Unexplainable pricing discrepancy/overcharge of $272 which is suspected to be company wrongfully passing off merchant financing fees to customer
1. Reliaire's initial quote was for $4100. They then brought it down to $3900, and agreed to throw in a Nest thermostat to undercut the lowest priced competitor and close the deal. The final balance that was opened to a newly opened Synchrony credit account with a balance of $4486, $586 more than originally quoted.

2. When asked to explain the discrepancy, Reliaire was unable to provide a reasonable explanation. The estimate was for $3900, but the final bill included $250 which was written as 6.5% sales tax. I called the State of Florida Department of Revenue and confirmed that this work is not subject to sales tax to the end customer (that is, it should have been included in his upfront price.) This information is included not to challenge the validity of state law, but as it relates to the marketplace issue of the billing discrepancy.

3. The night before installation, I asked the owner if he would be taking care of the permit. Reliaire claimed this wasn't necessary and sent me a screenshot of the company's license to prove that their work would be reliable. Reliaire also said that it was an unnecessary expense of $285. When I insisted, Reliaire agreed to pull the permit that evening. I called the city building department to confirm that no permit had been pulled. This information is included not to challenge the validity of local law, but as it relates to the marketplace issue of the billing discrepancy.

4. The owner of Reliaire told me that he would be onsite for the installation, but didn't show up. I then found out the owner of Reliare wasn't even in town and was preparing for a trip out of the country. When I expressed concern that no one would be available to attend to my billing issues, his operations manager assured me he would pass it on. When I texted the owner of Reliaire, he told me the ~$250 which was unaccounted for was for financing charges from Synchrony, sent me a screenshot of the deposit they made into his bank account, and stated that I was ruining his vacation. Reliaire's claim this time was that what had to be written as sales tax on the final bill was actually financing charges from Synchrony.

5. Reliaire also told me that I had ruined his plan of getting the permit done afterwards because it could result in extra penalties, which he would pass on to me. He explained Reliaire was trying to do me a favor by not getting the permit as promised because it would delay the installation and wanted to get it installed ASAP so I could be cold and comfortable. This information is included not to challenge the validity of local law, but as it relates to the marketplace issue of the delivery of expected services

6. Since no one could provide an adequate explanation for the extra $250 on my bill, I called the financing company to ask if there were any fees associated with opening an account with them. They said the only fee to the customer was $29 to open the account. I was given a plan for 18 months 0% interest. When I asked what I could do because I thought that I was overcharged, the representative recommended I submit a dispute because it appears as though the merchant was trying to pass on the merchant fees to me, which they should not be doing. (Or if they were going to do, they should have included it in their upfront estimate.) Upon receiving my dispute, Reliaire texted me stating that he hoped I was happy with what I had done because it forced him to close his account with the financing company, and that if I pursued my dispute, he would send me a new receipt with a one year service warranty, rather than honoring the three year warranty that he initially provided.

She's unbelievable customer.

She's even removed from our*** page reviews by*** cause for asking money that she really needs to pay after investigation process. We gave her low price for a 3 tons 16 seers with 3 years labor warranty, 10 years parts.. we told her the 6.5% to make a like a sales tax due to the process of the financing 5% for his account on synchrony bank then she wants also the permit will be put also on financing so another 5 % taken out again on our small profit. $3900 minus the 5% and another $250 for permit another 5% minus for that.

What i'm trying to say that she got a big discount cause she is from the Philippines too like me and this is what we got? She said that someone gave her a price for more that what she got from us and we add also a nest thermostat.

Now for 3 tons whole system with 16 seers
10 years warranty on parts
3 years labor warranty
Permit pulled
Nest thermostat that she like we put it.
We installed the unit and permit will follow cause she changed her mind.. she needs her ac installed asap cause it's been couple of days that she don't have ac,, so we do the job and paid my crews overtime to make her happy, there working till 10pm that day and suddenly she needs a permit..now, if I know this will be happened to us from her wrong doing because of that $200 plus she's claiming, it's better to pulled first the permit and wait for couple of days to installed or i'm not even getting her business with us.

That job never have a profit cause I paid overtime just to make her happy and give her a big time discounts..

And guest what , she keep communicating with my Dispatch name Mary cause I really don't want to make deal with her after everything and we have a proof all emails between her and Mary.

I hope this will be resolved this case.

SUMMARY: A company should not be able to outbid another to win the contract, only to add additional fees after the work has already been done to recoup their losses/profits. The financing company, Synchrony, said that 5% is for merchant fees, which should NOT be passed on to the customer. I think the confusion may be that the business owner does not actually understand how merchant fees work.

RESPONSE: My*** review was removed because the business is operating under two (maybe three? Or more?) business names, Angel's Hand, Reliaire/Reliance Air, and I posted my review to both business pages so they considered it spam. It is suspicious that a company has to do business under multiple names.

RESPONSE: Yes, they did. I am not disputing what was installed, nor what was quoted. However, I would like to point out that after he received my dispute from the financing company, he texted me and threatened to "send me a new receipt that the labor warranty is only 1 year only." I responded to his text asking for clarification, received no response, then my follow up iMessage was undeliverable, so I assume he blocked me.

RESPONSE: Yes, I did ask for the permit to be added last minute because I did not think I needed to tell the contractor I hired what the permitting requirements are. I was told the permit was $285, which I included in my initial claim ($3900 quoted + $285 permit = $4185). Since he's now saying that the building permit was only $250 + 5% ($12.50) = $262.50, my total due should be $4162.50, increasing the disputed overcharge to $294.50.

RESPONSE: Yes, the other quote I received was for $4000, FINANCED, ALL FEES INCLUDED, like it should be when a contractor provides a lump sum estimate. Their cash estimate was $3885 and they were clear about the difference up front. A company should not be able to outbid another to win the contract, only to add additional fees after the work has already been done to recoup their losses/profits. RESPONSE: The installer arrived around noon. The AC unit arrived, as scheduled at 1:00 pm. The work at my house was complete at 6:54 pm, as is evidenced by the time stamp on the work order (in which the tech had me sign in the wrong spot, pre rather than post-work).

RESPONSE: I agree. I regret the decision and wish I would have gone with the other company.

RESPONSE: When providing a lump sum quote, a consumer should be able to assume, as the name implies, that everything is included. The contractor should not have offered discounts that he could not afford to provide without compromising his profit.

RESPONSE: Yes, I also have these emails. Mary is the only decent thing about your company and the only reason I postponed filing this claim when it happened. She asked me to give her the opportunity to resolve it and I did. Her customer service was great and I believe she tried to do what she could within her power, but the $294.50 overcharge is yet to be resolved.

I have additional documentation showing the following:

All estimates provided prior to work being done, showing no tax.
Email sent the evening prior to work being done asking for explanation of why sales tax was added at the last minute; No response received
Final "invoice" provided to the City for permitting purposes showing $3900 and email explaining they excluded fees so the permit would cost less, even though they told me it would be $285.

To reiterate, Reliaire quoted me a price, then passed on their merchant fees to me as "tax."

Quote: $3900
Permit: $262.50
Total: $4162.50
Initial balance with Synchrony: $4457

Overcharge: $294.50

Desired resolution:
Refund of overcharge. I will sign his paper. I will be using another company for servicing regardless as I would rather pay out of pocket than trust them to come into my home again. Hopefully though, Reliaire's workmanship will last at least another 10 months.

We don't have multiple company name that operating under my state licensed CAC1818603 in Hvac.

We just replaced the Angel's hand AC co. To Reliance Air-conditioning Co./Reliaire. Because we want to bring our hands to commercial works and new contractions and our owned supply house in the future. This customer is our first complainant in my whole 11 years of doing AC works, I guess there are always a first time. We can give her back the money but I guess I can pulled back also my extra bonus of 2 years labor warranty and she needs to sign the paper for that changes. I can't just throw away my good deed just for one missed understanding. We just need to ask what really for us just to be fare and we do really fare for her. She can talk whatever she wants but in back of her mind we do really a good hob and satisfaction and the job was passed on the inspection.
And the deal for synchrony bank we gave her is No interest good as cash for 18 months to pay... I don't know what else she needs from us... how I wish that i'm that customer that has a very good deal for an air conditioning that she has right now. We are not a fly by night company.

Attached also the payment we received from her account and we never hide that from her when she start complaining.

If this only between Me and Her? can deal with it even is really low on price but involving synchrony that we know will hurt us more for getting us another 5% at the gross amount? I think we just giving away the small profit that we have on this work.
