Revdex.com: I have reviewed the response made by the business in reference to complaint ID [redacted] , and have determined that the response would not resolve my complaint For your reference, details of the offer I reviewed appear belowThe response does not address why in the tiwn home it took several months to fix the issue with the pipes when the fix was completed by one in-house maintenance staff member a few hours of effort and a small amount of insulation to remedy the issues Given plumbing statutorily is considered a serious habitability issue, I would like to know why the sense of urgency was lacking Its also noteworthy that even inthis response, while the issue is acknowledged an apology was not offered That is partand parcel for the pattern I have experienced with Renaissance - accountability for the issue, the lacking urgency and the unsafe interim remedy of a space heater just isn't thereRegarding the issue with Vektren, we were told after we complained in January of that there was nothing that could be done about the issues with gas output and there was no recourse My wife was given that message and she'd testify to as much under oath The issue did recur SEVERAL times after the initial report - we did not follow up because we were told it would happen again and nithing could be done It was only after we moved out in April of while researching our rights as tenants due yo other disputes with Renaissance we became aware that Renaissance was legally obligated to remedy the issue with the heat rather than blaming Vektren and washing their hands of the issue They should come clean on this and show some contrition and acvountability and try to make it rightIn short, the failure to fully address my account in detail and the unwilkingness to apologize for the issues they acknowledge existed is part of a larger disturbing pattern There needs to be more of an effort if they'd like to see this matter considered closed Regards, [redacted]

Thank you for the opportunity to respond.  Our company has owned and managed apartments in the Bloomington community for more than 25 years.  We take customer requests and complaints very serious.  We have a dedicated team that does everything...

in their power to provide comfortable homes to our customers. We acknowledge that maintenance related issues arise from time to time in homes.  Once we are notified of an issue, either by a resident or other means, we plan accordingly to fix the issue in an appropriate amount of time. From the complaint that Mr [redacted] submitted to the Revdex.com, it appears there are 2 “habitability” issues for us to address in this reposnse. Frozen water pipes in bathroom Restatement of issue noted by Mr. [redacted] “Water pipes providing water to the bathroom that was part of the master bedroom suite froze for multiple days on a handful of occasions from late 2013 till spring of 2014 when outside tenperatures fell below approximately 20 degrees. The fix by the maintenance team, which took a half day of labor for one maintenance staff member along with some insulation was not treated as a priority. To make matters worse, we were provided a dated, rusty space heater and encouraged to run it in the damp bathroom area - a clear safety hazard - as a half-baked solution while they refrained from fixing it properly for months. We also came to find out that neighbors in the same floorplan had the same issue. “ Our response:  This is an issue that affected a handful of town homes in the MeadowCreek community that were on the end of the building and had a certain type of back porch.  During frigid temperatures, a water line and/or tub drain line could freeze and this would sometimes affect one bathroom on the 2nd level of the town home.  Water worked as normal in the other rooms, including an additional full bathroom and ½ bathroom.  After investigation, we learned that there was not adequate insulation around the water lines and drain lines that ran along the exterior of the building.  We have fixed this in all of the affected units, including the unit Mr. [redacted] lived in.   Low temperature in home Restatement of issue noted by Mr. [redacted] “-Even worse, during our time in a separate unit - a premium paired home with monthly rent over $1700/month - we woje up on multiple mornings during the winter of 2014-2015 and discovered the temperature had plummeted overnight to the low 50s inside in spite of the furnace being on, windows closed, etc. After an inspection we were informed that the furnace was working properly and the issue was because Duke - the natural gas provider- was not able to provide sufficient output in cold temps to support proper heat. Without offering a space heater or any even makeshift solution, maintenance/mgt told us that the matter was closed and left it on us to deal with it.” Our response: There was a single issue reported to us by Mr. [redacted] about this on January 8, 2014. The temperatures that previous day and evening were below zero. During this time we learned Vectren Gas had trouble keeping enough gas pressure to this unit and the surrounding neighborhood.  We had several residents encounter the same issue. We contacted Vectren immediately after being notified of the issue. The issue was resolved by noon on the day it was reported to us.

This is one of the worst apartment living experiences ever. Neighbors have harassed me for the duration of my lease and management will do nothing about it. Called police twice. Neighbors have threatened robbery, assault and worse often using low voices and innuendo so not to be caught. Heard gossip long ago about this illegal occurrence and it is true. Neighbors and staff provoke as to get specific people perceived as not liked into trouble. My name has been used when being harassed and intimidated. One neighbor yelled through the walls using my name that they were being paid to harass me until I left. I paid rent on time for duration of my lease. Scholar's Rock adds fraudulent charges to the bill to make more money. The Scholar's Rock experience is like being tortured. Please don't live here if you have a disability as this company offers no accommodations and uses stigma as an excuse to harass and intimidate. There are many drug addicts here. It sounded like one of my neighbors would solicit prostitutes often and trade prescribed narcotic medications to them. Monroe County courts typically side with big business so you do not stand a chance against this company in court. I would not recommend any Renaissance Rentals apartments including Scholar's Rock to anyone. These people are selfish jerks who have no consideration for anyone else.

Regarding the issue with Vektren, we were told after we complained in January of 2014 that there was nothing that could be done about the issues with gas output and there was no recourse.  My wife was given that message and she'd testify to as much under oath.  The issue did recur SEVERAL times after the initial report - we did not follow up because we were told it would happen again and nithing could be done.  It was only after we moved out in April of 2014 while researching our rights as tenants due yo other disputes with Renaissance we became aware that Renaissance was legally obligated to remedy the issue with the heat rather than blaming Vektren and washing their hands of the issue.  They should come clean on this and show some contrition and acvountability and try to make it right.
