As per the complaint by [redacted], she...

did pay her balance owed as of 8/1/17 of $1410.56. Subsequent to that date we received two more legal invoices from [redacted] that added $432.00 and $27.00 to her balance owed.  Michelle, in RCP Accounting believes that she did speak with her and explained to her that we received these legal invoices, but she insisted since she paid her balance in full, she should not owe these amounts. The legal charges were for services in July (prior to her paying in full) and August.  We did receive her payment of $300.00 that applied to the September Assessment and a credit of $48.00 that applied to her balance.  She currently owes $663.00 to the association for October Assessment $252.00 and the balance of the legal invoices of $411.00."

Review: I have received 2 fine notices from RCP Management Company, the property manager of my townhome association. RCP has assessed a $25 per day retrospective fine since the violation occurred dating back to September 25th, 2013 for both violations. Violation #1 - Improper Storage of Garbage Cans. Violation #2 - Failure to Maintain Landscaping. Violation #1 states that the association rules & regulations guidelines reads "Trash and recycling containers must be stored neatly on rear patios, decks or inside garages (for units that have garages) when not in use. They may only be placed curbside the evening prior to pick up and must be promptly removed the evening of the pick up date." This is inaccurate as Article III, Section 4 (I) confirms the placement of my garbage cans are within the "guidelines". Article III, section 4 (I) states that garbage receptacles shall be stored in such a manner if possible so as not to be visible from neighboring dwellings or the street. Furthermore, the literature "if possible" further supports the placement of my garbage cans as "compliant"; I have planted shrubs to block my garbage cans from street and neighbor view (pictures and video as proof). Violation #2 states that the association rules & regulations guidelines reads "All planting beds must be maintained by homeowners. All weeds and dead plantings must be removed located at the rear of the unit." According to the RCP 'Maintenance Responsibilities of an owner at [redacted]' guide, under the "Irrigation/Landscape" section, it clearly marks "weeding" as a Association responsibility. Not the home owners responsibility. Furthermore, during our last conversation I asked if RCP could provide any pictures of what "landscaping" they were referencing in their September 25th violation letter (voice recorded conversation). No pictures, no proof, no response. Furthermore, I have no "planting beds" on my property anywhere!Desired Settlement: My desired outcome would be to have any and all $25 daily fees that were assessed be fully reversed. RCP Management's "guidelines" as stated in their "Fines Assessed" letters are not legitimate as clearly defined in Article III, Section 4 (I) in reference to the Garbage Cans violation, and RCP Management's own 'Maintenance Responsibilities of an owner at [redacted]' guide where "weeding" is clearly noted as an "association" responsibility, not a homeowners. "Weeding", in-part, is precisely what we pay $200+ monthly by way of an ASSOCIATION FEE! I also request to no longer be harassed by RCP Management as to the location of my garbage cans as no changes in the rules & regulations have been approved by the board of directors and thus RCP has no authority to make rule/regulation changes on their own. My garbage cans are within the guidelines as Article III, Section 4 (I) proves and thus will not be moved!

Review: I live in a town house complex, [redacted] in North Brunswick NJ. We of course have a Management company to oversee the rules and regs of the complex. In the past we had one company removed because they were collecting our monies, but not providing service. Our current company has the same issue. They take my monthly bill for their "services" but do not do much in the complex. For the past few years I ask to have bushes cut in May, never gets done till the fall so I did it myself. They were supposed to power wash the buildings 2 years ago, sent around flyers, they never did it. Several driveways need patch work, after 2 years of asking I get "well someone will eventually pave the complex, we can ask them when they get the contract". No word still. Everyone in my neighborhood wants the kids at [redacted] portable basketball net removed from the street, we had issues several years ago with them and a basketball net, kicking basketballs off of peoples house, flowers, MY CAR!!!!!! Due to property damage issues it was removed. Now its up again and the association will not remove it. It fell over in the windy approaching storm the other day, good thing it didnt hit me on the way to my mail box, or the neighbors 5 year old, or someones car driving up the road. They were supposed to do something with my evergreens that are so skinny you can see through them, they are sickly and need replacement. People ask them to cut their evergreens and the simply dont do it, one has a satellite dish and needs them cut. The inside of my town home has MANY MANY stains in the ceiling, they say it is moisture. Looks like a gallon of water was dripping all over the ceiling. There is NOT adequate parking here and they wont expand lots. They do not like to respond. I have no idea what they do with my money, but it is not in my best interest.Desired Settlement: They need to provide the services they state and what the residents are paying for. No one cares, no one is helping, I live here. This is MY home since 1997. I need assistance with the management company doing what is required/paid for, or I want them removed and replaced. My property manager is [redacted]), she is very lazy and does not respond to my emails.Residents are fed up. Someone PLEASE help, assist.Thank you for ANYTHING you can do
