These people are after me for a private student loan. Yes, I admit that it needs to be paid, and I have EVERY intention of paying it back as soon as I can. They offered a settlement, which helps alot. Then when I tried to make arrangements with them and a plan on how to make this go away, Richard "a manager" starts trying to get me to tell him my monthly finances and telling what I can put off to next month(my health insurance premium?!!) Again, I have EVERY intention of paying this off, but right now my finances aren't exactly flexible. If he would quit ordering me to pay what he INSISTS instead of giving me a range of the monthly payment he would like, I would find it alot easier to deal with. The past 4-5 years haven't exactly been easy for me or ANYONE in my family. If someone else with a little bit of professionalism were to call me and listen to me instead of talking over me, I'm sure we could figure this out.

Review: I received a phone from my employer telling me to call someone at a number that was associated with Progressive financial. I called the number provided and the first person I spoke with informed me that I just called Progressive Financial and this was concerning a loan that was under my name. I then asked the person on the line if it was part the company's policy to harass individuals at the work place. He was unable to give me an answer to this question and proceeded to transfer me to another gentlemen (the actual person who called my employer). When this gentlemen answered the line, I also asked him if it was company's policy to call people the work place and leave messages thereby violating one's protected privacy. Again, my question was never answered and then proceeded to talk about the loan in question.

Progressive Financial has, in my opinion put my privacy in jeopardy by contacting my employer and leaving a message with the Admin desk.Desired Settlement: Progressive Financial to acknowledge this possible privacy violation. Progressive Financial will not contact me via email, postal mail, phone, and fax. Also, forward the collection account in question back to the original creditor.

To Whom It May Concern: I have been asked to respond to the above-referenced complaint regarding [redacted]. We received the complaint on/about 23 February 2015. [redacted] states that Progressive is calling his place of employment (POE) and harassing him and in so doing violating his “protected privacy.” He wants no more communication from Progressive. Promptly upon receipt of the complaint, Progressive located the relevant account. In an attempt to reach this consumer, our staff called both a home number and what was identified as his work number. The calls to his POE resulted in some cases where our staff reached an operator or assistant who tried to get the call to the right location for this consumer. At no time during any of the short conversations that our staff had with personnel at the POE did the agent ever disclose the purpose of the call. Only when asked directly where the agent was calling from would the agent disclose the company name. All of these efforts to locate the consumer at his POE were done without any violation of the laws governing the industry. There were no breaches of any private information on the file. On/about 28 February 2015, Progressive received a written request from [redacted] to cease all forms of communication with him. Pursuant to that instruction, the account is currently in a “cease and desist” status and according Progressive has suspended all efforts to reach this consumer to set up voluntary repayment arrangements. If this consumer wishes to get his loan(s) out of default and avoid any possible efforts by our client (Department of Education) to impose involuntary collection efforts to resolve the account, he should initiate contact with our collection staff. Review: First, I do want to acknowledge that I do owe a third party debt for a loan from college. A couple of months ago, this company must have sold my debt to Progressive Financial Services. Somehow, they found out my new phone number and place of employment. They were asked not to call my work again. They began to call me two to four times a day. Eventually, I did answer and I AGREED TO A LOAN REPAYMENT. Based on my income, they agreed that $9 a month would suffice. Suddenly, they tried to contact me and say that this repayment plan wouldn't work out. They began to call me two to four times a day again. And yet, THEY CONTINUED TO TAKE MONEY OUT OF MY ACCOUNT! Now I just got a letter in the mail threatening to garnish my wages. This is unfair since we both agreed to a repayment plan. If there was some kind of issue with the repayment plan, they should not have continued to take my money, right? I don't feel this is fair, and I don't want my wages garnished over an issue we already made an agreement on!Desired Settlement: I would like to pay off my debt, but I don't want to do it through this company. I want to enter into a repayment program based on my income, just like we agreed to. I don't like the way the company has handled this. I feel harassed and violated. I feel almost like my rights have been violated. Perhaps my debt is too large to be erased completely, but I do feel that some compensation should be dealt to me. They contacted my job and gave me such confusing and harsh messages that it has caused me a great deal of stress. This is unfair and I don't deserve to be treated like a delinquent when I tried to make amends! Progressive Financial Services has been a nightmare and should be punished accordingly for their shady business practices!

No.[redacted] To Whom It May Concern: I have been asked to respond to the above-referenced complaint regarding [redacted]. We received the complaint on/about 19 November 2014. [redacted] states that she made a payment arrangement with Progressive but that now she is getting mail threatening garnishment of her wages regarding the underlying debt. She wants the garnishment process to stop and for the payment arrangement to be reinstated. Promptly upon receipt of this complaint, we located the relevant account. On/about 7 July of this year our staff made contact with [redacted]. During that call she gave the agents verbal estimates on her income. From those verbal representations, the agent told [redacted] that she was approved for a $9/month payment arrangement. The agent was very clear however, that the verbal representations needed to be backed up by pay stubs which [redacted] promised to send. The agent told [redacted] that if the income from the paperwork did not match up with the verbal representations, Progressive would need to make new payment arrangements with her based on the pay stubs. The agent reiterated that caveat no fewer than three (3) times during the call. A few days thereafter, the paystub information was sent to Progressive. As it turned out, the actual income from the paystubs was greater than what she had reported verbally. That fact dictated that new payment arrangements be set up based on the actual (not estimated) income – a payment that would be greater than the $9/month that had originally been established. Progressive made numerous attempts thereafter to reach [redacted] on the phone to arrange for an updated payment arrangement. [redacted] either did not answer the phone at all or refused to stay on the call long enough for our staff to make new payment arrangements. When [redacted] failed to set up new payment arrangements in a timely fashion, the remaining payments that had been set up on 7 July were deleted and the account fell into an “involuntary” status. The creditor on the account is permitted (as a guarantor of Federal funded student loans) to administratively garnish the consumer’s wages in order to satisfy the account. The consumer was notified of that intent and the employer’s payroll address was verified so that ________________________________________________________________________ [redacted] 2 the wage garnishment order would be sent to the right address. Our records indicate that the notice prior letter was sent to the consumer on/about 13 November 2014 – many weeks after our staff started to try to get this consumer on the phone to set up new payment arrangements. She now has a limited time to resolve this logjam with new voluntary payment arrangements on the account based on her actual income (as reflected on her paystubs). She can call our staff in our [redacted] office that handles her account at [redacted]. We would urge her to take care of this promptly before the garnishment order issues. [redacted] has been harassing my mother at work when she has specifically told him not to because she can lose her job. He denies such conversation ever happened. My mother is the cosigner on my loan. Prior to, [redacted] contacted my ex fiancé whom I haven't spoke to in nearly three years. He has nothing to do with the loan so I do not know how [redacted] got his number. Through all of this [redacted] has never once tried to contact me directly. I called [redacted] yesterday to ask him to stop harassing my mother and to never again contact my ex fiancé. I told him he needs to contact me. I provided him all of my information. However he said he would not stop contacting my mother at work unless I gave him a different number for her. I told him that my cell phone is the only other number because she does not have any other phone at this time. [redacted] then began belittling me. He asked how I was going to pay off my loan. I told him that I had just started a new job after being laid off for months and did not have the funds now. He then asked how my mother was going to pay it off. I told him that she is struggling and can't. [redacted] then became irate with me demanding I pay my loan right then or when I got my first check. He was also laughing at me when I explained the financial hardships my family is facing. He was refusing to stop his intimidation tactics so I was forced to hang up on him.

Review: Purchase furniture at [redacted] on June 21, 2105, and whom provided finance plan through Progressive Financial based on bi-weekly automatic deduction from my bank account. When signed the contract advised seller the date selected was not consistent with my payroll schedule, and she advised me once signed the contract I could contact Progressive customer Service and amend the schedule. So I did, and received a confirmation email on July 30, 2015 with the new schedule consistent with my payroll. Since then I received collection calls every day, all day on the following week of the original scheduled pay dates, and not based on the amended scheduled pay dates. I called several times and demand the calls to stop as my payments are not late since they are not due until that week. The reps have told me they can not change the system as it is automated, and no Human can actually adjust info in their billing platform and they are aware that my payment is not due but since the system only recognizes the original date they have no other choice than to call me. So the solution offered by their collection dept was: pay the supposed past due (as per old scheduled due dates - August 2nd) recognized by their system, and the same week my account will be deducted again the additional payment to satisfy the actual due date (August 8th) that was originally amended to be consistent with my payroll schedule as it was supposed to be to begin with. Basically they want me to pay 2 times bi-weekly, once to satisfy the original due date to avoid the collection calls and the other payment which is the amended scheduled due date as per their email from July 30th 2015 with the payment schedule until the end of the financing. Please NOTE I do not submit payments, Progressive automatically deduct the amount on the agreed date from my checking account which it was their requirement in order to provide the financing.Desired Settlement: No further contact from the business and they should NOT dare to damage my credit report for their shady crooked way to do business. This business should be listed as "Business not to do business with" until they take matters in fixing their billing/collection system, and allow humans to override or adjust their billing system when a new schedule of payment due date is arranged or amended specially it it was an error either from the sellers end or Progressive Financial end.

Review: Recently, I have been contacted multiple times by the company, Progressive Financial Services, at my place of employment. The representative by the name of [redacted] harassed my coworker trying to retrieve information about my place of employment. My coworker left me a written note stating to call Mr. [redacted] after he attempted to contact me there on Wednesday, January 22, 2014. He would not reveal to her which company he was calling from but continued to harass her with questions regarding what kind of company I worked for and what kind of department I worked in. When I was contacted again at my place of work by Mr. [redacted] on Tuesday, January 28, 2014, I returned the phone call that same day. During my brief conversation with Mr. [redacted], he refused to tell my why he was calling me unless I verified the last four digits of my social security number which he blatantly stated without me even informing him of the last four digits. I feel this company is very suspicious and I am curious as to how they not only received my social security number but as well as how they received my place of employment's information in the first place considering I have not given any creditors the name/place of my current employer. This company has repeatedly harassed me by calling from the telephone number [redacted] more than five times a day which clearly violates the federal Fair Debt Collection Practices Act. I would like to report this company and have them thoroughly investigated because they are in violation of debt collection laws.Desired Settlement: Cease and desist all contact to me and any other entities that I am affiliated with regarding past due debts including but not limited to: places of employment, friends and family members.

I have been asked to respond to the above-referenced complaint regarding Ms. [redacted]. We received the complaint on/about 31 January 2014. Ms. [redacted] claims Progressive is “harassing” her co-workers; did not want to verify the last 4 digits of her social security number so that an agent could determine if the account we had belonged to her; and claims were calling her “five times a day.” She wants Progressive “investigated” claiming “they are in violation of debt collection laws.”

Promptly upon receipt of the complaint, we located the relevant account. Ms. [redacted]’s description of the calls to her place of employment is inaccurate and exaggerated. We first reached the facility where she works on/about 22 January. Without disclosing anything about the purpose of the call, the agent politely asked the woman who answered the phone who could take a message for Ms. [redacted] because the woman said Jonaye was not going to be in that day. The agent asked for the department where Ms. [redacted] worked (so that he could ask for that department directly instead of being transferred around the next time he called). He was pleasant throughout the call.

The next day the same agent called asking for Ms. [redacted] in cosmetics (the department that had been identified earlier). An unidentified female picked up and told the agent again that Ms. [redacted] was not in that day. The agent politely asked if she was scheduled to work the following day. The woman said she did not know as she was not familiar with Ms. [redacted]’s schedule. No message was left and the call terminated. Again, the agent was polite throughout the call.

Finally, on 28 January 2014 – 5 days after the previous call, the agent reached Ms. [redacted] at her place of employment. She refused to verify any information so the agent could confirm if he had the right party on the phone. Without such verification, we are unable to discuss the purpose of the call although she persisted in demanding to know why he was calling. When she would not give the last 4 digits of her social, the agent provided the last 4 digits on the account in front of him and asked her if those were the last 4 digits of her social security number. She remained uncooperative and demanded that he not call her at work. She asked why he called her at work and he explained that she wasn’t answering other numbers we had for her nor returning any messages. There were no further calls to the employer trying to reach Ms. [redacted] after that call.

The phone number she lists on her complaint as her home phone ([redacted]) was called a number of times before we reached Ms. [redacted] at her employer on 28 January 2014. Almost immediately after we spoke to her at her place of employment, she placed an inbound call from that number to Progressive on 28 January 20914. She called to ask to be “taken off the list” alluding that perhaps she thought we were telemarketers. The agent who answered again tried to get the last 4 of the social so she could verify if we had the right party, but Ms. [redacted] refused to do so. Again the agent who answered the inbound call explained that we could not disclose the purpose of the call without knowing that we had the right party named on the account.

Progressive has removed all numbers that could be associated with this consumer from the account and relevant numbers have been added to the internal “do not call” list so they won’t be called again. Without the ability to speak with the account holder, however, Progressive will not be able to set up a repayment plan on the underlying account. Such accounts, especially where the account holder has been verified as an employee of a particular employer (as we have done with this account), typically would move at some point to be considered by our client for involuntary administrative wage garnishment. If this consumer wishes to avoid that possible step, she should contact an agent at Progressive to see about setting up voluntary arrangements set up on the account.

The agents involved with this account have been identified and their collection manager asked to review their activity on the account. If any coaching or discipline is warranted, that will be done. Please let me know if I can be of further assistance.

Review: I'm not the party or person they've been trying to reach. I've been robo called several hundred times in the last two months,

sometimes 5-10 times per day. I've answered and pressed #2 telling them I was not the right party or number, I've waited on the line for a

customer service rep to ask to have my number removed, but alas after lengthy wait I'm as always transferred to voice mail. I've left over

25 messages asking PLEASE PLEASE PLEASE remove my number. I've attempted to call the company directly only to have my calls once

again as always transferred to voice mail. I've even picked up the phone and attempted to identify myself as the person their looking for

in an attempt to finally reach customer service. I contacted my state (Nevada) attorney generals office for help. I went online to find some

other information and contact numbers...Finally got through only to have them tell me my number can't be found in their system? yet they

continue to call! I'm going to file a formal complaint with attorney general office...regarding their activities.. My phone is called all hours of

the day and night. I'm contemplating legal action for monetary damages $$$ for harassment !Desired Settlement: full apology and removal of my number...monetary award for their unethical actions!

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint. For your reference, details of the offer I reviewed appear below.

Their reponse was total fiction, they have offices all over the U.S. that routinely robo call. How could they not find my number? how could I not get a live agent ? Why didn't they get my over 25 voice messages left on their anserwing machine? Clearly they are lying about the number of calls, carelessness in not verifying I wasn't the party they were trying to reach! Additionally I realize people complaintents embellish on things, such as my claims as to the number of calls outgoing to me...however my phone log clearly shows as many as 8 calls in a single day, and 136 voice messages left on my voice answering machine...these were only the calls I failed to answer. As of yesterday 2/3/15, I yet again received another call from them. They are the worst debt collectors in the country. I clearly allege they have violated both my civil rights, state and federal laws. They are lying in their response. covering up their actions. Bottom Line I'm not the party that owes the debt their attemptimg to collect! just an injured inoccent third party. I'll continue my complaint with state and federal agencies

Review: Debt was paid as settlement on 2/25/2014, I have copy of check which was cashed check 2/28/14. This has STILL not been corrected on my credit report.

This debt was paid as a settlement Feb 25, 2014. I have copy of cashed check 2/28/2014 and settlement of debt letter from [redacted] dated 3/17/2014. AS OF 8/16/2014 COLLECTION SHOWS AS UNPAID/ACTIVE ON MY CREDIT REPORT. THIS NEEDS TO BE CORRECTED IMMEDIATELY.

I AM STILL BEING PUNISHED FINANCIALLY AS THIS IS SHOWING AS UNPAID/ACTIVE ON MY CREDIT REPORTS. It is very upsetting to me that this DEBT IS PAID AND IS STILL HAUNTING ME FINANCIALLY SIX MONTHS LATER.Desired Settlement: I would like this corrected immediately with all credit reporting bureaus along with an annotation of date it was paid and that it was their error that it was not posted promptly. My credit cannot improve even though this debt has been paid and I am being held back because they have not followed through. I have been asked to respond to the above-referenced complaint regarding Ms. [redacted]. We received the complaint on/about 29 August 2014. Ms. [redacted] states that she resolved the above-referenced account earlier this year but the debt is still showing on her credit report. She wants the credit report updated to reflect the payment she made.Promptly upon receipt of the complaint, we located the relevant account. Ms. [redacted] recently sent an e-mail to Progressive with the identical issue. On 18August 2014 a response was sent to Ms. [redacted] advising her that Progressive is not the data furnisher for the credit bureaus regarding the underlying account. She was advised that the [redacted] supplies the information to the credit bureaus and that any questions about the credit reporting needed to be addressed either to the [redacted] or directly to the credit reporting agencies. She was provided with a toll-free phone number at the [redacted] to call to look into the credit reporting issue. A copy of the e-mail exchange is enclosed with this letter.We have nothing further we can do to assist this consumer. Her question needs to be directed to the [redacted] or disputed via the credit reporting agencies. Please let me know if I can be of further assistance.

Review: Progressive Financial at [redacted] has an automated calling system calling my home phone number every day. The system asks for [redacted] or [redacted] and states that if I do not respond (that I do not hit the "continue" option, I am confirming that I am [redacted] or [redacted].Desired Settlement: That Progressive Financial cease and desist calling [redacted] and that they be fined for harassment as stated by [redacted] (Sept. 30, 1996)

We received the complaint on/about 15 January 2015. [redacted] states that Progressive is calling his phone regarding a debt that is not his. He wants to calls to stop. Promptly upon receipt of the complaint, Progressive found the account on which [redacted]’s phone number (ending in [redacted]) was called. It does not bear his name and consequently, we concluded that the calls were made to that number in error. Our records show that we left messages from time to time at that phone number. Included early in each message is a request that states, “If we have reached you in error, please call [phone number] to report the wrong number.” Notwithstanding that request – which could have put a prompt end to the calls – there were no inbound calls from [redacted] advising Progressive that we were calling his number in error. We have removed the phone number from the account on which it was called and added it to our internal “do not call” list to prevent further calls. My company was repeatedly had voice mail messages from this company for an ex-employee who has not been here for over a year. I called to have our telephone number removed from their system. The first person I talked to could not find a record of either our main number or the ex-employee's name. She transferred me to a gentleman who also could not locate either the phone number or name and then proceeded to tell me it had been removed from their system. He gave his name as [redacted] at extension [redacted]. When yet another voicemail message was left the very same evening, I called again. It appears that [redacted] does not exist. Also, the name on the recorded message representing Progressive ([redacted]) is apparently a made-up name. We do have other numbers that roll over to our main number and once I gave a particular number the representative was able to pull up the ex-employee's name and have that number removed. Why they couldn't do that the day before with her name, I do not understand. I believe the phony name business is reprehensible.

Review: I received notice that a collection agency had put something on my credit report. I called the agency to find out what it was and they claim I owe something to [redacted] communications. I asked them to verify the debt and I have attached what they sent. During the conversation they also admitted that the mail was returned. The first issue is that they are using an address that I had 4 years ago and did not do their due diligence to find my correct address. Secondly, I never had [redacted] at that address as I was a [redacted]customer and I also did not live at the address they claim I had service at during the time period listed on the "verification" they sent. Additionally, I called [redacted] and they stated they did not sell this account to this debt collector and this account was placed with a collection agency called [redacted] Additionally, another company by the name of [redacted]s claims to own this account even though this company claims that [redacted] is their client. Lastly, in [redacted] v. Progressive Financial Services, the Fifth Circuit defined verification as "an itemized accounting detailing the transactions in an account that have led to the debt is often the best means of accomplishing that objective." (2015). In [redacted], the court found that the documents sent were not sufficient to count as verification. What the company sent me would not qualify as "verification."Desired Settlement: That the company removes this from my credit report and they no longer contact me.

Review: I receive 3 letters from the company for settlement of debts. I paid the settlement amount and was informed I would receive written confirmation that the debt had been cleared initially I was asked if I wanted it faxed I replied no would prefer it mailed and I should have it in 5-10 business days. The debt was paid October of 2014. Called in December of 2014 with a complaint I had not received the letter and was told I was misinformed it takes 30-45 days. I was directed to another agency which directed back to the referring agency. Called Progressive January of 2015 and informed them the agency I was referred to did not handle what I was requesting and they could not help me and hung up in my ear. I immediately called back and asked for a manager spoke with a manager and was informed it would take 10 days again. This debt was settled in October 2014 I should have written confirmation. I find it odd before they received the check they offered to fax the confirmation after they received the check I hear lies first the checked wasn't received I have proof it was cashed by progressive. And lies that the letter was mailed. Funny before they received the checked I heard from them every day sometimes twice a day and received letters from the company now nothing. All I want is the official letter that the debt has been cleared that I was told I would receive. I feel as if the company stole my money.Desired Settlement: The official letter debt has been cleared and an apology from a manager for deceptive behavior. ASAP

Although this consumer sent in a SIF payment on the account in October of last year, our client (the creditor) inexplicably denied the settlement when it was initially submitte4d. After researching the issue, Progressive ran the SIF through a second time, and it did finally achieve approval from our client, [redacted]. We apologize for the delay in getting the SIF letter mailed out to this consumer. Our system notes indicate that it was requested on/about 20 January 2015. Although we believe the consumer may already have received that letter, we are sending to her today under separate cover another copy of that SIF letter. Should she still not have it after a few days, she should contact my office at [redacted] and ask for [redacted]. She is familiar with this file. Review: We are receiving two phone calls a day from Progressive regarding a debt from over 8 years ago from the state of AZ. We moved away from AZ the year prior to this tax issue they purchased. I have made several phone calls to the state of Arizona to repair since we do NOT owe anything. We were told from the state of AZ their records to not go back that far and offered no solution since the debt was sold to Progressive. In the 8 years we have never received one piece of paper in the mail from AZ then all of a sudden harassing phone calls. This is obviously a mistake and we never owed the state of AZ anything. They purchased a bad debt that was not owed and we want then to STOP calling daily.Desired Settlement: Stop contacting me for a debt I do not owe.

I have been asked to respond to the above-referenced complaint regarding Mr. [redacted]. We received the complaint on/about 14 July 2014. Mr. [redacted] states that he and his spouse have been getting “two phone calls per day” from Progressive about a tax debt. He states that in his conversations with the State, their personnel were unable to locate a record about the debt since “their records do not go back that far and offered no solution since th4e debt was sold to Progressive.” He wants the calls to stop claiming he does not owe any debt to the [redacted], our client. Promptly upon receipt of the complaint, we located the relevant account. Mr. [redacted] has several things incorrect in his complaint. He states that in his contacts with our client, the [redacted], no one there was able to pull any record of his account. Interestingly, however, when this consumer asked Progressive about getting some detail on the account, we requested verification of debt (VOD) from our client. We have that documentation in hand and will send it to Mr. [redacted] under separate cover. Given that, it is odd that someone at the state would tell Mr. [redacted] that no records could be found. Second, he alleges that someone at the [redacted]) told him that they “sold the debt” to Progressive. That is categorically untrue. Progressive does not purchase debt and we are unaware of the [redacted] ever selling any of its accounts to a debt buyer. Either Mr. [redacted] reached an uninformed staff person at [redacted] or he has a faulty recollection of the details of his call(s) there. In any event, we reviewed the call record on the [redacted] account. While we found a handful of days where there was more than one call per day, by far, the vast majority of the collection efforts have been limited to only one call per day to their residence. Further, Mr. [redacted] could have called in at any time or written to us to ask us to cease and desist with the calls; the messages we left from time to time had a return call number provided. We have removed the phone numbers from the account and the account is in a temporary hold while we investigated this complaint. After the VOD has been mailed to the [redacted] residence, we anticipate that the account will go into our active inventory again. I have been asked to respond to the above-referenced complaint regarding Ms. [redacted]. We received the complaint on/about 18 May 2014. Ms. [redacted] stated that she continued to receive misdirected collection calls to her phone number even after she advised Progressive that we were calling her in error. She wants to calls to stop.

Promptly upon receipt of the complaint, we located the relevant account. Ms. [redacted]’s complaint has merit. On 29 April 2014 she notified one of our agents on an inbound call that we were calling her number (ending in [redacted]) in error. The agent promised to remove the number from the account, but he failed to do so. That failure resulted in several more calls being made to Ms. [redacted]’s number. Apparently Ms. [redacted] left a message to remove the number and it was, in fact, removed from the account on 15 May 2014. We are showing no further calls to her number thereafter.

We apologize both for the misdirected calls to Ms. [redacted]’s number on the account and particularly for the calls made after she notified our staff that we were calling her in error. Please let me know if I can be of further assistance.

We received the complaint on/about 21 January 2015. [redacted] states that Progressive is calling his phone regarding a debt that is not his. He wants to calls to stop. Promptly upon receipt of the complaint, Progressive searched for an account on which his phone number (ending in [redacted]) had been called. Although we found evidence of inbound calls to Progressive from that number, our records showed no outbound calls to the number. The call recording from the inbound calls included discussions in which [redacted] admitted that there was likely a second number associated with his phone, but he could not identify what that second number was. Our efforts of putting the [redacted] number on our internal “do not call” list were ineffective in stopping the calls, because, as he admitted, there was another number linked to the phone that was causing it to ring. A member of my staff did some rather clever detective work from what she was able to discern about the inbound calls and with diligence and probably a little luck, she found calls to a number with the same area code at about the same time of [redacted]’s inbound calls in which he often stated, “You JUST called me.” That extraordinary effort located a likely number ([redacted]) that showed a call history very closely analogous to the times of [redacted]’s inbound calls. And, when the staff member called that number, [redacted] answered the phone. So, with the mystery solved, we put that number (ending in 0441) on the internal “do not call” list. After 21 January 2015 when we located that second number, we are showing no further calls to [redacted]. Review: In 2010 I received several phone calls and notices by mail from Progressive Financial Services, Inc attempting to collect a student loan debt that I had co-signed for my ex-wife [redacted]. Through numerous phone calls I was provided the option of a "Co-signer Buy Off". On June 26, 2010 my fiance at the time, now wife [redacted], took a second mortgage on her home to pay the sum of $7,600.00 to Progressive which would then buy my name and social security number off of the student loans. Some time went by and I began receiving collection notices from the company again requesting payment and when I told them about the buy off they made several promises to send me a proof of payment receipt. That did not occur until I contacted the Revdex.com for assistance. At that time I did receive a letter. Today I am again receiving collection threats on these loans. I attempted today to speak with several people to resolve the issue. Again they are telling me there is nothing showing proof that I made the $7,600.00 payment.Desired Settlement: I would like a a proof of payment receipt that I made the Co-signer Buy Off payment of $7,600.00 and proof that I am no longer legally responsible for the remaining amount of the student loans in the name of [redacted].

Mr. [redacted] states that he satisfied his loan obligations in 2011 with a co-borrower buy-out provision. He states that he is being contacted again on the same debt. He wants the calls and collection efforts to stop and another SIF letter sent to him.

Promptly upon receipt of the complaint, we located the relevant account. Mr. [redacted] did do a co-borrower buyout on the relevant loans ([redacted], -[redacted]; and -[redacted]) in 2011. Progressive reported that correctly to our client Sallie Mae, Inc. (“SLM”) at the time. For reasons we cannot explain, SLM replaced those accounts with Progressive and the account information continued to list Mr. [redacted] as a co- borrower. We have now rectified the situation and Mr. [redacted]’ name has been removed from the account(s). He has no obligations on the listed accounts.

We apologize for the miscue that resulted in these accounts being listed as still an obligation for Mr. [redacted] and the resulting collection calls. All collection efforts directed toward him have been terminated. My staff is preparing a SIF letter to be sent to him directly. This business is a collection agency for my student loan, they have lied to me over and over again and now my checks will be garnished because the company failed to to mail out the paperwork that I repeatedly asked for and just found out today that all they lied again over more paperwork to stop the the garnishment. They are causing me mental and physical health problems from not doing what they promised.

Review: I have received 2 letters for collection one on my name one on the name of the corporation the property was registered on. They say for site improvement and clean up and seal vacant build. well I have bills for the clean up that I did myself and I never hired anyone else than the contractor that did the actual job. I tried to reach out to PFS however no one cared enough to pick up the phone. I would like to get an actual bill for both jobs and who ordered it and when it was actually done. Do not get me wrong these properties were at a certain point in time in need of improvement and I actually submitted engineering plans to the city and filed an obtained permits and did the job. I was never billed nor notified by any other party of any work being done on my properties that was not authorized by me. Our staff placed the accounts in a verification of debt (“VOD”) hold and requested account detail and documentation from our client to share with Mr. [redacted]. Those materials were secured and were mailed out to the consumer on 3 June 2015. Once he has had a chance to review them, we encourage him to contact our office to discuss the accounts and answer any further questions he may have. The account will remain in a VOD hold for a few more days to allow that review and follow up to take place.We found no issues on the account review as to how the account had been worked. Review: I cannot believe what this company is doing to me. They have harassed me at work by calling my boss, which is jeopardizing my ability to stay employed. I instructed Progressive Financial Services to stop doing that;l yet, they continue to this day to regularly call my work. I just got off the phone with my girlfriend, and she told me that someone from this company is harassing her mother. There is NO way this company would have obtained my girlfriend's mother's phone number had they not accessed my contacts through my cell phone number. I WANT CRIMINAL INVASION OF PRIVACY CHARGES FILED AGAINST THIS COMPANY.Desired Settlement: I will file a complaint with my state and national representatives about this company. Mr. [redacted] states that Progressive is calling third parties trying to reach him and he believes that Progressive must have improperly accessed his cell phone to obtain the phone numbers. I apologize for the tardy response to this

complaint. I was out of the office for much of the last 10 days.

Although there has been a delay in penning this formal response, promptly upon receipt of the complaint, we located the relevant account. We identified several phone numbers that our staff utilized in legitimate location information collection efforts – that is, we were calling third parties only for the purpose of obtaining permissible information regarding means to locate and speak to Mr. [redacted]. Mr. [redacted]’s assertion that Progressive obtained the phone numbers from his cell phone is absolutely untrue. All of the phone numbers were obtained via legal skip tracing sources. None of our skip tracing tools allows our staff access to anyone’s stored cell phone contact details.

We have removed all third party phone numbers from the list of phone numbers on the account and added them to our internal “do not call” list. Further, we have advised the relevant collection managers about the complaint and requested that the staff be retrained about keeping their third party contacts closely tied to the permissible uses under the [redacted]. Finally, we have updated the demographic information on the account based on the address and phone number Mr. [redacted] provided in the complaint documentation. We apologize that our location information efforts were upsetting to Mr. [redacted]. Please let me know if I can be of further assistance.

I found an unauthorized charge on my debit card and called my bank immediately. Paperwork regarding the dispute was filed and the bank provided me with a phone number to Progressive Financial that attached to the transaction they had received. The man that answered the phone became very hostile and agitated with my line of questioning. I never raised my voice, but, tried to explain that my account had been compromised and wanted retrace the events on their end. He insisted that I must want to speak with the insurance company...even though....I had HIS number from my BANK. He would only say that his company provided "personal service" and asked if I would like to speak with his Receptionist. He would not tell me what these services were. I am confident my bank will get to the bottom of this, however, because of the tone of my conversation and getting absolutely NO help in trying to understand what sort of company Progressive Financial is and what they do....please stay away from them. There is something very disconcerting with this company.
