error we did not follow up on your dispute properly. Please note that had your dispute regarding this invoice would have been replied to earlier it still would have been deemed to be issued validly. There is a 5 minute grace period given by the patroller before an invoice is issued. As you stated; you were expired by 8 minutes which is within the jurisdictions of being invoiced. Since it is noted in our files that you did attempt to communicate with our office within the seven days we will honour the $35 payment. To get the $15 refunded back, please contact [redacted] in our Saskatoon office at 306.[redacted].

I received a letter from a collections agency requesting payment for a parking ticket I never received. Failure to pay will affect my credit rating.I have never received a parking ticket while owning my current vehicle. I was shocked to receive this letter, not from the parking company but a collections agency stating failure to pay will affect my credit rating.I called the collections agency to inquire as to when/where I supposedly received the ticket.The night of August 18 I parked in the lot beside Earls on 2nd avenue for maybe 10 min. When we came out there was parking attendant in his car, looked at us and drove off. In fact he had to move his car from behind ours to let us out. There was NO TICKET placed on my windshield, he didn't say anything to us and drove off. I have a witness, who was with me at the time, to state I never received a ticket. [redacted]. I did not receive a ticket nor a letter or any sort of communication and now my credit rating will be affected!! [redacted]IF I had received an actual ticket I would have paid it, I am not willing to pay the inflated cost of $100 as requested in the collections letter, when I was never given the opportunity to pay the reduced rate. How was I to know I had received a ticket and have the ability to pay right away when I was NEVER issued a ticket?Being that I saw the parking attendant drive off, there is no way someone took the ticket off my windshield. Desired SettlementI would like this ticket to be dropped, as I never did receive it. If that is not possible reduce the cost of the ticket penalty to the amount that would have been shown on the ticket, currently they are requesting $100[redacted]Business Response [redacted] I would like to address the laws in Saskatchewan governing privacy; we are not able to send correspondence regarding Parking violations because all we have is a plate number, no address or telephone number. Due to the privacy act in Saskatchewan there are very few companies (Collection Agencies) that have permission to access personal information. [redacted]. These laws are there to protect people's privacy. We give everyone ample time and opportunity to pay their invoices before they are sent for collection (90 Days). In regards to the day in question, Monday August 11, 2014, Ms. [redacted] refers to the day in question as August 18th, 2014 but the invoice was issued on a different night the only invoice we have on record for the above plate number. If Ms. [redacted] was on the lot the night of August 18th, 2014 without paying for a ticket she did not receive an invoice on that night. When entering onto private property, it is the driver's responsibility to adhere to the expectations set forth by the land owner/management. Precise ParkLink has legally adequate signage posted in and around all of the lots notifying drivers of the lot expectations. Ms. [redacted] states that she was parked in the lot for maybe 10 minutes, if she cannot produce a receipt for payment for the time she was parked on the lot then she was indeed in violation and any parking invoice she received would be issued validly the invoice in question has the following remarks (ntod or "No Ticket On Dash" and "No Hangtag"). In order to get to [redacted]'s Restaurant from the parking lot you would have to walk with in a few feet of our 7' tall pay station with 2 large signs explaining what you are required to do if you park on this lot. The signs state: Park your vehicle, Purchase a ticket, Display ticket on dashboard, the sign also states in large letters that this lot is patrolled 24/7/365. We allow individuals 5 minutes, which is adequate time to walk to the machine, purchase a ticket and place it on their dash. Besides a minimum amount, Precise Parklink at no time dictates how much time you are able to purchase in one transaction. Therefore, it is solely the responsibility of the customer to ensure they purchase the amount of time required. At the time and day the invoice was written sunset was at 8:20 Pm so the signs were in full daylight while Ms. [redacted] was in the lot. [redacted]. It is company policy that all invoices are placed on the windshield. We are not responsible for lost, stolen or misplaced invoices nor are we responsible for people who do not read the information. When you park on that lot and do not pay for parking it could result in an invoice being issued and in this case an invoice was issued. If the violation was not noticed and the vehicle left the lot, it could have blown off while driving. The only thing at this point we can do for Ms. [redacted] is give her the opportunity to pay the invoice at the original price of $35.00 and give her a full 30 days to pay the invoice from today's date allowing ample time for the Revdex.com process at which time we will remove the file from the Credit Bureau and remove any marks against her credit. On Oct 2nd 2015, I parked in a precise link parking lot. I tried to pay for parking, but machine did not work. I was unfairly ticketed. Date October 2nd, 2015.[redacted]I parked in lot, tried to pay with my credit card, machine kept quitting midway through transaction and finally machine said error or card denied or some such thing. It was apparent the machine was not going to work.When I came back to my car I had a ticket. When I called the company they said they had no report of anything wrong with the machine, I should have found parking patroller or called their company and they would not cancel ticket.Their machine was not working, how was I to know there was a parking patroller on the grounds, no one was in sight and I did not have a phone with me. [redacted]. If machine won't take credit cards as it's supposed and only takes coins they should supply a change machine. I believe it is their responsibility to make sure all their equipment is working.Desired SettlementI would like them to cancel ticket. [redacted]Business Response [redacted] In regards to the day in question, October 2, 2015 Ms. [redacted] claims to have entered the lot, parked her vehicle and went to one of the three pay stations located on the lot ** and that the machine she attempted to pay at was not working.Ms. [redacted] states that the machine was malfunctioning and that along with the ticket she received "other" people also received invoices on that night. On October 2, 2015 in lot # [redacted] the [redacted] there were only 2 invoices issued, Mr. [redacted]'s was one of them; all other patrons of the lot had valid pay stubs on their vehicles. The patroller was on the grounds that night at 7:00 pm; he assisted 2 ladies that were attempting to pay at the pay station with a debit card. Our machines do not except debit and have clear indication located on the machine as to what method of payment are accepted. The patroller walked the 2 women through purchasing their pay stubs with credit card and coin.When entering onto private property, it is the driver's responsibility to adhere to the expectations set forth by the land owner/management. Precise Parklink has legally adequate signage posted in and around all of the lots notifying drivers of the lot expectations, if you park on the lot without a valid pay stub on the dash of your vehicle you are at risk for receiving a parking invoice. When leaving your vehicle without a valid pay stub you are agreeing to take the risk of receiving a parking invoice. Our machines are online 24/7 and on the night in question there was no report of any of the 6 machines located on lot [redacted] experiencing a problem. Since there was no malfunction on the machine we have no way of knowing if there was a problem with Ms. [redacted]s Credit Card.The lot that Ms. [redacted] was parked in **, has 3 pay stations. If no attempt was made to purchase a pay stub at one of the other machines, a call was not made to our 24 hour phone number located on every pay station to alert Precise Parklink of her difficulties. It is no different than going to the store, you select the item you wish to purchase and you proceed to pay for your item. If the till is closed or malfunctions while you are in the lineup you do not walk out with your item without paying. You either leave the store without your item or you proceed to the next till to pay for your purchase. Precise Parklink (West) Ltd. has a clear set of rules that we must follow to cancel an invoice, customers must meet one at the very least to qualify to have an invoice cancelled. The criteria are as follows:1) Did you try to use any of the other machines located in the parking lot?2) What efforts did you make to notify the patroller you were experiencing difficulties before the invoice was issued? 3) Did you call the phone number located on the pay station so one of our personnel could assist you?Ms. [redacted] answered no to all the questions, she admitted in her dispute that she was told she didn't have to pay for parking, therefore felt she did not need to go to any extraordinary measures. As stated above, only 2 invoices were issued that evening, all other vehicles parked in the lot had valid pay stubs that were purchased from the machines in the lot. As to Ms. [redacted]s insistence that it is our responsibility to provide a phone or a change machine, no services are provided for any parking facility or street meters in any city. It is expected by all parking facilities that you are prepared to pay with the available payment options. As with any paid parking system in Saskatchewan, if a meter is not working you are required to proceed to the next machine or are not allowed to park in the parking spots while the meter is down (Meters are bagged). These are standard procedures for any parking system.The only thing at this point we can do for Ms. [redacted] is give her the opportunity to pay the invoice at the early payment price of $35.00 she was given at the end of her dispute. Her structured settlement has expired however in the interest of her rights to contest the invoice by other means we will give her a 14 days to pay the invoice from today's date allowing ample time for the Revdex.com process. If paying by mail please include this communication with your payment. Should you choose to pay by credit card, you must call our office instead of paying online as we are extending the reduced rate. [redacted]Consumer Response (The consumer indicated he/she DID NOT accept the response from the business.)I tried to pay with my credit card. I was out at machine for over 5 minutes. If parking attendant was on site he should have seen I was having difficulties and helped. I did not have a phone to call the number. And how was I to know there were other parking machines . If I did not try to pay, I would pay the fine. All I'm prepared to pay is the $2 that I tried to pay originally.. Final Business Response [redacted] In the interest of our Client we are charged under contract to inforce the lot and see that customers comply with the rules and regulations. We cannot be held responsible for patrons who choose not to read the information supplied. As we stated in the previous reply all other customers of the lot had valid pay stubs on their dash except for 2, Ms. [redacted]s being one of them. How can we in good faith of our paying customers disregard an invoice that was issued for none compliance with the rules and regulations of the lot. We have given Ms. [redacted] the reduced rate of $35.00 twice, once when she disputed the invoice through our company and once when she disputed through the Revdex.com. This invoice has already been reduced from $50.00 to $35.00. We have stated the criteria that all our disputes must meet before we can consider an invoice for cancellation. Ms. [redacted] met none of the criteria. The machines in the lot have been checked for both coin and Credit card function and there is no problem with any of the three machines in that lot. We must surmise at this time that it was a user error or a problem with Ms. [redacted]s card. Other options available to Ms. [redacted] were leaving a note on her dash letting the patroller know she attempted to pay. Calling the number from within the [redacted] or looking around the lot for other machines. The machines are 7 feet tall and the lot she was parked in has 3 machines which are clearly visible from one machine to another. We will again give Ms. [redacted] the opportunity to pay this invoice at $35.00 until November 30th, 2015. At which time the invoice will default to $50.00 and regular procedures regarding invoices will apply. The invoice was issued validly and will not be reduced below $35.00. [redacted]
