had done because Mr. [redacted] did not get an electrical inspection done. That put us back two weeks. After that he tried to put a rush on my work. I did not charge him to rehang the drywall. He tried to give me a deadline, and I told him I would try to meet it, but couldn't make any promises.  He did not like the way I was putting on the mud. He felt I was putting on too much, he started scraping and said we should go our separate ways. I told him he could tell me how he wanted me to do it and I will fix it. He said no and that he wanted a refund. I told him he was not giving me a chance to finish the work to see the finished product and that with that, the contract says you cannot get a refund. I did tell them I would send them a refund of $100. I am going to give him it this Friday either by check or cash.

I am rejecting this response because the driving reason for the dispute is that this contractor failed to show up when he said he would be there on three separate occasions. This is after having communicated to him my need date to have the drywall work complete so that the painter could start on the revised schedule. He had promised that it would not be a problem so when he failed to show up I started getting concerned. Despite having had to already do rework on what little work had been completed at the time, I decided to give him another chance to get back on track by coming to the house on a Sunday, a day that he doesn't normally work. Upon witnessing the pace at which he was working and the quality of work he was producing, I decided I could not proceed with using him and expect to get a quality finish in a timely manner. I had provided him with an initial deposit of $566 for the drywall work (which was bid at $300) and several other jobs that would have totaled $1,700. Since the drywall work was not completed, I asked for a refund of a majority of the deposit. Eventually I offered to pay for the full drywall bid of $300 even though he would not be completing the work. He would not agree to that so I eventually accepted his offer of $100 refund of the $566 deposit. He's now made multiple promises to have the agreed-to refund to me by a certain date. All of those dates came and went with no refund being received. He now says I must meet him at one of his North County properties to receive the refund which I'm not comfortable with, especially given his history of not doing what he says he's going to do. I'm not sure why he's refusing to simply mail the refund as originally agreed.
