R.T. Scanlan Master Marine Surveyor

I hired him to survey a boat for pre-purchase in New Hampshire. I was not impressed in the survey. He bragged about his diagnostic equipment to survey the engine. He took the year make and model of the engine prior to the date and then the day of the inspection said while looking at the engine he could not use the diagnostic equipment because there was no terminal. I think he should have known this in advance since it was a big part of the pricing. The only engine survey he did was that I saw was check the heat in the injectors and listen to the cylinders. After the purchase was made without having the report or oil samples because they were not ready as he promised I found the boat to be 2 ½ quarts of oil short along with other little things that were not working.
Date of survey -Date received survey 13 days. The excuse given the email was sent back to him. No follow-up. I really feel this is an unprofessional act and if I did this in my business my clients would not pay me.
