Roy's Carpet Cleaning & Upholstery

I hired Roy to clean some carpets in a home that I manage as a short term rental. He performed the work mid November. He then dropped off an invoice in mid December and got soaked in my mailbox from the rain and was illegible. I then asked for an additional invoice so I can turn it into my finance department he dated the new invoice 1/10/2020. I then told him I was approved to just pay him on my company card because the amount was so low. I contacted him to see about payment over credit card he said at that time he only accepted cash and check. I went back to my finance department to see about sending him a check they said they could with a W9. I asked him to fill one out to receive payment which he refused to do even after I printed him one out. He has threatened to go to the homeowner and the homeowner association as well as threatened to put a lien on the home for refusal of payment. I never once told him I would not pay him but did tell him my finance department will not issue a check until we have a W9.
