I am rejecting this response because: How the job was billed - for time and material or as a whole - is not the issue However, I authorized a 10% down payment to start and it was understood that the balance was due upon completion of the job BFP charged my credit card for the full amount BEFORE the job was completed I consider this fraudI was charged before the job was finished Completion of the job was understood to be AFTER the inspection was signed off, which was weeks laterBFP says they have a strict customer satisfaction policy but I have no idea what they are saying here about standing for inspectionsAfter days on the job the plumbers just left and we thought they were coming back to finish the dryer vent and meet with the inspectorWhen we called to find out when they were coming back, BFP said they were done and would come out "just to assure us it was done"When they arrived, they did indeed see that the job was not completed as we said They came back out and put in a dryer vent but left it up to me to call the inspectorThe plumbing not only failed the first inspection, the inspector actually said to "cut our losses and hire another plumber" when he saw how badly the plumbing was done We hired BFP because they claimed to be qualified to do it right the first time The plumber that did the work was not let go because he came back three more times to make correctionsI called BFP and told them rework was needed and the manager and the master plumber came out to see They both agreed it was very bad The master plumber and the original plumber (that they said was let go) came back and did everything over again The inspector came out again and said they still made errors because metal strapping was not allowed - I bought the correct materials and fixed that myself The inspector was confused why they did not have the system under test for him to check I called BFP and asked about it and they said as far as they knew, the system test was not requiredThe original plumber came out to put the system under test for the inspector to check and there was a leak in the new work I think it is insulting to blame the leak on my other workers - they did not even go into that room At that time, the inspector noticed how BFP installed the dryer vent The inspector said it was totally wrong and had to be redoneBFP came back and made the repair and I called for a re-inspection the following day The BFP office said they would send someone out to meet the inspector The inspector showed up and the plumber did not I called the BFP office and asked when the plumber was coming to put the system under test They said they had to call the plumber to check and then said he was minutes away at another job When the plumber arrived he apologized and said he had no idea he was supposed to be there The inspector approved the test and approved the dryer vent repairs At that time I looked at the dryer vent and observed a flexible tube coming through the floor I thought it was odd that the plumber was hanging out for a long time talking with the inspector afterwards until the inspector eventually left - I assumed the plumber left shortly after thatTwo days later I noticed the dryer vent looked different It had a rigid tube and I couldn't figure out what was going on I went under the floor and looked and saw that the flexible tube was laying in the dirt under the house and the rigid tube was not connected to anything I looked further and saw another piece of flexible tubing exiting the side of the house that was not connected either And, the the old, incorrect dryer vent that they removed was just laying in the dirt under the house too They did not bother to haul it away So my assumption was that they "faked" the vent so the inspector would think it was done I had to pay MY crew to repair the dryer ventBefore the contract to start the job was signed, I told them I had an all-inclusive permit already in effect - they did not need to pull a separate one for plumbing They charged for the permit anyway AFTER they said the job was done, they attempted to pull a permit and ran into some errors on record from the prior homeowners expired permit I always thought permits had to be puled BEFORE work started They attempted to pull a permit AFTER they finishedA refund for the charge for the permit is the MINIMUM I expected It should have been offered before I even asked about it After I filed a claim with their "U-WIN" warrantee partner, they claimed the permit was only $150, but they would refund $just to settle to complaint I felt this was nonsense to state a permit to re-plumb a bathroom for over $was only $ It is interesting that they would offer anything in excess of what they claimed to owe "just to settle the complaint" It sounds like they admitted they were liable for recourse Now they are admitting the permit was $ I should have already received this regardless of my further complaintsI refused to settle the case for just the refund of the $permit fee I feel I have a legitimate claim for poor workmanship and poor customer service, and since they go to great lengths to sell their satisfaction guarantee policy, I am owed a refund because I was not satisfied

To whom it may concern,We have made several attempts to rectify this situation with Mr. [redacted].  As to his claims:1.  We do not charge time and materiel, we charge by the job as a whole, therefor we receive payment when the actual pluming is complete.2.  He was charged when we...

completed the plumbing work.  3.  Because of our strict 100% customer satisfaction guaranties, we stand for inspections regardless of time frame.4.  The plumbing did fail the first inspection due to poor plumbing.  That plumber was let go due to his poor work quality.5.  We immediately had a master plumber come out and re do all the work without charging anything extra for additional materials.6.  It then failed again due to a joint fracture caused by his contractors moving and leaning against the fittings.7.  We came out the same day and rectified the issue, which then passed inspection.8.  We were unable to pull a plumbing permit due to several other violations on his property from his contractors (only 3 out of 25 were plumbing issues.)9.  We offered to refund $800 (the cost of the permit)10. Mr. [redacted] refused our offer and insists on a full refund even though we have completed the job.I truly hope to resolve this matter as soon as possible.
