At the time of writing this complaint, I have also written a complaint to the Department of Regulatory Agencies regarding the health and safety aspect of the complaints. The main complaint I have against this business/owner is that I was led to believe that I could get reimbursement of payment for classes taken here (Microneedling and Dermaplaning) through my GI Bill/VA system after repeatedly asking if this business was federally accredited as well as recognized by the VA as being able to be processed as a VA-approved school. The owner said yes to all. I asked before even taking the class and paying ultimately $900 ($150 nonrefundable registration fee and cost of 1 class) of which I paid out of pocket in order to take the classes and later put in the paperwork to get reimbursed through the VA for classes taken for my future career in esthetics. After taking the 2 classes on June 11th, 2018, the owner repeatedly demanded the rest of the money owed to her (another $750 of which I did not have because I am a full-time student) even AFTER explaining the reimbursement process in detail through text messages as well as emails and phone conversations. After hitting a roadblock with VA forms asking that they needed the school's code in order to complete forms, I asked the owner if she would please give the code to me in order for me to submit the forms, get reimbursed, and pay her the money owed. It was at this time that she revealed to me that she got into talks with a VA department for SCHOOL ACCREDITATION in order to BEGIN her process to even be accredited. I was straight up lied to at the beginning about her being able to process GI Bill forms. After many months of back and forth and paying $900 out of pocket and not having gotten the money paid back to me and also many weeks of not hearing back from her I decided to elevate this matter to this.

I am happy to respond as I have been in business for 25 years and customer service has always been my highest priority.

I would like to address the Federal accreditation issue.

As you may or may not know there are several military programs with their own account accreditations numbers. I was confident that the account number I had was for the VA, and this was my understanding until the issue with Ms. raised a red flag as to my VA accreditation. The number I had thought was for the VA was actually for an MY CIAA program.

Although the buck stops here, my last office manager had assured me that all appropriate military approvals were in place, the incident with Ms. brought the mistake to my attention. It was in July of 2018 that it became obvious that my school had the wrong code. Unfortunately the student did not prudently look up the code to verify that Rock creek laser and esthetic institute, (RCLI), was on the list as accredited by the VA. Please note that access to this list is restricted to veterans only. Thus I could not look it up myself. That being said I started researching the issue in July of 2018. It took several phone calls and a multitude of emails as I worked diligently in getting this fixed for Ms., as well as other incoming VA/GI Bill students. After no less than eight emails starting on 7-26-18, did we find out that my original VA administrator, Mike H had left the country and final authorization was never issued. This information came from Mike Hon’s supervisor on 11:50 AM on 9-17-18, who communicated that the file was not completed.

Fortunately I was finally contacted by Thomas R on Monday 9-17-18, (he can be reached at 303-914-5780 or thomasr***@va.gov). Mr. R was very understanding and cooperative. He told me that together we would work on the completion of the VA accreditation application.

Ms. is asking for a refund for the classes she took and was issued official state certificates of completion. According to state board compliance the RCLI school cannot legally issue certifications at zero costs.

I am willing meet all the requirements for my VA account codes. In the meantime I will await the balance of the training and certification costs from the VA.

Ms. was aware that she would be reimbursed by the VA once the appropriate paperwork was filed. Once it was determined that there was no valid accreditation number I took immediate steps to rectify the problem.

In closing I can only do what is within compliance. As stated earlier I do not have the ability to ‘not charge’ any money for these certifications, also, I cannot take back the state approved certifications. I will continue to stay on top of the VA accreditation process, hopefully this may become easier now that I have a new person with his supervisor’s visibility on this.

Ms *** will get a full reimbursement from RCLI for all receipts she can show payment on within five business day from RCLI after receiving the funds from the VA administration. Although this may not be the most desirable results for all involved, it is something that will be worked out in the next short period of time. Thank you for your attention to this issue.

I am rejecting this response because:

As stated in my conditions I requested either my money be refunded to me in full or that the business disclose the nature of these proceedings. Seeing as how Ms. Y cannot do either one I have no choice but to reject this response. As stated very clearly by her as well she did know that I was a veteran evidenced by me signing "GI Bill" and not MYCAA (which is also not spelled MYCIAA). These two programs are radically different from each other by anyone with a 3rd grade reading level but as such I cannot assume she had very good reading comprehension because this is glaringly obvious. Aside from her allegations stating I did not fully do my research; that also can be dismissed by my emails to her asking for her school code as well as screenshots with the VA stating that they themselves could not find her code. Anyone can log into/google WEAMS Licenses to verify VA approval status without issues. I have done as much research as possible so that I would not speak out of turn or give any false information. She clearly had knowledge that I was in fact a former service member and NOT the spouse of a service member. During these months, Ms. Y did NOT ever attempt to clarify her position as being confused or possibly mistaken but instead avoided me and demanded I pay her the rest of the money. In addition to these rebuttals, she also attempted to charge me TWICE the rate as my non-veteran classmates doing the EXACT same class and day. When asked about this separate issue she avoided and never replied to me. This can be clearly seen in the signed enrollment form as well as her invoices. I have made many clear and obvious attempts to help the process along and was led on for months without her so much as saying "I do not understand" or "I have to consult with my people". She owns and runs a business that allegedly catered to veterans but as all too happy to take money upfront and lie about being certified through the VA, costing me 2 months worth of late payments and lack of rent money. I cannot in good faith continue with this transaction nor compromise my morals. I will see this issue to its end.
