On 1/2/2018 called Rl Plumbing for water in basement seem to be coming fro hot water heater RLP had replaced one year prior. *** came out & determined sump pump out take line was frozen causing the condensation line from the HVAC unit to break the check valve and make a pinhole leak win the pave out take line of the sump pump. *** explained how my condensations lines were a “code violation” & would cost approx $800 to repair. I explained I could not afford that expense & he said he could cut the cost but could only do it while maintaining & following strict plumbing codes.
On 1/3/2018 was scheduled to arrive at 9am. Arrived at 11am. Rerouted the HVAC condensation lines to dump directly into the internal sewer line & addded a condensation pump. He had also cut the out pipe on the outside of the house. I paid him $350.00. No invoice was given for services rendered.
On 1/4/2018 after taking a shower I saw more flooding in the basement. Called *** and he was able to come back to repair again. After he left, I noticed grey duct tape placed on the clear water line on the sewer pipe to keep the line attached to the sewer line.
I had called *** per his instructions he texted me on 1/7/2018 that “rain was coming $ to let him know as soon as outside pipe was thawed so he could come back to delink the cut pipe back as it was originally.
On 1/8/2018 & 1/9/2018 I let *** know the line was unfrozen & he could come out anytime to repair the outside line. He said he would come back but never did.
On 1/9 finally responded he said “if he came back out to do further work, he would be charging me for anything else.” This was not my understanding. He cut the pipe and I understood he would make me whole again and I. The same condition he found my pipe in.
Since I already had paid him, I figured I needed to get the out take lines fixed ASAP or it would cause damage to my yard. I contacted the KY Dept of plumbing to find out what I needed to know about codes under my law what I needed to follow.
This occurred on 1/9/2018.
I was informed by *** Rogers at the Ky dept of plumbing there was no code violation I was under & the work *** had performed was uneneccesarry. HVAC condensation lines can go into the sump pump well although under the circumstances with the frozen pipe, they did need to be rerouted to the sewer lines as an acceptable solution. The only problem with what he did was the way *** tied the condensation line to the internal sewer line was a huge federal violation of plumbing code and put me in a hazardous situation since it was installed without any ventilaztion system.
The KY Dept of plumbing contacted him & he was told he need to bring it all back to the original state it was I. As there was no original code violation or his plumbers liscence would be pulled immediately. I even talked to ***’ supervisor *** Chance and it turns out *** also lied to him. About several things as well to diminish and explain away his shoddy workmanship.
On 1/10/2018 a 7pm *** contacted me by phone as was extremely angry and yelling at me for “blowing him in.”
1/11/2018 *** came out to the house and took all equipment I paid for & put it all back as it was & left within a half an hour.
I left *** a message I would like 1/2 my money reimbursed as a fair and reasonable refund since he was dishonest and did unnecessary work and lied about code violation and put me in a hazardous situation due to not putting in a proper ventilating system into the sewer line.
I requested this on three separate occassions. 1/11, 1/13 & 1/18. No response from ***.
I felt half of my money was reasonalble as he did only replace the check valve and fix the pinhole leak in the out take pipe.

On January 3, 2018, RL Plumbing received an emergency call from Ms. ***, saying that her water heater was leaking. We installed this water heater in January 2016. As a result of the extreme sub-freezing temperatures and inches of snow in the area at the time, we found that her sump pump discharge line was frozen and had caused the sump pump discharge line to crack. The sump pump had built up pressure in the discharge line, as well as the check valve, causing the check valve to fail. RL Plumbing also noticed that the condensate drain lines for the HVAC system were draining into the sump pump crock. This caused the sump pump turn on, resulting in pressure in the sump pump discharge line, which caused the discharge line and the check valve to crack/break.
At this time, RL Plumbing notified Ms. as to her options to correct this issue, along with the cost for each option. The best option, which involved installing an open receptacle for condensation line drainage, would cost $1000-1500.00. She then notified me that she was currently unemployed and couldn’t afford the best option. I then explained a temporary emergency option that was cheaper, but would require RL Plumbing to return at a later date after the weather warmed and pipes had thawed. Ms. then chose the cheaper option, which entailed installing a condensate pump to relieve the condensation coming from her HVAC system to discharge directly to the sewer system and to cut/replace the cracked sump pump discharge pipe and check valve. At this point, we did not know if the sump pump had operated under conditions to cause it to fail or if it was unplugged before the pressure had caused the sump pump to burn up and would not know until the real reason/cost until the weather warmed. We did know that draining the condensate lines into the sump crock was going to cause flooding in the basement due to the sump pump discharge line being frozen if something was done.
RL Plumbing and Ms. then agreed on the price of $350 to perform the cheapest option and move the condensate line to drain into a condensate pump, which would pump condensate water directly into the main sewer line, relieving the sump pump of the discharge from the HVAC system. This was to be an emergency, temporary fix until the weather warmed and/or Ms. returned to full time employment and was able to afford to pay for RL Plumbing to return and install the best option.
The following day, RL Plumbing purchased the condensate pump and returned to Ms.’ residence to install the condensate pump and the check valve. We also cut the discharge line from the sump pump located outside of the house to check how far back the pipe was frozen. RL Plumbing then left the residence, with the understanding that we would return to complete the work.
The following day RL Plumbing received a call from Ms. saying there was water in the basement again. RL Plumbing then returned to the residence and found a shipping tab on the condensate pump was not removed during installation. Once we removed the tab, the condensate pump operated and functioned properly, discharging condensation water into the main sewer drain. We then added a piece of duct tape to the condensate drain into the sewer line to keep the condensate drain from coming out of the sewer drain temporarily. This eliminated the backup of water into the basement. Remember, we were trying to keep the cost as low as possible to help our customer experiencing a hardship situation.
The following day, RL Plumbing returned again to the residence to check the discharge line from the sump pump to see if it had thawed and found that sump pump discharge line had not thawed any on this visit. We then cut the discharge line again above a 90O elbow. We installed a 1 ½” Fernco with a new elbow and a new piece of pipe directing the water away from the house for when the sump pump thawed. Later that day, Ms. had called me and saw where I had returned to the residence and installed the new elbow and pipe. She informed me that she had tried to stick a coat hanger up into the pipe in hopes of unclogging the frozen pipe and had gotten the coat hanger stuck inside the pipe.
The following day, RL Plumbing received a call from the chief plumbing inspector, ***, notifying me that the work done at Ms.’ residence was a violation of plumbing code. After I explained to him about the emergency situation discovered at Ms.’ residence, he asked me to return to Ms.’ residence and remove the condensate pump and return the condensate drain lines to their original state – to drain into the sump crock – with the understanding that if the weather continued with subfrozen temps, that Ms.’ basement would continue to have flooding issues. He then asked that RL Plumbing return the system to its original state to stop Ms.’ complaint to the KY State Plumbing code about the work being performed by RL Plumbing. I informed *** that because of the volume of work RL Plumbing was experiencing because of the weather, it would take 1-2 days to return to Ms.’ residence and complete this request. The chief plumbing inspector agreed that this was acceptable.
Later that evening, RL Plumbing called Ms. to setup a time to remove the condensate pump and return the system to its original state. She notified me that her understanding of the conversation that she had with ***, the chief plumbing inspector, that RL Plumbing was going to install a legal open receptacle, into which the condensate drain would discharge. RL Plumbing then notified Ms. that that was the original option explained to correct her issue and would cost $1000-1500.00 and that the option they had agreed upon did not include the installation of a legal open receptacle. RL Plumbing notified Ms. that we would be returning the next day to return the drainage system back to its original state, with the sump pump discharge line, according to the chief plumbing inspector, to go outside of the house with a 90o elbow pointed towards the ground. The following day, we returned and completed this work. I then texted the chief plumbing inspector, saying that the work at Ms. was completed as agreed and sent pictures as documentation. The chief plumbing inspector then approved the work as presented in texts with pictures.
Ms. then contacted RL Plumbing by text saying that she wanted a partial refund of $175.00 because of shoddy workmanship. We at RL Plumbing feel that we went above and beyond to accommodate MS. as we substantially discounted her bill because of her current financial situation and the fact that her issue was weather related. Her total bill came to $789.00, of which we applied a hardship discount of $439.00 to come to the agreed upon price of $350.00 for this work. Even though Ms. feels she did not receive adequate service from RL Plumbing, which we truly regret, we will continue to work with our customers to help them in times of unexpected hardship to do everything we can to keep costs low, especially when issues occur beyond anyone’s control, like the weather.

I understood the entire repair to the damage caused by my frozen pipeline was only going to total $800. There was never a discussion of $1000-$1500 total job cost. Rl Plumbing also told me the condensations line running into the sump pump well was s code violation and “I should contact the original contractor to complain.@ I understood the wor RlP has performed was TO CODE & the only thing that needed to be finished up to get me thru the winter is to run a new line off the house ABOVE ground until I could afford to get the underground lines repaired. We even stood outside and discussed this. I was completely unaware RLP had provided me with any “hardship” pricing. As a matter of fact before the work had begun I asked how much this would cost and he said “about $200-$250.” So when he said to write the check out for $350 I was taken aback but figured he had run into difficulties because he continued to express how badly the HVAC was originally installed. When I realized RLP was not coming out to run a longer pvc pipe from the house, I called the my dept to see what the codes were for condensation lines. I explained I had already had one code violation per TLP & didn’t want that to happen again. When I explained the same situation, the dept said there is no such code violation and I was”lied to. With that info they asked me to take pics & send to them. I did & they said RLP had left me in a a dangerous situation because what he did was NOT TO CODE and without the sewer line properly vented I could have been seriously injured. I was under the impression all the work RLP did was to code. I did ask RLP for partial reimbursement to mitigate the damages as a reasonable request. He did fix the break in pipe and the check valve & I felt he did deserve to get paid for that work. But to lie and deceive a consumer for monetsry gain isn’t proper business practice. When RLP did call to set up the appointment at the request of the LR dept of plumbing he was abravsive, loud & I even told him I was thinking perhaps he shouldn’t come to my house because he was so angry and wouldn’t listen to a thing I said. I was fearful he would harm me or my house. I relented and let him back into the house after speaking once again to the KY dept and they assured me “it would be in my best interest to let him undo the code violation work he had done as I was in a very unsafe situation and he would be a fool to do anything destructive at this time or his liscence would be revoked.” I believe this could have been resolved without taking this matter to the Revdex.com. I wanted to resolve this by runnig a new pipe off the house so my side yard wasn’t damaged from the direct drainage coming right off the house next to other utilities that will cause further damages down the road. ]

In a emergency sisuation do to sever cold weather. We tried to help this customer by repairing her sump pump in basement. That was frozen and had bursted do to the cold temps outside. It was only after the pipes had thawed and this customer found out that the sump pump didn’t need to be replaced. Now the customer wants a refund. You can’t go into a store and buy a product. Then use that product. Then after you use it. Return it for a refund. I went back over to this residents house several times to check on pipes to see if they had thawed out. I did all I could for this customer to try and help her being she was just unemployed. With what she could afford. Can’t do anymore without being paid. My services don’t come free. If she wants more then she has to pay for it.

[Provide details of why you are not satisfied with this resolution. I am not disputing the fact this was an emergency situation and RL Plumbing did come out & perform work to correct the issue. What I am disputing is the deceptive & negligent way the work was performed. I would have been quite happy with the work had it been done properly. After contacting the KY state dept of Plumbing the work that was performed by RL plumbing was in direct violation of federal code and he had left me & my family in a very hazardous situation. The work was not vented and the KY Dept insisted it needed to be corrected or put back to code with condensation lines draining back into the sump pump. I tried to mitigate this directly with RLP with a reasonable amount ($175.00) half of the amount I had paid since part of the work was done. I tried to contact him on 4 separate occasions to discuss a partial reimbursement. He refused to discuss.

The only reason RLP MADE SEVERAL VISITS IS NOT ON ME. HAD THE WORK BEEN DONE PROPERLY THE FIRST TIME, and correctly, I wouldn’t be demanding my full amount I paid now. RLP is decpetive, and left the pipes he cut in 2 Places as is. He is not a reliable plumbing contractor & shouldn’t be allowed to get away with these business practices. ]
