I am writing this letter to you after multiple phone calls to the SBPD, Rossmoor Tow and a personal visit to speak with the Watch Commander on July 6th, 2015 in hopes to resolve an issue of mine that I also believe many other Seal Beach residents might find themselves in the same situation and frustration I am currently experiencing.

My wife and I, combined, have lived as residents in Seal Beach for more than 20 years and we have never been subjected to such heinous acts of what I think is not only discriminatory, unethical, unlawful and a waste of our city’s budget.

While we were in the hospital delivering our first born son, our car was towed from in front of our home. The car is a bit old, but it is completely up to date and legal with registration, insurance and even a full time SB resident sticker on the bumper. I checked with dispatch and the watch commander, no complaint was made about the vehicle.

To come home from the hospital, to then return for an Emergency visit was not a fun week for us. Upon the next return home we could not find out car…odd? Absolutely. I called to find out it had been towed under 22651 (K) CVC which clearly states, “(k) When a vehicle is parked or left standing upon a highway for 72 or more consecutive hours…”

My vehicle was not parked on a “highway”, in fact it was parked on the avenue behind my residence. I guess that makes me wonder why “residential” parking permits are issued? Obviously people are going to park overnight, or while on vacation, or like in my case, be in the hospital for the birth of my son, plus other emergency complications.

A kind officer at the SBPD told me, “…had you called to inform us of your situation we would not have towed the car…” so it is now to my understanding that in an emergency situation, with a residential parking permit, I need to inform the police and parking enforcement that I might not be able to move my car in a timely fashion?Desired Settlement: I think this company is ripping people off left and right, towing cars without a care or reason as to why a car may not have been moved. There was no empathy of my newborn's complicated birth, surgery, and my trips to the ER. The owner actually YELLED at me, on recording, that "you should have left your wife alone at the hospital to come home and move your car."

The OWNER and EMPLOYEE decided to hang up on me 6 times when I called to inquire about charges. Which helped add more money to the bill. They were not willing to work with me in a professional manner and I do not think the community or city official of Seal Beach, Los Alamitos or Rossmoor would appreciate a business treating residents in such a manner. I have never been so disrespected, smelled such a pungent smell, nor have I been screamed at by a business owner. The SBPD waived all fees saying it was "bogus" yet Rossmoor Tow won't even consider a conversation. They actually wanted $1000 without showing me an invoice
