star because the maintenance crew are fantastic and honest and absolutely a credit to this company
Apart from the maintenance crew, *** Property Management was the worst company I have rented fromLet me explain, we were living out of state and accepted a property based solely on images we had seen onlineThe apartment was nice, but the master bedroom, closet and bathroom was painted the most hideous electric blue with dark grey accent wallsWe accepted the property solely on the condition that either a) it would be painted a neutral color or b) we would be reimbursed for the paint to do it ourselves, not even the labor, the paintOwner of the property agreed, we sign a lease and move in and then guess what?! After painting the property, *** told us that we would not be reimbursed!
Now this may seem mediocre, but there was numerous problems from moment we moved inThe place was covered in filth, we're talking thick layers of dust inside of all the cabinetsThe carpets had stains on them, black marks on the walls, the spare bedroom smelled like cat urine, there was no hardware on any of the cabinets and the cabinets were falling to pieces
Our biggest frustration was the AC, it was constantly having to be ran at 70degrees or below to maintain a 90+ temperature in the apartmentSummers were very uncomfortable and our bill would often reach almost $a monthThis was a combination or poor insulation and bad ACWe pay $a month now if that is any comparison
Now when we moved out, we paid someone to clean the carpets, the entire apartment and deep clean the oven, we cleaned the walls and painted over any dark spots, because that was in the leaseObviously the owner/*** or the previous tenant had not given us that same courtesy
So when we left the property, it was in a lot better shape than when we moved inThere was one mishaps however, we got a small bleach stain on the carpetNow we expected to be charged for this, but we didn't expect to be charged a whole lot, because the carpet already had bleach stains on it from the previous tenant, so we were shocked to find that we had been charged over $900!! And to make matters worse, they rejected our offer to have our own people give an estimate on the damage
Seems to me that *** are more concerned in finding ways to keep security deposits and then they do no invest that money in correcting what they had charged you for
I would like to finally add, communication is poor and staff are very unhelpful

I don't really leaving bad reviews, but this place was exceptionally badWe had narrowed our apartment search down to placesI was emailing with one of Russell's leasing agents and she told me that both places were ready to be viewedWell, the first time I went there one of the places was not available, instead of telling me why, the just said I couldn't look at it and offered me a few other places to look atWhich was fineDidn't like any of the places they gave me to look at so I emailed the leasing agent again, she apologized and assured me that the place I wanted to see would be ready to view todayI left work for an hour to grab the keys and look at the placeI sit in the leasing office for minutes while the girl at the front gets me a keySaid she had to make a copyMy girlfriend and I go to the apartment, but the key is just for the storage doorMy girlfriend calls, whoever she spoke with was extremely rude and told her that the place was not available that we couldn't have the keys, then changed her story and said that all their keys were made to fit storage doors and main doorsI'm not stupid, I tried that, it didn't workWe asked if someone could bring the correct keys out to us or if the guy in the Russell Property management car in the parking lot could let us inThe girl told us he just does inspections that he doesn't have any keysNot sure how you inspect a place without keys to get in? Well, then they hung up on my girlfriendWe went back to that place and got another key for the place and then get a phone call saying that the keys were mislabeled and that one would not work eitherSo, I went back to this place for the 4th time and they still could not find the key
The short version of my rant is that the people that work the front of Russell are unprofessional and unorganized and even if I found the perfect place I would not even consider leasing anything from them

Poor customer service. Russell Properties currently manages the HOA @ [redacted] I received a threatening letter from Russell Properties last week concerning my charcoal grill on my patio when was not in bad shape. I was threatened a fine of $100.00 per day until it was removed. I removed it last night. Currently, the landscaping is not being taken care of properly. Some shrubbery was removed, and none has been planted in its place. Also no pine straw or mulch has been placed around shrubbery or plants this year. The landscaping has a very poor appearance, which affects property owners who are trying to sell their units. Their is a need for new HOA board members to replace some of the older members that are willing to follow up on needs and get things done. Thanks. [redacted]@gmail.com

Poor customer service. Russell Properties billed for HOA fees and sent the bill to the wrong address. After 10 MONTHS of not receiving a bill, a bill was sent to the correct address. We called the business to straighten everything out. Russell Properties said they sent it to an address that did not exist while continuing to add late fees. Through no fault of our own we had accrued late fees. When we tried to resolve the issue, Russell Properties stated that we should have known that fees are due every year on January. We live in a brand new developement and this is our first home, their stand on the issue is that we should have known. On top of that, the HOA fee increased for the current year, Russell Properties failed to notify us of this. Recently we have been increasingly notified about our ditch maintenance. Our ditch looks exactly like every other ditch in the developement....

Total waste of time trying to contact them, endless passing around extensions to end up at an answer phone to which nobody will return your call.
