On October 22, 2019, I purchased a home inspection from Mr. Tony F, the founder and lead home inspector for Rn Home-Tech, LLC. I walked around the 1500 sq ft property with Mr. F for approximately 4 hours while he inspected the home. Less than a month after moving into the apartment, we discovered 3 serious issues - 2 are health issues - that an inspector should have found:

1) Mr. F confirmed that the underground fuel oil tank had been removed, he said "he could smell where it had been in the basement and it had been removed." His verbal assessment led me to purchase the house because I did not want a property with an underground fuel oil tank. There is an underground fuel oil tank, an HVAC company told me it was still attached to the house, and I hired to fuel oil tank removal companies to come inspect the site. Mr. F did not include that the tank had been removed in the home inspection report, even though he clearly stated it to me during the inspection. He did not deliver the home inspection report on time, so I did not have the opportunity to discuss the discrepancy between what he told me and what he wrote in the report before buying the house. The removal of the tank (assuming no leakage) will cost $3,500, and the tank is an environmental hazard.

2) Mr. F spent more than 30 minutes in a room where he was eye-level with crystolite insulation surrounding an HVAC - and he did not find the asbestos. Two contractors have stated that the sample was obvious and in plain sight and should have been identified by the home inspector for abatement before we moved into the home. The removal cost is $1,500.

3) The bedroom ceiling is cracked all the way across and 2 contractors have stated that it is at risk of caving in and should be fixed immediately. This was not mentioned during the home inspection and is an obvious crack. The cost to fix the ceiling is $1,000.

Pursuant to your letter of January 21, 2020 in which you detail a complaint against Rn Home-Tech, LLC & me as owner in which a past client *** enumerates a series of items which she perceives to have been missed by our Home Inspection of her home located at ***, Alexandria VA, we have the following comments.

Regarding the Fuel Tank. The potential presence of an interred Fuel Tank is clearly stated in two places in the Home Inspection Report provided to the ***. On the last page of the Report Summary and on page 86 of the Report itself. Accompanying the comment is a note, extending to a full paragraph in BLUE ink describing the environmental implications associated with such a tank. (Please see the attached Report).

Regarding the Asbestos Insulation. In reviewing photos taken during the Home Inspection two things are immediately evident;

First, at the time of the Home Inspection the basement was extremely cluttered due the a large amount of the Seller's stored items, severely limiting the scope of the Inspection. In fact several items had to be moved to access the HVAC 7 Water Heater units. And; Second; the only insulation visible is a foil-backed fiber-glass HVAC duct insulation not typically associated with asbestos. Given that the Home Inspection is non-invasive thereby preventing the Home Inspector from causing damage to or taking samples of any of the home's components, determining the chemical content of the insulation was beyond the scope of this Inspection. I would also add that alleging 30 minutes was spent at eye level with a duct covered in asbestos-containing insulation is a gross exaggeration given that 30 minutes is rarely if ever spent in any one room of a home due to the time constraints which the Inspection is typically allotted.Regarding the Ceiling Crack. In reviewing photos taken during the Home Inspectionthe photos do not show evidence of cracks in any of the bedroom ceilings and certainly not a crack that crosses a bedroom & is significant enough to hazard the ceiling "at risk of caving in". However the photos DO show the Attic to have been densely packed with stored goods, the house being occupied at the time of the Home Inspection & presumably for some time afterwards. It is possible that during the removal of the items stored in the Attic, damage to the ceiling may have been inflicted. It is also possible that the removal of the large weight of stored items may have allowed the ceiling to flex or rebound causing cracks in the ceiling drywall.

Given that the Home Inspection is a visual inspection of the home at the Time of The Home Inspection, any damage the home may suffer during the period of time between the Home Inspection & Closing cannot reasonably be expected to be the responsibility of nor an omission in the thoroughness and findings of the Home Inspector.Regarding the Report Delivery. The Home Inspection Report was sent to both . & *** well within the 24 hour period in which it is promised, on October 23rd, which was the day after the Home Inspection. And whilst there was indeed an error in ***'s email, which delayed the report delivery to HER email, the report WAS delivered promptly to both her husband & Realtor.

Not having thought to check ***'s email account, when *** contacted me requesting the report on Oct 26, it was promptly re-sent to her correct email address. When I mentioned it had been sent on Oct 23 to her husband as well, her reply was that he, *** didn't check his email. Hardly our fault.

In closing, though we regret ***'s plight, we do not believe we were negligent in conducting our Home Inspection and were furthermore were quite informative in the information supplied to the ***. As such we do not feel there is merit in her claims & desire to receive monetary compensation from us as a result.
