Saturday, June 18th (local hotel time).If you decide to cancel your reservation
anytime between noon on Saturday, June 18th and noon on Sunday, June 19th
(local hotel time), the hotel requires payment for the first night's stay. You
will be charged for the first night's stay including taxes and fees. Any
remaining amount will be refunded to you. Refunds or cancellations are not
available after noon local hotel time on your day of arrival (Sunday, June
19th). We are sorry if there was any confusion with the room types and prices;
however; we are not able to offer a refund or credit for the difference in
rates.

matter to see if we overlooked anything that might support a more favorable
conclusion. According to the consumer, he/she did not enter an offer price of
$73 per night as noted on the consumer’s initialed contract page. The consumer
alleges that Priceline automatically entered the consumer’s $73 offer price.
The consumer states:
 
 “That number was automatically filled by
the business when I changed my selection of hotel types.” Please note that the consumer, and not
Priceline, enters and authorizes the offer price. Additionally, the consumer
submitted a total of 9 offers, and the consumer’s previous offer, (8th offer)
indicates an offer price of $37 per night. We are sorry if the consumer
intended to enter $37, and not $73 as entered and also authorized on the consumer’s
initialed contract page.

      Consumer
states that she booked a rental car + hotel for 5/6/15;     however the company booked the
reservation for 4/6/15. The company states that they could not change
the date, and the consumer is being charged $172.00. Consumer states that she
called to let them know of the error, and the company advised she had to pay
for the reservation of the vehicle. Consumer states the she was not made
aware of any refund clause or disclosure, and that if there was a disclosure,
she never agreed to it.

So, After many years of using Priceline for hotel rooms and rental cards I am sad to say that will never happen again. I recently booked a hotel room for a one night stay in Chicago. When I booked the room my credit card issued a security hold and I was sent an e-mail that this charge was being processed as fraudulent. As soon as I received the e-mail which was I would say 2 days after the initial booking I contact my credit card company and told them this charge was not fraudulent and that I indeed did book this room. The charge was reinstated and I thought everything was fine. That was until about 3 days before I was making my trip and I just so happened to call the hotel to make sure everything was going as planed and was told that my reservation was canceled. When I contact Priceline I was told because the security dispute was issued I would need to rebook a room because their systems automatically cancels reservation that are flagged. Since I told my credit card company that this was my charge they paid Priceline. So now I would expect that Priceline would credit me because it is there system that automatically canceled my room but no they are trying to blame the security hold. They had no problem recharging for the stay but reinstating a reservation is not part of their procedure.

Thank your for response.  One of my frustrations is that I have had a very difficult time getting in contact with anyone.  In my original confirmation email, the number listed to call (###-###-####) wouldn't work, so I spent some time finding a number to talk to a live person.  Then I had a difficult time reaching someone to follow up on this through phone, Facebook, email, surveys, etc.
 
While I understand this was a 'non-refundable' purchase, this doesn't seem to be applicable when the 'purchase' wasn't as promised.  The reason we selected this Express Deal was because we were guaranteed a pool, which was extremely disappointing when you have a 4-year-old who was told they were going swimming.  
 
Not only did this hotel not live up to it's guarantees, there were several other serious issues. When I called Priceline to discuss this, I stated I was not comfortable staying in this location. There were transients outside in the area, the lock on our door didn't work and items in the hotel were broken.  
 
Attached are photos of broken items in our bathroom.  I set a towel on the towel rack and it fell off the wall.  The other is a plastic shelf in the shower that fell off when I set a small bottle on it.  
 
I feel a 20% refund from [redacted] was not acceptable but was told by Priceline that was my only option.  This was an extremely frustrating experience, especially when I specifically said I was not comfortable staying there. This hotel was literally an unsafe situation, due to the location and dangers in the room with shelves and racks falling off and the huge issue of our door lock not working.   But even setting my comfort level aside, the non-refundable purchase should have been void once the pool was closed due to construction simply because this was a guaranteed feature.
 
I think you will notice from my purchase history that I have used Priceline for several years, so I feel confident I know how this process works.  I'm disappointed that Priceline isn't more of an advocate for their paying customers and instead just asks the hotel to deal with it.  I would think for a smaller $80 purchase, Priceline would rather have taken care of their customer than have an upset one, but it doesn't seem this is the case.

I am rejecting this response because:  as I stated in my initial complaint, I had already indicated that we were selecting to upgrade from the smallest car to the larger car when we made reservations online with Priceline.  This was not a decision that was made in the [redacted] Rental office.  I believe that an error was made by Priceline in not adjusting our reservation online when we made the request to upgrade as we booked the airline ticket and the rental car.  Therefore, I am continuing to request that a refund be made to us in the amount requested because the offer to upgrade was provided while we were making online reservations, but the upgrade was never provided to the rental car company.

We have
received the consumer’s additional comments. 
As you requested, we have again reviewed this matter to see if we
overlooked anything that might support a more favorable conclusion. Please note
that the consumer visited our Retail service and selected the [redacted], from a list of hotels.
The consumer requests a refund and states:
 “IM 100% POSTIVE THAT [redacted] THE GUY AT THE FORNT DESK SAID IT WAS
OK.TO CANCEL. “
We contacted the hotel and spoke with [redacted], the Front Desk Manager concerning
the consumer’s claims. The manager reviewed the reservation record and advised
that the guest arrived at the property at approximately 9:30am, and stated that
he/she was unhappy with the location of the property he/she had selected, and
intended to stay at a property located closer to Suwanee. The manager further
stated that the hotel held the hearing accessible suite as selected
and reserved; however, the guest chose to go elsewhere, and the [redacted] advised that they did not offer a refund.
We are sorry if the consumer chose not to use his/her reserved
hotel accommodations. We are unable
to assist the consumer any further in this situation. The consumer/Bureau
may contact the [redacted] directly at ###-###-####,
concerning any claims made by a hotel representative.
