Review: Had R & S Services provide a free estimate in regards to roof damage caused by Hurricane Sandy in late Oct. I contacted the Owner, [redacted], also a family friend, within a week to come out to give an estimate. After a few unanswered calls, owner finally did come out. He told me he would get an estimate to me within the week. I also contacted my insurance company, [redacted], around the same time to have them look at the repairs as well.[redacted] requested I tarp the roof to prevent future damage. I requested R & S services do the work as soon as possible. [redacted] said it would be within the week. Tarping did not happen until the approx. 2nd week of December.[redacted] never provided me with the quote to repair. He provided it directly to [redacted] contacted me and notified me that the estimate from R & S was approximately $2,000 below their estimate to repair. I also received other quotes from other roofing companies and decided to go with a different company in Feb. to redo my entire roof. I notified [redacted] and told him to invoice me for the tarping as it would be covered by my insurance. Told [redacted] again on May 5th, to send me a bill for the tarping.In the 3rd-4th week of May, I finally received the tarping invoice from [redacted], it was backdated to 11/27/12. It was for $1,100 for 30 minutes of work. [redacted] stated he needed to make up for the business he lost and I would need to pay the estimate fee and time talking to insurance company ($250).At no time was I ever informed the estimate would not be free. I was told it was a free estimate as his business card states. I also requested that he is to send me the estimate and not deal with my insurance company directly. [redacted] never provided me the estimate, continued to contact [redacted] and change the estimate without my approval and now billed me.I asked [redacted] to provide a more detailed invoice and we can discuss in more detail what can be paid. He has been less willing to discuss the charges in detail.Desired Settlement: Would like to work out the portion of the $250 charge that is not dealing with the insurance company. Since I asked [redacted] not to deal with them, I do not feel I should have to pay for his time spent dealing with them without my approval or knowledge. Would also like to see what portion of the $250 is in preparing the free estimate that I never received.
