It is not managed by JCM. They are managed (if you want to call it that) by RW Zurkin. For a 1 bedroom at $1350.00 monthly you get a unit that is not turned, they dictate how yu can make decisions in your own apartment, They want to clean and repair after your move in. They promote they are a non-smoking property - that is a lie, tenants are smoking cigarettes', weed and vaping in their units and all over the property. The "community director" in July 2020 was a women that the owners met at a cocktail party, never managed a large multi family property, she was shipped out and a new gal Jessica, never managed a property, early 20's was place over all of our lives, She is dictated play by play. They do not endorse the lease violations, they obvious care less about maladaptive, disruptive tenants who party, act out of control loud, smoke drugs in their unit, smoke outside the door, domestic violence is ignored, their focus "rent!" I am 68, a professional, allergic to smoke, asthmatic bronchitis, reactive breathing disease, have PTSD from being abused as a kid and shot in the heart, anxiety and panic attacks. They placed me over two people who smoke from 1am to 5am weed smoke comes in my vents, they are up tweeking all night, tweeking with havac, loud, coughing, gagging chocking. They then move in a partier who had 8-12 people coming in about 11pm or 12pm, cages of beer, loud, disruptive till even after 2am - on a regular basis. They move and Jessica moves in a wax/dab person with the tools, smoking in his living room below me. He and his partner? were loud and out of control the week before, and come out at 11:00pm and smoke to the rights of their Livingroom under my bedroom window. All off this deprives me of sleep, the quality of my life has deteriorated, gone without sleep/sleep deprived two days and at times 3 days and have developed new trauma increased stress, anxiety and panic attacks. My muscles under my skin are witching and feels like I am having a stroke. The other day I had to rent a hotel room to get sleep for 2 days I was so afraid of a stroke or heart attack. Due to the smoke below me in two units and the smoke coming in from the back, I have had bronchitis and pneumonia, hot breathing treatments, the owner Scott Menaccy has forced me to leave safety and be in the streets looking for emergency shelter. 7 series of a ZPAC, prednisone and bio-immune, oxygen, air purifier, on medical quarantine since 3/12 and they are bullying me out because they refuse to be accountable. Property Management is owned by Scott and Robert "Bob" Talbott, RW Zurkin in Menlo Park. Their regional manager is a bully, liar, manipulators (so is Scott) threatens, rages, places fear in people when the speak up, Kaela Palifini, one of the most unprofessional, demon-stra-tie people I have ever met. I have been so depressed I do not want to wake up many days. I am escaping this place on 5/23 so I do not die here. Ms. J

Was anything stolen or broken?" the email went unanswered by ***The manager reached out again to [redacted] by placing a call to follow up and still the message left went unansweredManagement was never informed of her friend's car being broken intoSince ***'s residency approximately months ago a majority of the communication between the manager and [redacted] have been via email [redacted] was also provided the managers cell phone number which is offered to every residentAs the Property Supervisor I also reached out to [redacted] several times both phone and email, never receiving a return call or email replyIn response to ***'s concern regarding an incident of a neighbor being locked out while his door was jammed, management would never tell someone sorry good luckWe have had doors at our community with lock latches that have malfunctioned and with every incident whether during business hours or after hours, maintenance has responded immediatelyWe are sorry that Ms***'s car was broken into and we are happy to discuss her concerns furtherManagement takes these incidents very seriously and we believe we have responded accordingly

The resolution was not to my liking, but I will not pursue this any longerI will not, however, rent from another apartment that RW Zukin is managing and will be sure to let my friends and family know

the $46 she is disputing to return the apartment to rentable condition. We are unwilling to consider any adjustments to her account or to the terms of the previously agreed to stipulation.

The apartment wa not left in Extemely poor condition! I was harassed by people in 111 , have witness statements, the bill is to be pro rated according to leasse and it was NOT. I do not have to pay legal fees according to a lawyer I spoke with. I would Like my money back- or pay prorated for carpeting and No legal fees. I lefy because of retailation because I threaten to go to Fair Housing0 ( The Local police say it is reataliation and the DA office and lawyer I spoke to. I have witness statementof the harssment I received form 11 and Hate noteds that they did nothing about. The apt was NOT in bad condition. I asked to have stuff fixed and the meadows under Tracey K Refused spoke with [redacted] a leasing agent many times to have tub fixed and the maintence never showed up even talked with [redacted] and she said she would and NO. Iwould like my bill reduced the lawyer fees removed and will make payemts of 5 a month for PRORATED carpet, under the law I am NOT obligated to pay for lawyer. We will see what Fair Hosing says. I have residents that will say Maintence does NOT fix anything in the apts like the water problems, I sent a E-,ail to Tracey stating the problems and she said fine. will note that and the filter was to be changed when expections in May and NEVER heappened to my, [redacted] in 1010 and [redacted] accross from her, This man Never saw the apt and taking a biased thing from [redacted] and [redacted] who do not like me. and accused me and my sister of being gay pon Aug 14. 2014 anbd refused to move us after [redacted] said we would. over 2 years now. Until recent months, car break ins/ theft have not been an issue, maybe one or two incidents a year. This past November/ December 2014 we had 4 cars that were reported as victims of attempted break ins. The incidents happened in a close time span and these cars were all parked in our lower lot. After these incidents a letter was sent to all residents informing them of the break ins and a warning was also posted on our Meridian blog: http://themeridianapartments.blogspot.com/ . Approximately two weeks after the string of break ins, we installed 6 new flood lights along the parking lot fence. More lighting has since seemed to discourage further theft. On Jan 13th, [redacted] and my on-site manager were communicating via email discussing a separate property issue, when [redacted] wrote "Also I had to place a police report of my car being broken into. Just as an FYI". My manager immediately replied by email, asking "When did your car get broken into? Was anything stolen or broken?" the email went unanswered by [redacted]. The manager reached out again to [redacted] by placing a call to follow up and still the message left went unanswered. Management was never informed of her friend's car being broken into. Since [redacted]'s residency approximately 6 months ago a majority of the communication between the manager and [redacted] have been via email. We understand Mr. [redacted]'s frustration. RW Zukin served as the property managing agent for the owner of the property he lived at. He is correct that a plumbing problem developed during his tenancy. We attempted to resolve the matter...

during his residency and when we were unable to do so, the property owner authorized us to release him from his lease, returned his full deposit, and provide him a rent credit of approximately $600. As Mr. [redacted] notes by reference to the presence of contractors, management did respond. Unfortunately, plumbing leaks can be problematic, and we worked in good faith to resolve the problem as quickly as possible. In addition to filing this complaint, Mr. [redacted] has also sent us a letter. We have been in touch with him and hope to ultimately resolve this matter to everyone's satisfaction. Additionally, this property has since been sold and is no longer managed by RW Zukin.
