The contractor did sub standard work, didn't follow plans, and went beyond our agreed upon time frame. We paid *** for work that we have to redo.
*** is our contractor, and he has not delivered what was promised. We were told once we had permits that this project, a garage conversion, would only take 3 weeks. The workman barely showed up and the work was sloppy.

The work that was completed was not up to our standards. We made it known to PSG Construction that it was subpar, and it not what was agreed upon.
The insulation was supposed to be spray foam and they used batting insulation.
The ceiling was supposed to be vaulted, but they had to make it flat drywall because they didn't follow the plans. There were wood beams that was incorrectly installed twice for the ceiling beams.
The framing did not come out to meet the foundation leaving us with a stone ledge wrapping around the ground of 2 walls.
A hole was cut for a window and it was left completely open in the front of our house. They did not even use plastic to cover it. The stucco that had fallen on our front lawn was just left there.
Our sprinkler system was shut off by the workers, and now we will need to replace the grass on our front and back lawns.

Many materials and labor hours were wasted because the work was not done correctly. We are going to spend money correcting all of these mistakes.

Each time the inspector came he was not able to approve the work that was done, and changes had to be made. We were told the work was poor quality, and the plans were not followed. There were 2 separate times the inspector came, and no one from PSG Construction was here to meet him. He had to reschedule putting us even further behind schedule

We have asked multiple times to see a breakdown of material costs and labor. This has not been given to us.

On December 14th 2018 we paid *** deposit, and on May 21st we paid *** to a structural engineer. On July 13th we paid *** even though the contract specified only *** was to be paid at that time.

The *** we have paid should include the cost of permits. *** worth of work was not completed, and we are left fixing the mistakes and finishing the work much later than what was planned. The second payment that was being asked for once drywall was started should have been going towards future work. That work was never completed.

We would like to be refunded partially for the *** we have paid, and we would like the permits released. They are trying to ask us for *** more on top of the *** that we have already paid.
We were told this job would be done on July 31st. Now it is August 6th and we are left with a partially finished garage that we are going to have to tear out and redo the correct way.

I am 8 months pregnant with twins and this has been an extremely stressful and unhealthy process. We need a partial refund and the permits released.

Desired Outcome

We would like a breakdown of material costs, and a partial refund from the *** that we have paid. We need the permits released.

We were informed by the city that PSG Construction's license was suspended last week.

The window hole they cut and left wide open for days. My husband covered it up over the weekend.
The framing was not brought out to line up with the stone foundation.
Spray insulation was not used and we were supposed to have a vaulted ceiling

We have provided all estimates and costs the customer has requested.

We have a contract that states we are due XXXXX.00 plus permit fees at this point in the project. We have not been paid our most recent invoice.

WE have had at least 4 inspections from the city at this point in the process. The inspector has approved and signed off on ALL work completed at this point.

The last inspection we had did not pass. The work was poorly done. We have not seen paid invoices from the structural engineer or deputy inspector. We have not seen receipts from materials used.
Many mistakes were made along the way because the crew did not follow the plans and work had to be redone to pass inspection each time. We should not be paying for those mistakes and extra inspections. The work was not being completed in the time frame promised.

We have hired a new contractor. He spoke to the inspector and was informed that the electrical did not pass inspection. He stated that the wiring in the ceiling is damaged and needs to be repaired, some of the wires need to be secured to the ceiling joists.

There is now water coming in the garage from the wall where the window hole was cut. It looks like it's coming out under the drywall. The drywall has to be removed to see what the problem is. There has never been water there, and it must be coming from our sprinkler system because it has not rained in Burbank in the last month. We sealed up the window hole PSG left with plastic, so we know it is not coming in through the window.

Our new contractor's estimate for repairing the problems made by PSG is approximately $*** depending on what we find with the water coming in. We need to be reimbursed by PSG for these mistakes that were made and paid to get them fixed.

They will be taking out the drywall, addressing the water problem, adding to the framing, putting up new drywall to line up with the foundation on 2 walls, and fixing the wiring that did not pass inspection.

We have been in communication with the customer and feel that they are in breach on contract due to non-payment. Customer and PSG Construction agree that having a 3rd party mediate at this point is best. We will continue to be engaged in process until resolved.

Our new contractor found many more things that PSG did that are not safe including a cut wire in the attic and nails that were not fully nailed in. If we had let PSG continue with the work, we could have ended up in a dangerous situation. Photos will be submitted below.
An electrician is redoing all the electrical work today because it was not put in correctly. It was also piggy backed off of our house without its own circuit breaker. Here is quoted text from our new contractor:

Text 1:

"So we have a dilemma, the wiring for the garage is not independent, it's piggyback off the house. It should have it's own circuit from the panel to the garage with a arc fault breaker.
We can leave it as is and install gfi instead of usb.
But to do it right and install usb outlets we need to run a completely new line from the crawlspace to the garage.
The cost for this is ***

Text 2:
"So whoever did the electrical work didn't have much experience.
The higher electrical box here is a junction box not an outlet, so that will get capped. The only one outlet is the one at the center. We're discovering new things as we keep looking ***

We should be reimbursed for all the money we have had to pay to correct PSG's work to make our home safe.

3 out of 4 hold down hardware without nuts. Stucco metal frame improperly installed. Cut wire in the attic"
