I recently viewed a home for rent in Ahwatukee and submitted an application that same evening (Sunday 5/8/16). The next day I received a message asking if I could resend my documents in a different format since apparently when printed they were of a small scale and could not be viewed easily. (My agent and I could both view and print the documents with no issues). I confirmed during the call that I was the first person to apply and that my "place in line" would be held until I could resend the docs in a different format. I also confirmed that it would be ok to do so the following morning (5/10/16). I faxed the docs before my work shift began at 7am that Tuesday and waited for a response. I spent the week assuming that the background check was being performed. By that Friday (5/13/16), I asked my realtor to reach out for an update since I'd noticed that the application fee had not yet been deducted from my bank account. She did so and never received a reply until after several attempts. Late the following Sunday (5/15/16) evening, the realtor handling the listing told my realtor that I did not earn enough to qualify for the monthly rent amount and that I'd been declined! This was a blatant lie. At the time that I applied, my gross earnings were over $25k and as of yesterday's (6/24/16) paycheck, my gross earnings exceeded $35k yet I don't earn enough for the $1400 rental asking price on the home? As educated person and busy mortgage professional myself, I would not have wasted my time applying for or viewing a home that I could not afford. Unfortunately I must conclude that someone did not want a minority renter and that I was discriminated against. My credit was never pulled nor was the application fee ever deducted from my account. Oddly enough, I happened to be in process of selling my home (4th one I've owned in the past 20 years) and my rent/HOA dues were comparable to the rental rate on the home that I was interested in. This was the first time in my life that I've EVER been declined for rent or a mortgage. I've only lived in Phoenix for 2 years but have learned since that this is a fairly common practice in certain areas of town by private home owners. After such a terrible experience, I decided to lease from a luxury apartment complex nearby in Ahwatukee also. The apartment rental rate happens to be HIGHER than the rent for the house. I qualified easily.

I wanted this complaint noted for others, particularly minorities that may have similar experiences with this company or those they represent.

My experience with this company was very negative. I feel that they have overcharged for move out cleaning and have not substantiated the costs. Additionally, the conduct of employees was unprofessional.

Inflated & Unsubstantiated Costs: Prior to vacating the residence, I removed all personal items, trash, etc., wiped down and then thoroughly cleaned the two bathrooms, three bedrooms, and kitchen. All appliances were wiped out and cleaned. “Rent ready cleaning” charges for the 1200 sq. ft. house totaled $175. This does/should not include any cleaning for the floors, as that was a separate charge of over $200. I have asked on numerous occasions to be provided with itemization or a definition of “Rent ready cleaning” and have not been given any kind of itemization for these charges. Additionally, the photo evidence provided to substantiate the cleaning charges include only: a single bobby pin in a drawer, some hair and dirt behind built in cabinets, a scuff mark down inside the door of the 5+ year old fridge, and a burn mark at the bottom of the 30+ year old oven (which was there upon move-in and the oven was reported to the property management company to be functioning in a hazardous way and needed to be replaced). This does not seem to substantiate $175 of cleaning services. The property was returned in a cleaner condition than it was received, and it seems that the cost of additional cleaning is at the owner/property management company discretion and should not be a charge to the tenant. As this company began managing this property less than one month before move-out after a 3-year tenancy, the state of the property upon move-in cannot be known by the property management company.

Unprofessional conduct: On multiple occasions it took 7 calendar days or more and a second email to receive a response to a request via email. Additionally, the representative responsible for justifying security deposit withholdings was unprofessional, rude, and slanderous when I called to dispute the charges. Statements such as “you can’t expect to leave three years worth of dirt on the tile and not get charged for cleaning it”; “if you cleaned, it obviously wasn’t very well because the property was dirty and not in rent ready condition” are not professional and cannot serve as justification for cleaning costs. Further, we paid to have the house professionally cleaned one month before move-out and then personally cleaned just prior to move-out. The agent behaved in a defensive manner and used rude, subjective phrases to validate claims. When the owner agreed some charges reflected pre-existing conditions and should be refunded, the woman at the property management company wrote in an email: “In the name of goodwill, the owner is willing to refund you $35 for the front door light and $50 for the blind that you say were preexisting and that you failed to notate on your move in inspection.” Again, the tone is unprofessional: condescending and accusatory.

As an adult who has rented in various locations in California and Arizona for the last 10 years, I have always had 100% of my security deposit returned to me without dispute. I would like to see an itemization for the “rent ready cleaning” charges. I have never been treated this poorly by a professional agency and it is incredibly disappointing to see them conduct business this way without any consequences for unprofessional behavior.

We rented a home managed by Provident Partners for 2 years.
On the positive side the maintenance service responded to our calls for repairs quickly and efficiently.
The downside of renting thru Provident Partners is their exceedingly high expectations of the renter when you move out.
BEFORE you sign a lease with Provident Partners be sure to thoroughly read and understand the Move Out Checklist. The second sentence of the list says it all.
It is our opinion that to comply with the extensive list you would have to move out a week prior to the move out walk thru with the Provident Partners representative to make sure ALL the extensive list is accomplished. If we had known about this list prior to renting we would not have rented thru Provident. Partners.
