When the consumer placed their original order on via the internet there is a paragraph on the review page before you submit your order right above the submit order button that asks the consumer:

We have examined the circumstances and conditions related to Mr. [redacted] complaint.
 
It is our understanding that Mr. [redacted] is referring to packages, [redacted] and [redacted].
 
Mr. [redacted] is the recipient or consignee and is not the shipper of these packages.
 
[redacted] - Sec. 11706. Liability of rail carriers under receipts and bill of lading, the liability of United Parcel Service is limited to the shipper of record .
 
Mr. [redacted] should work directly with the shippers of these packages to receive any reimbursement for which he feels entitled.
 
The circumstances of the loss do not increase our liability. To further support that United Parcel Service's liability is limited to the shipper, please see section 51 of the Tariff (excerpt below).
 
We will consider this issue closed as the liability is limited to the shipper.
