Scammer who has been arrested many times for ripping people off and keeps doing the same thing and keeps lying and won't give me my money back
Gave Richard Rokowski $1200 on September 17th to order carpet for my home and didn't order the carpet and pocketed the money and couldn't provide receipt that he ordered the carpet and his intention was to defraud like he has done to many people and arrested a few times. Should have googled his name to see the horror stories. Keeps lying that he would give me my money back and stopped answering the phone and uses different phone numbers and addresses.
I want him to send me my money back using*** quick pay with zelle which he told to use but now claims he doesn't know how to use.
We hired Rich mid August 2018. He could not accept credit card and we hadn't unpacked yet so we didn't have a checkbook. We wired him half the cost of the job, $1200. He delayed starting the job for a month. A different excuse each week. Illness, fell behind, didn't have a helper, wrong color carpet came in, etc. he finally began the project solo and work extremely slow at removing old carpet and laying padding. Another delay happened where he didn't show for several days he was scheduled. Despite him stating multiple times the carpet was in, he had picked it up, he was using rain days to cut it, etc. he finally admitted the carpet was at Lowe's and he needed more money to pay for it. We met him at Lowe's and paid for the carpet ourselves. He returned and began the project. He carpeted 3 bedrooms and the loft. Leaving the hallway, closets and stairs undone with the promise to return. He told us for 3 days he was on other jobs and couldn't return. He promised to come early the following day and we texted him twice and called once, never to hear from him again. In September when we started getting concerned, I googled him and found many reports of fraud and theft. I gave him the benefit of the doubt and hoped he was just really bad at scheduling and struggled with money management. Unfortunately when he disappeared we were left with an incomplete job. He quoted us $2400 and we paid $1711 of that. Luckily a neighbor recommended another local with a real crew who knew their stuff. They showed me all Richard's errors and that not only did he install wrong because of the direction of the carpet, but he didn't have enough to complete the job. My husband and I went to Lowe's and purchased another 20 foot roll and they finished the job for me the next day. I would NEVER recommend Rich to anyone. He will try to sway you with niceties and saying he is a veteran, but he is a crook and you will not get a project completed.
THEFT!!!!!!! Stay away.
This man is known for given good prices and ditching you once he has your deposit. He will give you the run around and never do the work nor refund you your money. Other reviews you will see he has done the same. I am a victim of the con artist. I am trying to get him put away, but he has several warrants and arrest for the property theft and Fraud. Please research his name see for yourself. Call your local police department.

Mr. R took a $500 deposit from me on July 9 for carpet in my home. He has continually cancelled or not shown up when he was supposed to install the carpet. He has had one excuse after another but has never shown up. Now I am asking for a refund and he is telling me 'the check is in the mail' but won't meet me to give me the money back.

Hired this man to come and do carpet installation, paid him a $600.00 deposit. I had to call and chase after him for almost a month for. He only came and did part of the work. I recently found out he has scammed many people and is very known to the Orlando police.
I did work for this person about 3 weeks ago I did the entire downstairs and was told not to worry about the hallway and the staircase because he was moving however at the end we did such a great job he was so pleased he wanted to extend it which I told him I would do free of charge the $600 wasn't a deposit it was actually what he paid to have the downstairs carpet completed I did 42 ft of carpeting and high-end lifetime having and had my two helpers with me I think that's a very good price for what he got I agree to go ahead and do the and the staircase however after about a week you started lashing out I spoke to him today and told him that he should possibly get a job he has a lot of it was for a job well done he has put me down on every venue that you can find recommend that I really truly did a great job this is a person who has nothing better to do the job he paid for it was done in full by don't owe him anything and it is not a deposit and he knows this in any event I wish him well and his family well and I only ask that he leave me be

This dude is a scam artist. Paid for carpet and spent more than a month chasing him for service. Stole deposit, showed with wrong product. Nothing but delays and excuses. He did a third of a job (should count myself luckier than others) and spent the entire time chasing him. He refused to give an invoice, asked to "borrow" wife's phone and did his own google review off her account!!! Don't believe the reviews. Have this on video surveillance. Revdex.com "F" rating. Always the excuse. I knew this once he started making excuses literally EVERY SINGLE day. The crew, the carpet, the shipper, the rain, the time, on and on. This guy is literally robbing Peter and still not paying Paul!! Stay away and count yourself lucky. Have already contacted authorities. Theres also the arresting detective affidavit on this POS in Orange County public records and online. Stay away. You'll be glad you did. Don't pay him any money. *** bottom feeder gives honorable good contractors a bad name.

This company was hired to install carpet in my home, and a deposit check was cashed by them. To date I have nothing but broken promises.
I retained services of Richard R on 3/10/18 to install carpet in my home. I gave him a $250 deposit for carpet purchase. He told me he would send me fotos of carpet on monday 3/12/18 and we would decide which to purchase. Did not hear from him at all on monday until I contacted him, never received fotos, he said that he had purchased a carpet that he was sure I would be happy with. I asked for fotos he promised to send them, never did,said he had fone problems etc., this went on for 2 weeks.
He eventually sent me a foto of a carpet sample that was not at all what we agreed to install, when confronted with this he said that was just an example foto and he would send the actual carpet foto later that day, 'I promise' he never did.
Finally he told me the carpet would be delivered to him on 3/21/18 and we agreed he would install it on 3/27/18 even though I still had not seen the carpet.
I waited on 3/21/18 for him to arrive or contact me, he never did either, I had to contact him and he gave me an excuse why he was no-show, we rebooked for thursday 3/29/18, first thing in the am, he gave me an 'absolute 100% guarantee promise' he would be there first thing, never showed, never called. I called him, he gave me excuse. I told him if carpet was not installed by cob 3/29/18 I would take action. He offered to return my money since I was unhappy, I agreed.
He never contacted me after that, although I spotted someone that looked like him at my front door who then departed when I hailed him from inside the house, I was not ready to open the door at that time and it took me a couple minutes to do so, that was creepy. I sent two texts to him on 3/29/18 about bringing me the money, which was his idea, he never responded.
So here we are, now there is no word from him at all, I have no carpet and no refund, all these things he promised but never did anything he said he would do.
refund the $250 in cash, as he suggested he would do, I say cash because it is clear that he cannot be trusted and his word means nothing. If you fail to appear after a "100% absolute guarantee promise" then your word is not worth much.

We met with him at the home he measured and gave a us a great price we agreed to his terms and gave him a large deposit to order the carpet $6000. It's a 12,516 sqft home. He came a day later with a crew and removed all of the existing carpet. He then said he was waiting for carpet to arrive. We waited 3 weeks and he came back several times and acted like he was preping the floors. Every time I asked him when the carpet was arriving he would tell me it should be there the next day. I would go to house and he would not show up. He would say it should be in that day and he would be by later. The next day I would go back and no carpet. Sometimes he would tell me he was there and I would call the guard shack and they would say no one has been at your house all day. I confronted him and he said the carpet came in wrong and he had to reorder. I waited another week and then started calling him he would say should be in tomorrow. After telling me that 2/3 times I demanded that he tell me where he ordered it from so I could call them. He would not give me a name or #. Just kept telling me that it's on the way. Then last week he said it was there and he would be there the next day so I asked him to send me a picture of a room with carpet so I could see what it looked like. He told me his phone was broke or dead and never sent a photo but was texting me all day. I then demanded a start date and he said he and a crew would be there the next day and work till it was done. That was Friday and when I arrived at the house on Tuesday there was no carpet and no one there. When I called his bluff he said that he no longer wanted to do the job and that he would give my money back. So I asked him to meet me at the bank. He said he would meet me at the house after he returned the carpet. I said if you have the carpet give it to me and I will get someone else to install. No response. Told him to bring me a cashiers check or meet me at bank. No show. No call. No answer. Calling police tomorrow.
We want our deposit back!
I have tried to pay this person back on many occasions we just never seem to be able to click on a time he assured me that he would take this Revdex.com account down he did tell me that he would do that which he did not do their expectations were extremely high for very little money in any event I fully absolutely 100% intend to pay this person back in full thank you for taking the time to read this they are wonderful people it just their expectations are way too high for the amount of money they were willing to pay and he is a super super nice guy

Saying that you are going to pay us back and actually pay us back is the issue. Where is the money? When will you send it it to me. When will you meet me? I have been waiting for a month.

Nov. 15, 2017 Richard R took a deposit in the amount of $800.00 for work to be performed. I discovered through the internet that he had been arrested for the same situation I contacted him, he showed up but said he would return money via. mail, registered then that he would pay my wife.As of this date he has not refunded my money which he agreed to do, and also has blocked my number from contacting him.I have a copy of a contract by this individual and he signed that he would refund my money. Every time I talked with him he stated that he would drop the money off. He then stated that he feared me and would not show up, that he would send the refund registered. The order number Richard R gave me was ***. Richard R also goes by the name of Elite Carpet Service, 407-340-4320. If need be I can send copies of all the people that have posted that they were scammed by this individual.

I wanted to respond to this persons complaint I have never done any work for *** he is completely and totally assassinated me online and threaten my life on many occasions he also bashed the military and if you look at his post you will plainly see that he is a veteran hater of some sort also he made up many many phony accusations against me including that I am a pedophile and a sex offender and also a convicted felon which none of which is true I've tried on many occasions to try to work things out amicably but he is all about hatred at this point I did have a medical emergency over the Christmas holiday which required me to be in the hospital for 7 days at which point he did not believe me and went absolutely ballistic I would like nothing better than to just repay his fee which he already has my check and that will be the end of it I just wanted to let you guys know this is not a valid legitimate complaint and if you were to take the time to look up what he wrote It's actually criminal I only met the man once and I didn't even do or plan to do the work through him it was his wife she warned me when I walked into the front door that her husband has anger issue management issue problems and that he's seeing a psychiatrist this is verifiable this is what I was told please reach out to me if there's any questions whatsoever it's 407-340-4320 thank you for your attention

True R never did any work for me, however he did take a deposit and refuses to return the money. He sent me a check which is postmarked December 19, 2017 however the check was dated December 27, 2017. When I tried to cash the check I was told by the manager of PNC Bank that there was no money in the account. I called R and he stated that he was in the hospital and that I could come there to see him. The hospital had no information on him being a patient there. I never threatened this individual I'm not that type of person. As for the Veteran status of this individual he never was a Veteran. I have about 30 emails from him stating that he would drop off the money he owes me however he never shows up. He now refuses to answer my emails, and has blocked me from his phone. This is a legitimate complaint. The man took my money, did no work and refuses to refund the $800.00 he owes me. In my opinion the man is a thief as you can see if you google his name. There are many people he has scammed. It seems that all this individual does is lie every time he talks. He states that he would like nothing more than to pay me back but this is a lie, he refuses and sends a bad check. People should be aware of his company, Elite Carpet Service, and the owner Richard R LLC. This is why he has an "F" rating with the Revdex.com., and numerous arrests for theft. R also emailed me that I should no longer contact the Revdex.com. Attached to this message is a copy of the bad check R sent, and two copies of him preparing to mail the check and then a copy of him placing the check into a mail box. The envelope is addressed to my wife, however I was the one that wrote him a check for the deposit of the work to be done. The reason I cancelled from him was because when he did not show at my home when he stated he would I googled him and discovered he is not a reputable person or company. I explained this to him and told him I did not want anyone that has a criminal record to be in my house. He then claimed that he had ordered the carpet from *** in Georgia and was awaiting a refund before he could pay me. He then said a few weeks after that that he had ordered the carpet from ***. I asked for a copy of the order but he refused to give me one. Spoke with the people at *** in Georgia and they stated that they do not know Richard R, nor do they know of his company Elite Carpet Service.
Please go right ahead and call the person who is complaining he has been paid back in full 2 weeks ago it has definitely positively Ben satisfied his part of the arrangement was that he would take care of all these kind of negative things he was writing about me and all the hatred it's definitely been handled one phone call to him will verify that

The service was absolutely fantastic. I have a hectic schedule and he was able to work around it with no issues, very courteous, he did an absolutely amazing job and has unbeatable prices. I would highly recommend to anybody, very impressive top notch work!
I was very happy to be helpful to this customer he was somebody that really needed a job done well in a small time frame I was very glad to be able to step in and help it was my pleasure to do his work
He did a great repair job in my home. His prices cannot be beat, only charged me $40 for several hours of work on my carpeting. End result was fantastic. I want to give this company an A+ and 5 stars all the way. Thank you Rich, we will definitely recommend you to friends and family.
I'm not the type to post reviews on social media, but felt I needed to share my experience with Elite Carpet. I have owned my home for many years and as you can image the kids and dogs got the better of our carpet. My husband and I shopped around and compared prices. We had a fixed budget we were determined to stick to. When we met with Richard R he was polite, punctual, and professional. After meeting with Richard we were pleased to learn we could not only replace the carpet, but our budget also allowed us to put new laminate flooring in our dining room. I was more than thrilled. With the holidays coming, I won't be embarrassed to have family over. Richard did an amazing job on the installation and the carpet was top quality. I would highly recommend Elite Carpet to anyone. About a week after the installation, Richard even called to make sure we were happy with the product and installation. My only regret is that we didn't do this sooner.
