At the time of this complaint, Richard Heath and Associates, Inc(RHA) was not
the contractor that provided the appliance replacement services for P*** Energy Savings Assistance Program. This service was provided directly by P***

I am rejecting this response because: It is correct that I was contacted by both a rep from RHA and from PGE. RHA advises they always issue IRS forms for the amount of money they are paid by PGE.PGE rep stated he was not familiar with the IRS form application, only that he was aware of the agreement signed that I would be issued a form for costs over $600. The PGE rep could not explain why RHA would issue a form when RHA did not give me anything. In fact the PGE rep stated in when the work was completed on upgrading my fluorescent lights in a commercial building I had to pay a small portion (@$535). The balance of the cost of the upgrade (@$6350) was paid by PGE to RHA. And, RHA issued the to me for the amount they received from PGE for the remaining costs of the upgrade.At no time during my initial contractual agreement with PGE/RHA to upgrade my lighting was I advised I would be paying any amount more than the deposit (@$535).Had I known a IRS would be issued for the entire costs, I would not have agreed to the "energy savings" upgrade. The cost savings from the energy upgrades would not have been worth the cost of a which would add another approx$2,to the overall cost for the upgrade.Bottom Line: I am still not convinced that RHA has the authority or responsibility to issue IRS forms for work costs that were paid to them by PGE.I wanted RHA to rescind/cancel the IRS 1099, but RHA refused to do that, claiming they issue 1099's in all cases of such PGE energy upgrades.Also, it appears that any issuance in such cases should come from PGE, not RHA.If possible, I would like Revdex.com to document this case and include PGE in the complaint

HERO is a financing company that has no affiliation with Richard Heath and Associates, Inc. (RHA). HERO is one of many financing options for the the SoCalGas Energy Upgrade program, as the program does not require that specific financing companies are used.
Furthermore, NuQuest Industries is one...

of many participating contractors in this program and is also not affiliated with RHA. Specifically the third party verification RHA performs requires that there is no existing relationship with the contractor.
The RHA field inspectors do not communicate project information directly to the customer, unless a health and safety issue warrants notification. Once the project has been verified, it is reviewed. At this time, RHA communicates any issues identified to the contractor so the contractor can make the necessary corrections.
After the contractor makes corrections, another inspection is not required. Instead, the contractor submits photo documentation to show the correction. In Mr. Winston's case, a CO alarm was not installed. A CO alarm is a program requirement under the California Residential Code (CRC) Section R315 and Senate Bill 183.
RHA does not look for reasons for a project to be out of compliance. RHA’s role as the Quality Control vendor is to validate each project is in compliance with program requirements as outlined by SoCalGas.

RHA did indeed operate the ESA
call center and we are able to place the customers on a waiting list for appliance Repair and Replacement. However, we
were not responsible for assigning these jobs or ensuring they were completed.
The responsible party for delivering services was [redacted] directly. We notified [redacted] of Ms. Maness' concern, and [redacted] has since confirmed that they reached out to the customer and
provided a referral to a similar program that may be able to respond to her need within a shorter timeframe.

The customer was contacted by both RHA & PG&E to validate that he indeed should have received the 1099-R, per the contract the customer signed. The customer accepts that the 1099-R was issued correctly. However, the customer now is in discussion with PG&E and the California Public...

Utilities Commission as to the reasoning why the 1099-R amount is considered addition income for his business.

I am rejecting this response because:It's not true.1. [redacted] did NOT refer me to any other program.  There is no other program to refer me to. 2. Why would [redacted] have a call center that didn't have any responsibility? What would their job be? They couldn't help customers with the program so what did [redacted] pay them to Do?3. I ,with absolutely no help from RHA resurched and found an executive inspector to help me. There was no referral for any other program.  It was only with the efficiency of this person, was I able to finally just now have a water heater.  The inspector Acknowledged that RHA was being looked into for nonrenewal of any Future contracts because of situations Like mine . 4. What's The Logic IN HAVING A CALL CENTER THAT CANNOT TELL THE CUSTOMERS WHEN They Will Be Helped, That Would Put You On A List YetThey Didn't Have A List And Told Me That It Wasn't Going To Make Any Difference That I Wasn't Put On This For 2 Weeks After My Name Should Have Been On It? My Tablet Is For Some Reason Capitalizing All First Letters. Please Forgive What Appears To Be Horrible Grammer.
