We are in receipt of the complaint initiated by the
above-mentioned consumer and appreciate the opportunity to respond.
Upon hotel room
check-in/out the hotel representative provided
the consumer with the lower negotiated room rate established between
priceline.com and the hotel, which is not available to the public.
Priceline.com is a
travel agent and as such, makes hotel room rates available on behalf of the
hotels. Just like every other business, we receive reduced rates because we
sell in large volume, and if you compare our rates, you will find them to be
very competitive. We strive to offer customers the best alternatives for saving
money while at the same time maintaining profitability.
We apologize if
the consumer is disappointed with the difference in rates; however, priceline
will not be able to offer a refund for the difference in rates.

We have reached out to our hotel
partner and they are allowing an exception to the no-cancel policy. They will
allow a cancelation for a full refund up until 3 days prior to your scheduled
check-in. Should the consumer want to proceed with the cancelation, kindly
reply back to this email as soon as possible with our consent to cancel. Please
be reminded that your reservation was booked for check-in on Wednesday, August
17, 2016.
Unfortunately, there is nothing
we can add to what has already been stated in our previous correspondence.

The consumer states that
his/her Name Your Own Price accommodations at the [redacted] located at  [redacted] And [redacted], [redacted], [redacted], is actually  a 3
star/diamond [redacted] rated property and therefore not a four star as requested.
Priceline discloses that all properties offered through
priceline.com have been evaluated according to the specific star level
standards that we have developed exclusively for our program and described on
our web site. While the consumer may feel that this property should have a
different star rating or is rated differently by other groups, we are confident
that our evaluation of this property meets all standards listed under
Priceline’s 4 star hotel guide.

Upon review of this matter, a refund request of $1,167.28
was submitted to our management team for review on January 27, 2015 and if
approved, the refund will be processed to the card you used to submit your
request. This process can take up to 14 days. Once the refund is approved, we
will issue a refund to your bank within one business day. Your bank will then
post it to your account. The bank processing time varies so please check with
them if you do not see it in your account within a few days.

I am rejecting this response because: I did not receive any credit. 
Furthermore, My goal with this was not money. My goal was for you to recognize your misleading site and horrible customer service. When I arrived at hotel they were even shocked at the way I was treated and offered to reverse it on their end. But they couldn't because there was no reservation in their system. They told us to stay without payment till they sorted it out.  It took 4 days to sort out. 
I am fairly certain the hotel reversed the payment and they charged our card for room at a lesser rate. 
Even without all this trouble, it was a disaster because the hotel did not have our reservation upon arrival and check in took over an hour due to priceline.

I am rejecting this response because: I spoke with your agent and she agreed that no additional charges should have applied.I agree that the website states 2 persons, however who to say that I'm Traveling with someone that I can share a bed with. WHICH is the problem in this case. If I would have known that I would be charged more for double beds I would not have used your site. I USE priceline.com frequently. And I have never been ask to pay more for double beds..Now I could see an up charge for a different type of room. But I have never had this issue. and im requesting a refund because I was unable to use the room

I have realized that I made a mistake when I was looking at Priceline's website and searching for a hotel in [redacted]. There are two areas combined on their "name your own price" map under the area labeled "5". It combines both the "[redacted]" area and the "[redacted]" area. I did not notice this before. Because they combine the two areas on the map the consumer needs to research what hotels are offered in both areas before bidding. I did not notice they had combined the two areas and so I did not research properly. it gives a much greater price range and of course the hotels don't show up unless you search each area separately. With that being the fact it makes me the one in error, so I will consider this complaint resolved and apologize for filing the complaint and not looking closer.

Vacation Package Request Number...

are requesting a refund of the hotel cancel fee. We reviewed your record and
found that the Cancel Policy of your reservation was presented to you during
the booking. We attempted to request an exception from the hotel.
We apologize; however, they strictly impose the Cancel
Policy of your reservation.
 
Prior to submitting the request, we presented you the
Contract Page for review. As stated on your contract, "For the room type
you've selected, you can cancel your reservation up until noon on Saturday,
August 13th (local hotel time), however the hotel requires payment for the
first night's stay." By submitting the request, you indicated that you
have read, understood and abide by the terms and conditions stipulated on your
contract. For your reference, a copy of the contract page has been sent in a

Our documented case history confirms that the consumer first
contacted priceline on Tuesday, May 27, 2014 at 9:35:37 PM ET, 4 days after the
check-in date requesting a refund.
The cancel policy discloses the following:
Cancel
Policy: If you decide
to cancel your reservation anytime between noon on Thursday, May 22nd and noon
on Friday, May 23rd (local hotel time), the hotel requires payment for the
first night's stay. You will be charged for the first night's stay including
taxes and fees. Any remaining amount will be refunded to you. Refunds or
cancellations are not available after noon local hotel time on your day of
arrival (Friday, May 23rd).
 We are sorry that we are unable to assist the
consumer any further in this situation.

First, my last name is [redacted].  Second, I am rejecting your response because it willfully and explicitly ignores my concerns in a deliberate corporate attempt to wear me down and force me to give up pursuing my complaint.  As you know, and as carefully explained in my original complaint, I did not contact the Revdex.com in order to be removed from Priceline's promotions e-mail list.  As you also know, I had already been removed from that list before I contacted the Revdex.com.  You are thus incorrect when you claim in your response, "We understand that you would like to unsubscribe from the promotion emails."  My concerns, which you ignore entirely in your response, are not only spelled out clearly in my original complaint, but are also numbered in order to make them even clearer.  I reiterate my concerns:
(1) Even when customers explicitly choose not to receive promotional e-mails, customers are added to Priceline's e-mail list against their express wishes.  (See attached transcript of my chat with Priceline customer service for proof of this policy.  Bernice explains: "When you make a reservation in our website the system automatically sends you those promotional emails, even if you choose to not receive them.")
(2) Priceline promotional e-mails routinely do not contain unsubscribe links.  Your assurance, without proof, that e-mails often do contain unsubscribe links carries no weight.  I would like evidence showing that Priceline e-mails often contain unsubscribe links.  In addition, even if they do "often" contain unsubscribe links, they do not always contain unsubscribe links, which is a violation of customer rights.
(3) Because Priceline promotional e-mails do not contain unsubscribe links, the only way for Priceline customers who have chosen not to set up a Priceline account to stop receiving unwanted promotional e-mails is to set up an account, provide Priceline with personal information, including name, e-mail address, etc.  To force customers to hand over personal information in order to stop receiving unwanted promotional e-mails -- which they opted not to receive in the first place -- is extortion.
To reiterate, I would like the following relief:
(1) I would like Priceline to change its expressed policy of using customers' e-mail addresses to send promotional e-mails against customers' expressed will.
(2) I would like Priceline not to add customers' e-mail addresses to Priceline's e-mail list when a customer opts out.
(3) I would like all Priceline e-mails to contain unsubscribe links.
(4) I would like Priceline customers to be able to manage their e-mail preferences without being forced to set up a Priceline account.
(5) I would like Priceline to be fined and/or censured for explicit, deliberate lying and customer deception aimed at increasing Priceline's profits to the detriment of customer privacy and customer rights.
When you respond, please explicitly and directly address concerns #1-3 and what I see as relief #1-5.

Airline flight schedule changes and
flight cancelations are often unavoidable and beyond Priceline’s control. In
the process of providing air service over many different routes each day,
airlines sometimes encounter mechanical problems, and other unavoidable
interruptions. These are situations faced by all airlines and no carrier can
guarantee that all flights will depart and arrive as planned. Additionally, any
schedule change information is provided by the airline and not Priceline. The passenger
is responsible for contacting the airline prior to each departure. The consumer’s
confirmation page discloses the following important information:
