Residential Properties, Inc. (RPI) has been been my Pittsburgh rental source for almost 5 years. I had no issues with them until they attempted to change the terms of my lease, prior to the end of my autorenewed lease, and informed me that despite my not signing a new contract with new terms and conditions, that I had by default agreed to these new terms and conditions. I had discussed issues with the new terms and conditions of the new contract with their property manager, who assured me that I was currently not on a lease since I had not signed the new lease. They are charging me for OVER $2,200 worth of cleaning and miscellaneous charges to close out my account, including ESTIMATED water bills. I had asked them to provide evidence of the additional $1000 which they charged to my account, since it included PAINTING WALLS (which I had not damaged) and other "normal wear and tear" from being a resident of the apartment for almost 5 years. I have repeatedly asked them for proof, and they have not been successful at providing it. They sent me pictures of the property as part of my account close out, but did not provide pictures of all charges on the account. In fact, they provided me many pictures of things they DIDN'T charge me for. There is a line item for "general cleaning" charges, which they cannot explain. They sent me a work order from [redacted], which is a company OWNED by RPI. If you look up [redacted], it was established in 2008 by RPI. When I mentioned that [redacted] is under the umbrella of RPI, I was told that it was not and that the owner had paid [redacted] for listed turnover charges. The contact person for [redacted] has the same last name as the owner. I have told them that I will pay what I owe them, if they provide me proof that the charges are legitimately outside the realm of normal wear and tear. They have threatened to take me to court, after I mentioned further discrepancy in the price list they provided to me at the time of move out and the actual charges (again, without evidence) to my account. Make sure you keep all your records when dealing with them, and look at their accounting closely! They claim they aren't out to scam you, but if they can't explain almost $1000 worth of cleaning/painting charges, which they are charging to an ex-tenant -- there's a big problem!

Review: Residential Properties Inc (RPI) improperly billed us for cleaning services. We have attempted on multiple attempts to discuss the issues with agents and the owner of RPI. The signed contract at Paragraph 36 states that all "Cleaning costs will be at the rate of $15 per hour." Nonetheless, RPI wrongfully charged us exorbitant flat rates that were much higher than the agreed upon price. The contract at Paragraph 24 further provided that a full accounting would be provided. This was not done, as only the improper flat rates were listed, with no accounting for the number of hours it took to allegedly complete the cleaning. Finally, and most importantly, as the residence was left "in no less condition than [at the time of move in]" no cleaning fee should have been charged.Desired Settlement: We are entitled to a full refund of $110 that was improperly charged.
