Description Of Work:

In July 2013, we engaged PWD to assist in replacing windows and doors in our home. We ultimately purchased 34 Andersen Woodwright windows and 3 Andersen French Doors from PWD for a total cost of $35,000. The total cost of our project, with installation, was over $50,000.

We are in the midst of a very negative experience with PWD Window & Door (PWD) out of Harrisonburg, VA. In July 2013, we engaged PWD to assist in replacing windows and doors in our home. We ultimately purchased 34 Andersen Woodwright windows and 3 Andersen French Doors from PWD for a total cost of $35,000. The total cost of our project, with installation, was over $50,000. We identified significant air infiltration issues with the new windows in November 2013. Following up with PWD and our installer, we have come to find that the contractor PWD brought to install our windows was UNLICENSED. This is something we specifically asked about prior to moving forward with their recommended installer and we have an email from [redacted], our PWD sales representative, stating that the contractor was both licensed and insured. Despite what PWD told us, we now know that the contractor has not been licensed for over 6 years. We have tried to work with PWD to remedy the problem but they have decided to distance themselves from the issues, claiming that they did not do the install and, because of this, they are not responsible for any performance issues caused by poor installation.

PWD’s sales representative, [redacted], was the point person for our project, making recommendations on the types of windows to purchase and who to hire to install the windows. Based on [redacted]’s strong endorsement of [redacted], and assurance that [redacted] was a licensed contractor, we chose [redacted] for our window and door installation. [redacted] documented the total scope of the project, which included the windows specifications to be purchased from PWD and the specific installation procedures to be followed by [redacted] was the lead for defining the scope of work, so much so that the specific installation procedures to be followed, were personally written up by [redacted] on [redacted] letterhead.

As questions arose during the course of the project, [redacted] facilitated nearly all of the communication between us and [redacted],

Following [redacted]’s scope of installation instructions and directing [redacted] on several aspects of the installation, we have learned that several basic and standard installation methods were not utilized and improper shortcuts were taken. As a result of the installation process the windows were installed improperly, leading directly to air infiltration and potential for water infiltration. Our windows are vulnerable to water infiltration because neither flashing tape or caulk was used to properly seal our windows to the substrate of our house exterior. Additionally, PWD has told us that they think the reason for our Andersen windows leaking air was potentially a manufacturer’s defect, not the installation.

We are close to a year from identifying the issues and still have leaking windows. In pursuing a resolution further, it has become apparent that the windows were installed poorly and, unfortunately, PWD is now refusing to assist in resolving the issues. PWD’s General Manager, [redacted], stated to us that “[redacted] functioned outside and beyond the scope of his typical role” and [redacted] was not supposed to be communicating or directing the installation methods for our project. [redacted] and PWD were not interested in formulating a solution even after PWD admitted [redacted]'s involvement was not appropriate. This continued to be true even after we explained to [redacted] that [redacted]'s direction on this project, through recommending an unqualified UNLICENSED installer and by specifying the way portions of installation were performed incorrectly. They state that, because their employee functioned outside his designated role, PWD somehow is cleared of any responsibility. Additionally, PWD stated, "we don't have any money in the installation." In our opinion they have plenty of our money, over $35,000, we had paid PWD for our windows.

[redacted] recommended two installers for our project: [redacted] of [redacted] and PWD employed installers. Upon

mentioning the PWD installers, [redacted] immediately told us we should not use his own company’s installers as they would be significantly more expensive than [redacted] and that [redacted] was a company he knew well, who had done many

installations for him, and who he highly recommended. We never dreamed that [redacted] would be recommending and endorsing an UNLICENSED contractor to install their windows, especially after we inquired about the legitimacy of his recommendation of [redacted]. The improper installation has now been confirmed by 3 independent contractors and one Fairfax County Code Inspector. PWD’s stance remains that, because they were not the installer, they are not accountable for helping in a solution. Even with several installers and Fairfax County confirming improper installation methods, we have no response from PWD. PWD has not provided one attempt for a solution and they have distanced themselves from our project, even after their admittance their employee functioned inappropriately on our project. They have simply rejected all solutions we have proposed to date. We are now facing significant expense in hiring a new contractor to tear out and re-install all of the windows and doors. All we ask is that PWD assist us in getting this right and, thus far, they have refused.
