We were originally contacted by the property management group and then put in touch with the renter who was in the process of vacating this property. He was responsible for the damage and thus responsible for the repair cost. Upon our initial site visit, we found that the locations of
the window needing repair was difficult access. It was third story application with a degree sloped hillside below supported by a three foot retaining wall with only a very narrow flat ground surface directly below the window Based on the conditions that were visible we determined the best solution to access this window would be to rent a ladder-jack system. This was included in our proposal and approvedOn the day of our first scheduled installation date, our crew was unable to safely secure the ladder-jack system. This was in large part due to severe dry-rot that was found when they attempted to fasten the stabilizing bolts into the wall around the window. It had also rained a great deal leading up to the installation date which made the ground below that was supported by the retaining wall very unstable. Our crew pulled off for the day until we could re-evaluate the situation. At this time we were asked to contact with the property owner We explained to him that based on the dry-rot we discovered and ground instability below the window, we could not safely complete his project until the rot was repairs and the ground was less saturated. He explained that he was not interested in replacing the dry rot we had found and that this work needed to be completed now as a new renter was moving in soon. At this point we explained to him that the only option to do this work under the current conditions would be to rent a large boom lift Since we had already incurred the cost of the ladder-jack system that was originally quoted, we explained to him that either he or the renter would need to incur the additional cost of the lift. We quoted him the cost of the lift and his reply was that it needed to be done so proceed as needed. With the use of the boom lift we were able to complete the work. However when he received the invoice for the lift he contacted us stating that he never authorized this and would not pay. When we were unable to come to an agreement with him we had little recourse other than to lien his property. It should also be noted here that by the time we were given the approval to complete the work, a new renter had been in the home for several weeks. He commented to us that the large pieces of broken glass being held in place by tape made him very uneasy. So much so that the delay in getting the window repaired, along with a list of other non-related items around the home, had caused him to consider breaking his lease and finding another rental property
