Revdex.com:I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.A board member viewed my lawn and agreed it was dying. What did they do to change her opinion?  There are patches that are dead, same as happened a couple of years ago that isn't just dormant.  It will not come back, it didn't last time.  Why did they not address this in September when I first brought up the issue?  This is not a resolution, the lawn is partially dead due the the landscapers neglect from when I first brought it up in September.  Neighbors agree and think it's ridiculous this is happening again.As for attending board meetings, I work a 10 hour shift and the schedule of their meetings conflicts with my work schedule.  Not everybody in this community is retired and cannot attend meetings if they are not scheduled so that a majority can attend.  Considering they are evidently not even listening to their own board member why would they listen to me?Also, I did not receive an itemized breakdown of what comprises the monthly charges,  and what the reason was for the increase other than their generic  "expenses" category.  Other neighbors on the block have stated the same, we get a copy of the annual budget which doesn't go into the itemized detail of the monthly charges that would reflect where exactly the additional monies are going.Regards,[redacted]

In regards to the landscaping, City Property Management Company's understanding of the comments made by the Board Member who visited Ms. [redacted]n's home did not promise new grass but did agree with her statement. It was determined by the Board of Directors that because of the type of grass the landscape company will not be able to assess until spring of2015.Ms. [redacted] can request the Board of Directors to conduct the meetings at a time that would be more convenient for her. Or Ms. [redacted] can forward in writing via email or US mail any questions or concerns to be addressed at the board meeting if she is unable to attend. The Community Manager Sheri Dunn will present the written requests to the members of the Board at the time of the meeting and communicate the response from the Board to Ms. [redacted].A copy of the 2015 budget is attached to this response.  The increase is due to the roof leaks. After the 100 year storm this past September, 2014 this community experienced over 25-30 leaks with repairs exceeding thousands. This was the ultimate final decision the Board of Directors made for this increase, they had already been interviewing roofing companies for the replacement of the tiles roofs, since this work has never been addressed in the 35 years.

City Property Management Company takes all complaints from owners seriously, and when the manager can take action to address the owners concern, it is done quickly. If the action requires approval from the board of directors, City Property Management must gain that approval first. Neither City...

Property Management Company nor the manager has the authority to make decisions on behalf of the association or board of directors. Our role is to execute the decisions of the board. The board of directors is made up of owners, elected by owners annually. The board meets monthly and all owners are invited to attend the meetings and speak to the board regarding their concerns.In regards to the landscaping, most of the front lawns within this community have a St Augustine lawn, it is green in the spring and summer months only. The Board of Directors chose this type of grass for the community as it does not require as much water and per board direction, no watering is applied in the winter months since this grass goes dormant. Management has reviewed Ms. [redacted]'s lawn and confirmed with the contracted landscape maintenance company that the grass is dormant. We have had many conversations with Ms. [redacted] explaining that the grass will appear to be dead but it is not, it is dormant during the cold months and will green up in the late spring. We understand that she is frustrated and we have tried to help her understand the situation and the decisions of the board. She has been invited to attend board meetings so she can express to the board her desire to have green grass all year long. City Property Management Company cannot change the grass in the community without board approval. The board of directors is aware of her concerns and takes them seriously as well. The board is challenged with maintaining individual front yards, and must make decisions to try and appease the masses. In regards to the budget and assessment, the board of directors sets the annual assessment and budget annually. The increase in assessments was necessary to meet expenses. The owners are mailed a budget letter and budget prior to the calendar year explaining the increase. City Property Management Company does not set the assessment nor has the authority to set the budget. In closing, we encourage Ms. [redacted] to attend board meetings to help her understand the reasons why the board makes the decisions they do. City Property Management Company is happy to discuss with her at anytime any concern she has.
