Review: I entered into a contract with Ray Titter of Titter Construction on April 8, 2013. He was to demolish an existing deck and rebuild a smaller one approximately 12x20ft. He estimated that this job would take a week. I wrote a check for the deposit in the amount of $2,156.00 and in about a month, he sent 3 men who worked for approximately 4-5 hours demolishing the deck and removing the debris. Since early May, nothing more has been completed. Mr. Titter will not return my numerous phone calls and on the occasions when I have been able to catch him in his office at 5pm, he has misled me with empty assurances that he is moving forward with this project. As little as 3 weeks ago, he told me "things are lining up and I'll be over to take some final measurements". I have no new deck and the summer is almost over. Mr. Titter has not honored the contract nor has he been forthcoming with any explanations. I'm very disappointed with the way he conducts his business. I thought I was dealing with a professional and a reputable company.Desired Settlement: Because it appears that Mr. Titter is not interested in completing this project, I would like to have a partial refund of the deposit I gave him back in April. Since he only had his men demolish the deck and remove the debris, I don't feel that effort alone should have cost me $2,156.00.

Thank you for the response regarding my complaint against R. Titter Construction in Pennsylvania.

After Labor Day, Mr. Titter refunded my deposit in full.

I still believe he never intended to build the deck and can't figure out why he said he would when he didn't have a license in the state of De. If he had told me in June that he wasn't able to secure a license, I could have found someone else and had the deck built before the summer ended. Instead, he strung me along with empty promises and lies which I believed. I won't be so trusting next time I have to hire a contractor! We had a contract but he paid no attention to it.

He did refund all of my money but now I have to start over in the spring and find someone else to build the deck. I'm not the least bit surprised he never bothered to contact you. I would caution other consumers that this individual is not very reliable.
