Rahim General Contractors

Review: I am a tenant in the building (the landlords are very old and speak poor english) that hired Rahim to repair 4 bathrooms in the unit. On the contract it states that all work (plumbing and construction) would be completed by Dec [redacted], and included a fee schedule. The landlords paid the deposit and have honored their end. The contractors came in over 6 weeks ago, ripped out the ceilings of all units, and then began to assert that the contract did not include plumbing (it did) and demanded more money. They left exposed pipes in all units, and stopped work for a week while they demanded more money. They also removed the light and left the exposed wiring hanging down for almost a month, while not working on the unit, which resulted in electric shock to one of the tenants.

Finally, they began work on an upper floor unit. The exposed ceilings resulted in rubble, debris, and sewage water filtering down below in large amounts. No matter how many times I asked them to secure the ceiling for safety, and no matter how many times they said yes, we will, tomorrow, they never did. On multiple occasions debris hit my head while using the bathroom. I cleaned large amounts of debris out of my bathroom daily while they worked on the upper floor.

It is now after Dec [redacted], they have not even started work on the final two units and have not finished the first two, I still have no ceiling and a only partially functioning bathroom, with exposed pipes, beams, and electrical wiring. They have not shown up to the building in over a week, and have not answered the phone no matter how many phone calls have been placed. I don't know where else to turn. I can't live like this. They are extorting some very kind, elderly landlords and have consistently been unethical, dishonest, and unsafe.

The owner said in one conversation he didn't care what the contract says, he's not making enough money from the job he agreed to, and the contract he wrote, and he will work or not work as he pleases. He said he didn't care when I told him I felt unsafe in my apartment. And he said he didn't care about the law that requires contractors to provide a functional bathroom at the end of each work day.

I've never encountered someone so unethical, dishonest, and horrible. I'm living like an animal. Please, help me, or tell me how to get help. No one should ever have to go through this experience. This contractor should not be licensed to work, and honestly should be in jail.Desired Settlement: Short of having his license revoked, I just want a safe, functional bathroom restored. Completion of work would be even better, in a safe, legal manner, as stated in the contract.
