Holding My Transcripts Hostage
I enrolled in Purdue Global being told that between my honorable discharge from the military and FAFSA that I would not owe anything out of pocket. During my first month of classes I recived a call stating that I owed a balance and if it was not paid that I would be dropped from the classes with Fs reflecting on my transcripts. I told them I did not have the funds to pay it and I was upset because I was told that it would be nothing out of pocket for me except the small amount of loans through FAFSA. I was told the FAFSA would be paid after I graduated. I was advised if I withdrew from the classes that instead of an F I would have a withdraw. I started the classes at the beginning of June and withdrew at the end of June. It is showing that I did not withdraw until like 20 days later. So now they are saying they returned my financial aid and I owe close to 2k for classes that I did not even get to attend. They are holding my transcripts (even though I didnt attend I have to have for financial aide) hostage until I pay that amount. I have been round and round with the school and was told there was nothing I could do because the people I spoke with didnt document the things that was said to me. So now its my word against theirs. I was recently accepted into RN school and even if I pay out of pocket the wont release my grades until they get an offical transcript from Purdue. This college is a joke!

June 30, 2017   Thank you for contacting Kaplan University regarding the concerns expressed by Ms. [redacted]. Kaplan University’s Office of Student Relations is dedicated to ensuring excellent service and the highest level of satisfaction possible for our students. We, therefore, take...

seriously any indication that our students may be displeased with their experience.             In Ms. [redacted]’s correspondence, dated June 26, 2017, she stated she attended Kaplan University for one term. She later requested a transcript and learned she has a balance that was submitted to a collection agency but had not been previously notified of that balance. Once she contacted the agency, she was advised she has a zero balance with the agency and that she must contact the University. Ms. [redacted] requested to receive her transcripts.   Kaplan University’s Office of Student Relations conducted a thorough review of Ms. [redacted]’s financial and student records. We verified she completed the 1102B term (April 20, 2011-June 28, 2011), then registered and started the 1103B term (July 6, 2011-September 13, 2011). On July 25, 2011, Ms. [redacted] contacted the University to withdraw due to reasons under the Family Educational Rights and Privacy Act (FERPA).   Ms. [redacted]’s last date of attendance was July 22, 2011. In accordance with the Kaplan University Enrollment Agreement she signed, a 50% tuition credit was applied to her account because she withdrew after more than 10% and through 25% of the term. Because Ms. [redacted] did not complete the term, a refund to Title IV calculation was performed, per the Department of Education. All financial aid previously applied to her account was refunded to the lender. Additionally, an administrative fee of $100.00 was applied to her account for early withdrawal. A final invoice which reflected a balance of $991.50 was provided to Ms. [redacted].   We corresponded with Kaplan University’s Student Accounts Department regarding the balance and your eligibility to receive transcripts. We confirmed you filed Chapter 7 bankruptcy on April 24, 2017, which had not been updated in our records. The records have now been updated and due to the bankruptcy filing, you are eligible to receive your transcripts. Please follow the steps below in order to request your official transcript:     1.  Log into your Kaplan University Campus portal at http://[redacted]. 2.  Go over to the University Info tab and select Transfer Credits & Transcripts. 3.  Go to step 2 under Order Official Transcripts and click on the Parchment Exchange" link 4.  A new window will open for you to verify the information we have on file.  You can edit     and make changes if the information shown is incorrect.  Once done, click on the Submit button to proceed to the next step.   We appreciate the Revdex.com allowing us an opportunity to respond to Ms. [redacted]’s concerns. seriously any indication that our students may be displeased with their experience. In the correspondence dated April 27, 2017, Mr. [redacted] stated the following concerns: ·       Kaplan University misadvised him regarding his financial aid.   ·       Kaplan University failed to disburse federal aid to his account.   ·       He provided via fax the Post Withdrawal Disbursement form requested.·       He should not be held responsible for the balance due to Financial Aid’s errors.  The Office of Student Relations reviewed Mr. [redacted] records and confirmed that: ·       Mr. [redacted] enrolled with Kaplan University to return to the Master of Science in Management-Health Care Management on September 14, 2015.·       Mr. [redacted] was notified by the Department of Education via his Student Aid Report (SAR) on June 18, 2015, and on August 19, 2015, that he was close to or at his undergraduate aggregate loan borrowing limit; therefore, future aid was limited. This is shown below in the comment code 258: o   258:-Based upon data provided by the National Student Loan Data System (NSLDS) and your grade level, we have determined that you may have received a total amount of undergraduate student loans that is close to or equal to the loan limits established for the federal loan programs. Therefore, your eligibility for additional student loans may be limited. You should review the information on Page 4. ·       On December 16, 2015, Kaplan University received the Aggregate Loan Limit clearance documents from Mr. [redacted]. These were received seven days prior to the ending of his second term.  Because of the delayed response from Mr. [redacted], federal aid for the 1507D Term (November 11, 2015 – December 22, 2015) was not received until February 23, 2016.·       According to federal guidelines provided by the Department of Education, the federal loan received after Mr. [redacted]’s last day of attendance was ineligible and was refunded on February 25, 2016.·       Mr. [redacted] was informed via email and phone on February 24, 2016, that he was required to submit a Post Withdrawal Disbursement form in order for refunded loans to be recovered and posted to his account.·       Kaplan University provided Mr. [redacted] the Post Withdrawal Disbursement form and directions for submitting the documents on March 15, 2016.·       According to his records, Mr. [redacted] contacted Kaplan University on March 17, 2016, via phone and informed Kaplan University that he would submit the requested documents.     ·       Kaplan University contacted Mr. [redacted] on March 29, 2016, April 7, 13, 20, 21, and 27, 2016, May 4, 11, 31, 2016, June 8, 15, 28, and 30, 2016, regarding the balance and necessary documents, informing him of this time-sensitive issue, but received no response from him.·       Kaplan University currently has not received the required Post Withdrawal Disbursement form as requested; therefore, federal loans could not be received for Mr. [redacted]’s 1507D Term, as it past the 180th day time-frame allowed by the Department of Education.·       On September 14, 2016, Kaplan University placed Mr. [redacted]’s account with a collections agency due to non-payment.  In light of the above information, the Office of Student Relations denies Mr. [redacted]’s request to be absolved of the responsibility for the balance of $1,667.04. October 13, 2017   Thank you for contacting Kaplan University regarding the concerns once again expressed by Mr. [redacted].  Kaplan University’s Office of Student Relations is dedicated to ensuring excellent service and the highest level of satisfaction possible for our students. We, therefore, take great care to ensure that important matters are properly managed in a timely way.    After thoroughly reviewing the additional information provided by Mr. [redacted], we have confirmed that the documents submitted by Mr. [redacted] in support of his claims show the following:   Document 1:  An email dated July 18, 2016 to Kaplan University from Mr. [redacted] stating he had faxed the Post Withdrawal Disbursement form to Kaplan University.   Document 2: A copy of the Post withdrawal Disbursement Form was sent to Mr. [redacted] on February 24, 2016. Signed by Mr. [redacted] on February 29, 2016.   Document 3:  An email dated March 15, 2016, from Kaplan University informing him that although he was no longer enrolled a review of his financial aid file shows he was eligible for federal loans that can be used to help pay his remaining outstanding tuition balance and that he would be receiving a Post Withdrawal Disbursement form with instructions for submitting said form.   According to the information provided above, Mr. [redacted] claimed to have submitted the Post Withdrawal Disbursement form on July 18, 2016, which was past the 180 day deadline allotted by the Department of Education of June 22, 2016.  It is important to mention that Kaplan University contacted Mr. [redacted] repeatedly via phone and email to caution him of this time sensitive matter. Because Mr. [redacted] failed to return the Signed Post Withdrawal Disbursement form to Kaplan University, he is not entitled to receive the federal funding to assist him with the payment of the remaining balance.     As a result, our initial response is accurate and our position will remain the same.  Although, Mr. [redacted] may disagree with our position, we are confident that his concerns have been fully addressed.  All further inquiries regarding this matter will be met with the same response.  Kaplan University considers this matter closed.   Thank you for allowing our office the opportunity to address Mr. [redacted]’s concerns.
