Complaint: [redacted] The business did not address the key issue at hand They ignored our chief complaint all together If they claim they had permission to begin work on the truck, then please provide a copy of the signed written estimate They did not provide a copy of the signed written estimate in their response because no such document exist We never gave permission for any services to be performed Rose City Automotive violated Oregon law (ORS 646Aand ORS 646A.486) by not providing a customer with a written estimate and obtaining authorization before services began.Oregon law requires mechanic shops to provide written estimates and to obtain authorization before services begin Rose City Automotive did neither In fact, I do not believe that they performed any work on the vehicle at all When we asked to see the old start unit that they claim to have replaced; they refused to show it to usTo this day, they have been unable to to show us the old part they claim to have replacedAfter we were forced to pay their hostage ransom to have the vehicle released to us, we took it to the Ford Dealer Upon receiving a complete evaluation and diagnosis the Ford dealer determined that the starter was never the issue at allthe problem with the vehicle was a bad Engine rod which was "broken and wedged against the engine." So even if Rose City Automotive replaced the starter (which I do not believe they did), it was not even the problem in the first placeIf they wish to resolve this issue they can do it in two ways(1) Show us a copy of the signed written estimate authorizing services as required by Oregon law, and show us the old starter unit they claim to have replaced.or(2) Provide a full refund for these unauthorized services which I do not believe were performed int he first place.thank you [redacted]

As we stated before, [redacted] never came into the shop until the end of the day and we had talked to him over the phone while he was at workWe had never refused to show the starterWhat we had said was that we had to return the core and it had already been picked up from the parts storeWe did in fact call the parts store and asked that they bring it back for it to be seenThe problem was that they couldn't bring it right away and had to be delivered back to us the next day as they didn't have any more runs that day As we have stated before [redacted] was our customer and that is who we had talked toThis [redacted] person that has been corresponding with you is not our customer and that's why we never talked to himIn fact we did not know of him until [redacted] came to pick up his truckAt which point he came in here acting as if he was our customer and stating he would see us in court [redacted] is a third party that came out of nowhere just making complaints that we never told him anything

Yes, I am the customerThe vehicle was in my care and custody The vehicle was dropped off at my direction and for my benefit I personally went to the shop in the afternoon to ask about the estimate To my surprise, no estimate was forthcoming as I was informed that services were allegedly performed without consent I was forced to pay for services that were not authorized or orderedMoreover, I suspect that no services were ever performed I paid for the alleged services under dispute because they were holding the vehicle hostage unless payment was made for the services that were never authorized The merchant can resolve this entire matter simply by providing a copy of the signed written estimate and authorization to begin services as required by Oregon law Will the merchant provide a copy of the signed written estimate/authorization to begin services?

On March 17th a ford ranger was towed into the shop here at Rose City Automotive.Upon checking it out we noticed that the motor was not turning overAt this point we started to chargethe batteryAfter giving the battery ample time to charge we tried again to start the truckOnce
againthe motor was not turning over and just continued to clickAt that point we called the owner of thetruck, ***We let *** know that the starter was bad and that it would need to be replacedWe told*** that the starter was bad and that without replacing the starter we wouldn't be able to furtherdiagnose the truckAfter telling us that if the starter is bad then go ahead and change it, we proceededby ordering and installing another starterAfter installing the starter the motor turned over but wouldn'tstartWe let him know this and at this point he didn't want us to continue with any more work on histruckHe didn't want to pay the price that we had given him so we gave him a discount to help him out.*** was okay with this, but his friend that paid wasn't and said that he would see us in court
