Review: They are putting my bill onto another person who lives in my duplex and threatening to shut off his service. [redacted] @ XXXX Xth street lives in the front unit, and I live in the back unit. I'm responsible for half. Then they put my bill notice on the door after I moved and charged me a $40 misc. fee for that service?!Now they are also charging the landlord and me different parts of the bill. How dare they give me a copy of someone else's information in order to collect twice on one account. I've asked several times to talk to a supervisor, and was basically told 'tough ___pay it'! I ask to go to the board meetings to discuss the issues, and they lie about the dates for the meetings so I will miss the opportunity to go and have my issues addressed. There's been many news paper articles about these billing issues and the horrible board meetings where you can't speak even if you attend.Desired Settlement: I want to only pay the original $62.66. I paid them for over 4 years on time, after several increases. I let them know when I had moved of the new address and they are now billing me and current and former tenants for the same account.

Business' Initial Response

This is in response to your letter dated June 25, 2013 regarding [redacted]. I have enclosed a letter from [redacted] which was also faxed to you earlier. There is also a letter dated April 5,2013 addressed to Mr. [redacted] from another staff member at the Water District. The letter clearly explains how the charges of $142.45 were calculated for his account at the [redacted] Way location. After receiving three (3) payments of $20.00 each for the past three months the current balance for Mr. [redacted] at the [redacted] Way property is $82.45.

Mr. [redacted] was sent a bill for the billing period of 11/20/2012 thru 1/20/2013 with a total of $62.66. The bill as not paid by 2/19/2013 so a $5.00 late fee applied to the account and then it was not paid by 3/5/2013 so a $40.00 48/hour notice was hung at the property. The District learned that Mr. [redacted] had moved out of [redacted] Way after the fees were applied as he failed to notify the District. The account required a final billing covering the tie frame of 1/20/2013 thru 3/1/2013 which came to $34.79 which will bring the balance for this account to $142.45.

When Mr. [redacted] moved to XXXX Xth Street the property had one (1) meter that serves two dwelling which is split evenly between the occupants. Mr. [redacted] agreed to pay $200.00 a month on the Ginny Way account until it was paid and keep the 8th Street account current paying his half of the bill.

Review: On 09/02/13 the company sent me a violation notice 10/08/13 stating that our residences water backflow assembly had failed its required annual test taht was performed on 09/20/13. They requested that this violation addressed by a certified plumber within 30 days. Water system was re-checked by [redacted] a certified plumber on 11/2/13. There was no defect in system however, it cost $75.00 for recheck.Desired Settlement: Return $75.00 which was charged to me for retest of water gages.

Please find attached our response. I have also attached the testing results from both the preliminary backflow test and the backflow test after repairs. The repairs made are noted on the second report. Cleaning and flushing is considered a repair as backflow devices get sediment in them which causes them to malfunction.
