On July 16,I was retained by [redacted] and his sister [redacted] I gave them a retainer agreement to provide surveillance on a pregnant girlfriend of [redacted] They wanted immediate action for the surveillance to begin the next morningWhile in my office I had an investigator re-arrange his schedule to accommodate themWe began the surveillance on July 17,at the residence given by them at 5:00a.mI assigned a second investigator to the same case and he began surveillance at 9:00a.mI received numerous phone calls from both parties as to updatesI told them that we were on scene as promised and that I would keep them updatedThey continued to call and attempt to tell us how to do our investigation [redacted] then suggested that we set her up to do a cleaning house job to catch her working because she was due to have the baby in a month [redacted] was obsessed with her activities and I again had to tell him to settle down and allow me to do our jobI spent several hours to find a female operative to contact her via the internet to go to her house and give a bid for cleaningI made those arrangements and paid her for the service of using her personal residence[redacted] continued to call me numerous times freaking outI told him that he was being unreasonable and to once again let us do our jobHe called later that afternoon and wanted to know if he could terminate the investigationI told him that he could at any timeHe responded back that he wanted a refundI explained that he signed a flat fee NON-REFUNDABLE agreementI agreed however to itemize the work done by my investigators and refund the balanceI submitted a complete detailed report and short video of our investigationI mailed it to him with a check in the amount of $ The initial retainer payed to me was $3500.00.On August 18,I received a call from [redacted] demanding the full amountI told her that we did an excellent job for them and I was not going to give them anymore moneyI also told them that I gave them a refund in good faith and if they didn't like it to sue me and allow a judge make the decisionThey are very rude and demanding people and told them that no other private investigator would put up with their nonsense.I stand by my investigation and let them pursue whatever avenue they choose[redacted] ***

I am rejecting this response because: MrRoman was not asked to do a back ground on my daughter or her ex or even me He was hired to do surveillance when my daughter left work from [redacted] in Woodland CA at 8:pm starting 2/2/to show that her ex boyfriend was stalking her He assured me that he would be there two hours before and two hours after she arrived home On 2/14/he had not done surveillance at her work even one timeI texted him many times to update if her work schedule changed He told me not to worry his guys were on it If he had done as promised he would have plenty of footage If MrRoman could have proven to me that he had done as promised I would have gladly paid him BUT HE DID NOTHING I want my money back so that I am able to hire someone else My daughter was NOT found guilty of a felony All that I received from MrRoman was lies and rubbish that was of no value that he printed on the internet He did not do what I hired him to do I have sent all the information I received from him, which is useless and not what he was hired for He put my daughter is danger by not doing what he was hired to do and he was very inappropriate telling my daughter to get in the car with his investigator's to get her ex angry so they could record it I want a full refund[redacted]

We were retained by this man to conduct a very discreet investigation on his daughterHe specifically requested that we DO NOT take any pictures,video,recordings or any written reports of our findings!! He only wanted telephone results of our findingsI did have that conversation with him after

Mr, Roman charged me almost upfront by promising me that he will look after my kids and any abuse issuesHe also promised me background checks on several people but he turned out to be despicable lier, incompetent and fraud He would not return my calls and after several calls I went to see him at his office and he gave me a pile of papers which I could had gotten off if internet w $dollarsPlease don't hire this guy and don't throw your money in hurry like I didI hope god makes him pay up like he fraud end me and gave me nothing

***'s daughter, ***When we initially met, we informed Ms*** that we would be following Mr.*** to observe his activities, and should engage ***, we would be aware of itThat being said, we are not a 24/security service, we are a private investigator and we schedule time to monitor and observe the scenarios and locations given to us by the client.Ms*** gave us the address of where Mr*** was supposedly living, the type/color of his vehicle, no license plate number,and where her daughter, ***, worked.We conducted a thorough TLO background investigation on the target,Mr.*** ***, as well as on her daughter,*** ***, as we were advised by Ms*** that her daughter had been found guilty of felony charges for domestic violence on the target,Michael ***, which is a rarity for a femaleMs*** stated we provided "nonsense we found online' to her, and to that we firmly disagreeWe pay for, and subscribe, to a highly monitored platform, which we are vetted to use, of private and public information; information which is not simply just found on the internet.We had sent an investigator out to the Woodland location on a couple of occasions and on the date of 2/13/2018, we were scheduled to be at ***'s place of employment to follow her that eveningWe were called off of this case, prior to the scheduled time.It is also important to note, that despite my payment policy, I made arrangements with Ms*** to split the flat fee into two equal paymentsAll of her complaints occurred one (1) day before the final payment was dueIt is my belief that Ms*** was financially troubled and instead of communicating in a professional manner, she called me and was belligerent;Ms*** has not paid the balance due and she is now demanding a refundAt her request, we have discontinued any additional work on the case, despite her concerns for safety.Roman PI has been in business since and we pride ourselves on our ability to provide resolutionWe were actively working on this case, and were scheduled to continue working on this case before Ms*** called and demanded a refund for services; at which point, we immediately sent her all of the background reports and the surveillance reports with photos, on the case.At this point, Ms*** has a balance due of $1,500.00,as per her signed agreement. I am rejecting this response because: MrRoman did in fact tell my daughter to get in the investigators car to make her ex mad so he could get footage I did sign a agreement for MrRoman to do surveillance at my daughters work for two hours before and two hours after at my home he did not do it even one time. He did not do what he was hired to doMrRoman has not been able to produce any footage Not only did he take my money he put my daughter in danger by telling me he had his guys on it and if I followed her home from work I would interfere with their investigation, so I didn't This is simple if he had been doing the surveillance as promised he would have been able to show me plenty of video recordings since her ex followed her home nearly every evening banging on her car and trying to run her off the roadMrRoman never went to her work one time I want a full refund

I am rejecting this response because: Mr*** *** is fibbing. We have enough evidence to prove that Mr*** did not do his job as promised. As to being uncooperative, I have to say that is was Mr*** that was irrational and blowing us off. There have been multiple law suit cases against Roman PI that I was able to find after hiring Roman PI. I should have done a better job researching him prior to hiring MrRoman He was very negligent with our case and revealed confidential information to us regarding other cases that he has been working on, including address and names. This service should be confidential and should have been a red flag to us but we were desperate and hired the wrong person We are adamant about the refund. Had Mr *** provided excellent service and perform the work that he was hired to do we would have been okay with the amount that he subtracted. The information that Mr*** provided was seconds long. The discs and the paperwork that Mr *** sent do not align. Mr*** provided us with once piece of paperwork for his service, the service he was hired for, he couldn't do the job. He mixed things up and made a mess of the whole situationTo clarify I reached out to Mr *** on for the full refund around 8:am. Mr *** is very forgetful and does not go through with his word. Once he took our money he turned into a different person. We would like a refund in the amount of $00. Mr*** has severe anger issues, he will not let you speak or listen, he was very abrupt and unprofessional. I have investigated that Mr ***'s behavior has occurred in the past where he takes your money and does not cooperate with his clients

I am rejecting this response because: Roman here shows both his business and himself to be incapable of providing professional and discrete services for a client.  In just two responses Roman has identified both the subject in this matter and is now planning on providing that person's physical appearance and other identifying features to the general public.  At no stage of Roman's service did he provide even adequate satisfaction.  Though Roman did telephonically state that he had located the subject, he never provided written proof of this. No physical proof was given to the customer of his job. A photograph would have been physical proof, and in this case it could be the customer's fault that he did not request a photo, but there was little indication at the time of hire that Roman would handle such a delicate matter so unprofessionally.  There is not actual proof that Roman ever performed his hired duties, doubly so if Roman failed to record the telephone conversations.  No recordings were made on this end, but there are the saved emails that support the client, not Roman. As to why this service was retained in so "secretive" a manner is actually no one's business except the client and is one reason that a PI is retained to begin with.  If Roman is planning on revealing the manner of either death of the subject's mother or the police shooting in the other county to the general public, Roman is also in the process of unveiling his sheer ignorance of the responsibilities of the job he holds. His rebuttals shows him to be incapable of his job's delicate requirements. And, by my having made this complaint public does not legally allow Roman or any of his employees to harass or intimidate anyone or person or cause them to fear retaliation to him or her either physically, emotionally, or financially.  Videotaping a potential witness does not alleviate Roman's transgressions in his failure to perform his hired duties, it does not and cannot show how Roman misused the retainer he accepted. In short, Roman flat stole $500 from me and now is simply trying to cover it up.  All he needed to do was follow the rules and guidelines that his profession is mandated to comply with in California; Roman's failure to do so has to be noticed by any potential customer of his, and I believe this could impact his license.

I am rejecting this response because: This response is correct in a few places, but not entirely.  I did specifically request that Roman not take any photos of the subject, but I never said that I did not wish a written report. In fact, a business like his requires to have written record of investigations. I never received any communication from Roman about the investigation's results, I had to initiate contact with his office each time. My emails were never responded to, my voice mails never replied to at all. The only contact with Roman was when he would answer the phone when I called. He did state that his office had another investigation in the specific county and that he'd have my request taken care of while there, and he did state that he monitored the subject and that the subjected "was happy and laughing."  He apparently meant that to mean that my concern was addressed, and that in his opinion the case was closed. In every conversation I asked for a written report. He stated that our conversation was sufficient in his opinion.  I repeatedly stated that it was not, but my wishes were ignored.  It was only after months went by that I finally contacted my financial institute and requested action be taken, and that was only after my intent was made known to Roman.  I have all the emails made by me to his office to support my position, and all support my position.  None support his, and Roman has either shown himself to be dishonest about his business or he has herein proven why he should keep written records of his transactions.  My personal finances are my business, and if Roman had done the investigation on me he would have known what my financial outlook is (I never told Roman that I couldn't afford an investigation and the fee he quoted was the original one, not any discounted one as far as I know)against me as there were in his emails to me after my financial institute made the appropriate measures.  I mention the following only because Roman included his past profession in his response: I originally contacted offdutyofficers in the county I live in. They accepted my business for far less than Roman, and only rejected me due to a police shooting in this county a number of years ago. The denial was due to the investigators knowing the officers involved. It was then that I found another investigator, Roman. If in Roman's investigations of me in the county I reside in he uncovered this previous contact, and if his past employment as a peace officer precludes him from reciting the facts of our business encounter, then this is something that any future prospective clients of his should be aware of.  I, too, can be contacted about this. Here is a partial email I sent to Roman on July 15th: "It's been a couple of months since I retained you.  I have no idea what progress you've made on my case...If you cannot supply me with a written report of what you've discovered, or tell me why that is not possible, I'm going to have to take action.  You did say you would do that the last time I spoke with you."

Please find the attached documents for your review. I have attached a copy of the retainer agreement, as well as, a copy of the Yolo County case# [redacted]-1. I would like to draw attention to the retainer agreement that states THIS FEE IS NON-REFUNDABLE and the disclosure notice right above Ms. [redacted]'s signature on Page 2.Also, at no time have we ever advised a client to get into our investigators vehicle. We disputed that with Ms. [redacted] when she called us, and we maintain that to this day. Not only does that put the client is jeopardy, that is a safety issue for our investigators. We are not sure why she is stating this, but we have NEVER advised her or anyone else to ever get into our investigators vehicles.Please consider this matter closed, and we look forward to receiving the balance due, so this file can be closed as well.Kindly,[redacted] Roman

Review: I retained [redacted] on April 15th with an electronic payment of $500. That date, and later an email sent on April 17th, were the only emails that I received from Roman; those being emails acknowledging receipt of the money and a general description of the job he was to do for me. At no time after that date did Roman attempt to contact me at all. I sent Roman numerous emails and tried calling his office numerous times over the following months. When I did get to speak with Roman I stated that I wished whatever his results were to be sent to me in writing. I told him that emails would suffice. But, Roman refused to do so, and when I realized that he was determined not to communicate with me at all I made my concern known. Only then did Roman begin to write to me by emails, said emails not containing the results of his service but rather threats of civil litigation and other perceived forms of retaliation against me for my position on his lack-of-service to me. Additionally, Roman wrote that I had informed him that I did not wish written replies about his service, a wish that I certainly never made as I understand that his business is required by law to have written records of his job. I forwarded old emails of mine to him proving that I wished written communication from him, and his reply was simply more insults and threats. If Roman ever did the duty that I retained his office for, I have no proof of that and, further, I have no trust in retaining him further as I know now that he personally uses deception and falsehoods when reporting to his customers. Not only am I dissatisfied with the job that Roman did for me, I believe now that through his ineptitude he will only worsen the situation that I retained him for to alleviate in a small way. The blatant lies that he used when trying to evade my accusations of insufficient service has, for me, ruined any trust I could have in either his company or himself in the line of service he advertises himself as.Desired Settlement: Roman has yet to provide me with written evidence that he has completed the job I hired him for. He has lied about my wishes since the payment I made to him became in question. Therefor, I do not wish any further services from either Roman or his company, and I demand a full refund. I also demand that Roman, his company, and any other employees/business partners he might have or use not use the personal information I supplied to Roman for any of their own purposes.

This person was hired after meeting in a public place a few years back. He was very charming, friendly and extremely personable. This was all a front to get the proposed fees for the investigation. As soon as the money is paid out and depending where the job is, you will never hear from this person, and you will have to be the proactive one to understand the details of your case. This will require an email in writing and then an active phone call. Thousands were spent in this situation. This person has a lot of friends in the police department and uses this to his advantage to TAKE advantage of potential clients. Do your homework first. Interview your potential candidates. This person is not honest and should be retired by now

Review: My Brother and I hired Roman PI ([redacted]) to do a surveillance. Initially Mr. [redacted] was nice when we came in for our consultation. Mr. [redacted] promised that as soon as we paid him her would start working on our case, which did not happen. Mr. [redacted] was forgetful, rude, and was yelling and screaming and hanging up the phone on m brother and I. After a few days that we hired Mr. [redacted] we realized that he was clearly not doing what he promised. Mr. Roman Was ignoring our phone calls and if he would answer he we be very abrupt. Mr. [redacted] said that he did 15 hours of work and that it would all be on the surveillance tape, but the 2 discs that we received were 45 seconds each. After asking for a refund he deducted $1520.00 and only gave us back $1900.00. Our full amount that we paid was $3500.00. After contacting Mr. [redacted] and asking him for the full refund he started screaming at us and hung up the phone. Roman PI in my opinion is a scam, he did not do what he told us he what do and we are asking for a full refund. I have supporting disc's and documents which I am unable to upload here. I will be more than happy to provide and paperwork and discs needed to for this case. They wanted immediate action for the surveillance to begin the next morning. While in my office I had an investigator re-arrange his schedule to accommodate them. We began the surveillance on July 17,2015 at the residence given by them at 5:00a.m. I assigned a second investigator to the same case and he began surveillance at 9:00a.m. I received numerous phone calls from both parties as to updates. I told them that we were on scene as promised and that I would keep them updated. They continued to call and attempt to tell us how to do our investigation. [redacted] then suggested that we set her up to do a cleaning house job to catch her working because she was due to have the baby in a month. [redacted] was obsessed with her activities and I again had to tell him to settle down and allow me to do our job. I spent several hours to find a female operative to contact her via the internet to go to her house and give a bid for cleaning. I made those arrangements and paid her for the service of using her personal residence.[redacted] continued to call me numerous times freaking out. I told him that he was being unreasonable and to once again let us do our job. He called later that afternoon and wanted to know if he could terminate the investigation. I told him that he could at any time. He responded back that he wanted a refund. I explained that he signed a flat fee NON-REFUNDABLE agreement. I agreed however to itemize the work done by my investigators and refund the balance. I submitted a complete detailed report and short video of our investigation. I mailed it to him with a check in the amount of $ 1980.00. The initial retainer payed to me was $3500.00.On August 18,2015 I received a call from [redacted] demanding the full amount. I told her that we did an excellent job for them and I was not going to give them anymore money. I also told them that I gave them a refund in good faith and if they didn't like it to sue me and allow a judge make the decision. They are very rude and demanding people and told them that no other private investigator would put up with their nonsense.I stand by my investigation and let them pursue whatever avenue they choose.[redacted]

I am rejecting this response because: Mr. [redacted] is fibbing. We have enough evidence to prove that Mr. [redacted] did not do his job as promised. As to being uncooperative, I have to say that is was Mr. [redacted] that was irrational and blowing us off. There have been multiple law suit cases against Roman PI that I was able to find after hiring Roman PI. I should have done a better job researching him prior to hiring Mr. Roman. He was very negligent with our case and revealed confidential information to us regarding other cases that he has been working on, including address and names. This service should be confidential and should have been a red flag to us but we were desperate and hired the wrong person. We are adamant about the refund. Had Mr [redacted] provided excellent service and perform the work that he was hired to do we would have been okay with the amount that he subtracted. The information that Mr. [redacted] provided was 45 seconds long. The discs and the paperwork that Mr [redacted] sent do not align. Mr. [redacted] provided us with once piece of paperwork for his service, the service he was hired for, he couldn't do the job. He mixed things up and made a mess of the whole situation. To clarify I reached out to Mr [redacted] on 8.17.15 for the full refund around 8:30 am. Mr [redacted] is very forgetful and does not go through with his word. Once he took our money he turned into a different person. We would like a refund in the amount of $1520. 00. Mr. [redacted] has severe anger issues, he will not let you speak or listen, he was very abrupt and unprofessional. I have investigated that Mr [redacted]'s behavior has occurred in the past where he takes your money and does not cooperate with his clients.
