First and foremost, an “Estimate" is an “Estimate” It clearly states it is “based on an average time/material installation" In this particular installation more time was required because a sidewalk was in the direct route of getting the water line installed from the Well to the House In an attempt to minimize and/or not destroy the sidewalk, the water line and wire were “tunneled” under Tunneling requires more time and along with the difficult ground conditions, extra labor/time was requiredThere were two parts with the estimate addressing each part of the job The first part was the Well Estimated at $2,715.00, plus tax and fuel Fuel came in at $and tax at $for a total of $2, The second part was the Pump Installation It was estimated at $2,and came in $3,for a difference of $ An average installation job takes 3-hours Additional labor at hours at $per hour is $ Although, the homeowner’s pressure tank was used, he also requested a 3-wire Pump be installed, instead of a 2-WireUtilizing 3-wire cable along with a Control Box added both time and materials to the job as well(Additional cost approximately $for parts and labor) Additionally, Indiana State Code requires abandoned Wells be plugged and/or sealed by a licensed Driller and/or Pump InstallerThe average cost for this stand alone procedure is $500.00-$ As a courtesy, because we are already on site with all the equipment required, when we drill a new Well to replace an existing one, we only charge the cost of the materialsIn this case, $The homeowner complained of the settling of the ground from the excavation, particularly around the sidewalkThe unfortunate part of excavation is that the soil is grossly disturbed and it takes awhile for it to settle We cannot “level” the dirt, as it would settle and then have to be hauled back With respect to tunneling under the sidewalk, we try to fill the void as best we can However, it is unpredictable how the ground will settle exactly and thus we cannot take responsibility for how that occursLastly, the homeowner never complained of anything until he was called to see why he had not paid his bill after almost weeks after the job was completed Since he received his original estimate via email, his billing was also sent via email When called, he said that he never received the billing When told it was emailed, he stated he “never reads his emails”(??) It was then sent to him again it was then he complained

I have reviewed the response made by the business in reference to complaint ID ***, and have determined the response would not resolve my complaint. For your reference, details of the offer I reviewed appear below.I do not dispute their cost numbers because I do not know the cost for those materials. The point is that they knew about all the work that needed to be done and did not include all of it in their estimate. For example, they knew about the sidewalk but did not include it. I watched them manually dig under the sidewalk and it took about minutes. They say that using wires was extra but their estimate says they will install a V line with ground. That is wires. They admit that the county requires grouting the old well but the estimate did not state that this was not included. I understand about the ground settling. My concern about the quality of their work is that they tunneled under part of the sidewalk but removed all the dirt to a depth of feet under the rest of it. Now the sidewalk appears to be collapsing. If they had tunneled under all of it then it would not be a problem. We will see what happens this spring. The estimate states they will drill ft and trench feet. If they did not write the estimate for the stated work then it was either their mistake or an intentional business practice of underestimating the work to get the job and then charging an excessive amount to recoup their cost. The business explanation does not address these issues. Their response implies that this is their way of doing business so all their future customers need to know that they will be paying close to $more than they planned. I can only do my best to inform the people in Indianapolis, Kokomo, Peru and Lafayette of what to expect from Ortman

 In an attempt to minimize and/or not destroy the sidewalk, the water line and wire were “tunneled” under.  Tunneling requires more time and along with the difficult ground conditions, extra labor/time was required. There were two parts with the estimate addressing each part of the job.  The first part was the Well.  Estimated at $2,715.00, plus tax and fuel.  Fuel came in at $108.00 and tax at $35.22 for a total of $2,833.72.  The second part was the Pump Installation.  It was estimated at $2,850.00 and came in $3,195.24 for a difference of $343.24.  An average installation job takes 3-4 hours.  Additional labor at 2.5 hours at $140.00 per hour is $350.00.  Although, the homeowner’s pressure tank was used, he also requested a 3-wire Pump be installed, instead of a 2-Wire. Utilizing 3-wire cable along with a Control Box added both time and materials to the job as well. (Additional cost approximately $300.00 for parts and labor)   Additionally, Indiana State Code requires abandoned Wells be plugged and/or sealed by a licensed Driller and/or Pump Installer.
