Riel Auto Body is in possession of a [redacted] which my leasing company ownsI can supply documentation including a title and bill of sale proving ownershipThis vehicle was involved in an accident, and was towed to Riel Auto BodyRiel Auto Body is refusing to release the vehicleI have made it clear to them I will pay any storage and tow fees which may be due as of this dateThey claim that since they are unable to contact the individual who leased the vehicle from my company, they are able to keep the vehicle indefinitelyI'm certain that in a few weeks they will either allow us to pick it up with another $or so in fees, or they will attempt to sell it to recoup these feesAny assistance you can provide is appreciated

I am writing in response to the complaint filed against my company Riel Auto Body LLC on 12/29/2016. On 12/16/we were directed by the Town of *** *** *** Department to tow a *** *** registered to a *** *** (VIN#***). Subsequent to the
accident and the tow, *** *** came in and signed a release of the vehicle to *** *** Insurance. *** *** never called our place of business to pick up the vehicle, however the owner of *** *** called for charges and requested to pick up the vehicle. At that time *** *** told us that they talked to *** *** and that *** *** was going to pay us a portion of the bill and that the storage was going to be negotiated and back dated. My office manager told them that they would have to pay the full amount to pick up the vehicle and that the fees were not negotiable and they would have to speak to me on January 3rd when I got back from vacation if they were unwilling to pay the total charges due. On January 4th *** *** called again and spoke to me personally. They once again requested to negotiate the storage charges and told me *** *** was going to pay a portion of the charges. At no time in either conversation with myself or my office manager did they offer to pay the full charges. At this time I informed them that *** *** has not contacted me stating they would pay a portion of the bill for my services rendered and that I could not release the vehicle based on their word. In response, *** *** told me they would reach out to *** *** to resolve the issue. *** *** called me again on January 6, to inform me *** *** would be coming to get the vehicle. Since this is a municipal town tow, all fees and charges and complaints are regulated by the Department of Public Utitlities for the State of Massachusetts. I am not required to release a vehicle to a lien holder with no fees or partial fees being paid. The fees my business charges are based on DPU guidelines and M.G.L Chapter B Section 6B requires that all legal registered letters and legal documentation be sent to the last registered owner, not *** ***.
