Review: I contracted with Ray R[redacted] of Ray's Paintin on 12/18/2015 to do the following: paint my home and garage; replace any rotten wood found with Azek or comparable composite lumber on the house: point the chimneys.

We were quoted a total of $16,500. And gave a down payment of $9,000.00

Although our contract does not have a start or anticipated end date, he verbally stated that he would begin work on Monday, 12/21/2015 since the weather was mild and he had time in his schedule. He did not show on that promised date but called to say that he was delayed. He delayed until the point that the winter weather arrived and it was no longer possible to start the job.

March weather was warm and mild so I called him to find out an anticpated start date on our home. He informed me that he'd be at our home the following week, as soon as he took his scafolding down from another job.

He did not show.

After two more weeks I became frustrated—especially since he was doing another outside job and I expected ours would be the first of the season. I spoke with him by phone and told him that if he didn't have his crew at my house by Monday morning (approximately April 4th I wasn't keeping track at that point) that I would file theft by deception charges since he had had our deposit since December and he hadn't started the work.

The next day he sent one person to begin painting my three-story home.

And only one person for several weeks until I complained again that I didn't like the pace of work. During that time he also took many days off because of a threat of rain. His crew began in earnest some time in May although there average work day was about four hours a day. They showed up at 9:30, took an hour for lunch and left by 1:30 or 2:00pm every day.

In the meantime he contracted work with my neighbor and further dispersed his crew to work there.

Consequently by mid-may our work still hadn't been completed.

On 5/17/16 Ray informed us that our box gutters were VERY bad and in need of repair because of holes and seems that wore split. In addition he would clean our gutters and downspouts on the house and garage, as well as replace broken and missing slate tile on the garage for an additional 3,000 and we gave a deposit of half $1500.00

On 5/31/16 he demanded his second payment as per his contract when more than half the work was done. I refused to pay because in my estimation there weren't half done. Ray later approached my husband for a check and my husband paid him $3750.00

Shortly after the crew began painting and replacing wood on our back porch. Ray said there was more rotten wood than he expected (even though item #2 of our contract states that he will replace ALL rotten wood on the back porch eve) and it would cost $2400 more. We gave him a check for $1200.00 on 6/8/16.

At which point he left town for two weeks.

He has replaced some of the wood but I have holes and opening around most of the back porch eve as well as the third floor dormer which has plywood covering a spot where they took out rotten wood but haven't replaced.

Ray's carpentry skills are lacking. I have photos to show miter cuts that don't meet, (he tells me he will fill with caulk) and gaps in one run that range from a ½" to 2" wide.

I recorded conversation with my phone where he got beligerent with me because I discovered that he was not in fact using the Azek product as agreed to in our contract but an inferior composite product he bought at home depot. I say the upc label and confronted him on it. He also replaced window sills with wood and not composite because, as I have recorded him saying " that's the way I do it."

Three weeks ago I learned that according to his HIC license #PA062001 his contract should have a start date and a completion date I presented him with another contract on 8/9/16. Stating the work he had to complete by 8/26/2016. He has only returned to my house twice since signing that contract for less than an hour. Even though he has dropped off employees at my neighbors to sometimes do work there.

And as of this date 3:43pm 8/26 the work remains incomplete.Desired Settlement: A refund of 10,000. I do not want him back on my property except to clean up the mess he left behind. He's lied countless times about showing up and made promises he did not keep. He has inconvenienced us all summer long often leaving his ladders and other work materials around are small back yard so that it is impossible to enjoy it.

Review: I paid Ray R[redacted] $2900 of the total $4900 on April 27th. He was to start immediately after payment. That was 7 weeks ago now and he's no more than 50% done with the job. He's had weather to deal with (exterior painting) but there have been way too many days with no chance of rain and he hasn't shown up. Generally when he's here, it's only a partial day. He has given many excuses. Lately, he is not returning my phone calls. It appears he has no intention of finishing the job.Desired Settlement: 7 weeks and very little progress. Not to mention the quality of work is poor. I am looking for a refund. He has had plenty of opportunities to make this right and complete the job.

Review: On June 21, 2015, my husband and I contracted with Ray R[redacted] to paint the interior and exterior of our home. He and his crew came sporadically for a month, and then quit coming altogether. We gave him a substantial deposit to do the work, but he has not been back since August. We have called him many times with no response; only once did he respond, and that's when I accused him of stealing from us. He called back to say he had knee problems and that he would be here Wednesday -- that was three weeks ago. When I asked if his crew all had knee problems, too, he responded that he had to be here with them.Desired Settlement: Ray should reimburse us for our down payment so that we can contract with a painter who will actually show up and do the work.

Review: [redacted] has scammed us repeatedly regarding tiling a front porch.He grossly overcharged us for materials, asking for and receiving from a pair of senior innocents a check for $8,900 on June 12, 2014 for materials we later learned were available from [redacted] for less than $3000! He said on June 12 the job would take two days. As of September 9 he had spent on the job less than 8 hours, with less than 10 percent done, despite repeated assurances that it would be finished in a few days. For over a week following June 12 he went on a vacation. Most of the time since then he simply has not shown up for work, despite many sunny days. What work he has done was reviewed September 10 by a professional tile installer and deemed to have been executed incompetently: careless setting of tiles, e.g.; wrong choice of border "caps"; wrong locations of tile-laying starting locations; and no evidence of thermal expansion and contraction joints. Most significantly, he used the WRONG ADHESIVE: an indoor adhesive for an outdoor job! The proper choice of adhesive for outdoor jobs is said to be EXCEEDINGLY IMPORTANT. Everything [redacted] laid will have to be removed and be disposed of. He's ceased all work and has disappeared. Most of the tiles we paid for we have not received. In my 87 years I've never been treated so shabbily! [redacted] is a con artist of the 1st magnitude. One can't trust a thing he says. The $8,700 we paid him on June 12 is going to end up costing us more than that, for tile removal and disposal. My wife and I feel the same way about [redacted]. it seems almost worth what [redacted] has cost us, with no return whatsoever!, to have him out of our lives once and forever! He's been a dark cloud over our lives the entire summer. After a time we ceased to be surprised by [redacted]s shenanigans, only deeply disappointed. My wife correctly predicted that he would vanish from the scene at about the time that he did. We will certainly leave a warning for future owners of our home not to contract with [redacted] for home improvements.Desired Settlement: It would seem to be morally correct, if not legally obligatory, to be refunded some $8000 for out of pocket expenses in our recent dealings with [redacted]. Not included in that figure is an amount for mental anguish created by [redacted] during the summer of 2014.
