Stopped work and stopped communication near completion of project. Tried several times to reach him, leaving several messages, but no response. I received an estimate from Mr. [redacted] for the following work: (1) Painting interior walls and trim of living room, dining room, kitchen (including cabinets) and 3 upstairs bedrooms (one of which would require multiple coats of paint over an initial coat of "Kilz" to cover the previous pain), (2) Power washing of house exterior, (3) Repair and repainting of exterior trim, (4) New counter top and garbage disposal in kitchen, (5)New carpet in 3 upstairs bedrooms, (6) replacement of a 3 x 6 piece of sheetrock in the bedroom, and (7) Additional work as needed with additional, agreed-upon cost. Excluding any additional work, I was to pay $3925.00 up front and $3925.00 on completion of the project. After application of the first coat of paint to the living room, and upstairs hallway, a color change was ordered and 2nd coat of a slightly different color was applied. Midway through the project, Mr. [redacted] asked for the 2nd payment of $3925.00, saying he "needed to make payroll". As I knew there would be yet another final payment for the additional work, I paid him and the work continued. At this point the work included in the estimate was then paid in full, with payment for additional work to be settled later.The additional work done at this point included installation of 6" x 6" supports and bracing under the middle of the stairway to the deck, moving of 4 large azalea bushes from under the deck to the side of the house, installation of two doors, one of which I already had and the other which had to be purchased, and repair of some rotten wood above a living room window. When I received the bill for additional work, it was an astonishing $6,000 which included not only the additional work mentioned, but also a $3000 labor charge for basically moving stuff around. Any such work should have been included in the original estimate, as we did a complete tour of the house before the estimate was presented. I never authorized any "additional" work such as clearing out and painting closets and pantries which didn't need to be painted. Mr. [redacted] also claimed that, owing to the color change, "5 coats of paint" had been applied to the living room, dining room and upstairs hallway, over an initial coat of primer and a coat of "Kilz". I know this to be untrue since I was there to see the work done. There was no initial coat primer, and no coat of "Kilz" in this area. The walls were simply spackled and the initial coat of paint was started but not completed. After the color change, a 2nd coat of paint was applied and the painting completed (which does look very nice). With this bill for $6000, and Mr. [redacted] again saying he "needed to make payroll", I explained that the most I could pay was $3000 ([redacted]). He "waived" the additional charge of $1750 for "exterior trim painting" (which I had understood to be part of the original estimate). I wrote him a check for $3000, which was cashed immediately, after which he disappeared and I have not seen or heard from him since, despite many attempts to contact him about the original work still not completed (see more on that below), except I did see someone was here two days ago and glued an end piece to the counter top. The package for another end piece was left unopened. On the same day he presented the bill for additional work, he also ripped out the counter top in the kitchen and disconnected the sink, dishwasher and garbage disposal, leaving me without running water in the kitchen ever since. The kitchen is basically unusable except for the refrigerator and microwave. At this point I have paid Mr. [redacted] a total of $10,850 yet I have a kitchen which is basically unusable. The new counter top is not yet attached nor sealed but has only been laid in place. The bare wires of a disconnected electrical outlet are still there, the garbage disposal is still not installed and the promised carpet in the three upstairs bedrooms is still not put down.Desired SettlementIn consideration for the $10,850 he has received, I expect completion of the original work order as it applies to the kitchen (counter top, garbage disposal and reattachment of all connections and fittings, including the electrical outlet. Also installation of the promised J-Channel above the living room window on the outside. As I would prefer not to have Mr. [redacted] do any other work for me, I offer to waive recovery of the cost to install new carpet in the 3 upstairs bedrooms, as per the original estimate. I will get someone else to do it. I would also like Mr. [redacted] to return the original estimate which he took with him the day I wrote the check for $3000.Business Response WE will not go in that house becouse there is dog and cat [redacted] and [redacted] all over the house and it makes us sick.I have called the heath board.thay said not to go in the house until he cleanes itMore info received from the consumer 2014-07-09This case is absolutely NOT closed - far from it. I simply haven't responded YET because I've been trying to decide how to respond to his arrogance. He had 14 days to respond, and even then only did so at the last minute. Having not been told otherwise, I assumed I would be given the same time. I now have now composed my response and would appreciate being given the chance to do so.Thank you.More info received from the consumer 2014-07-15First, there absolutely is NOT "[redacted] and [redacted] all over the house". There's nothing but a dog which spends most of the day inside and at night gets picked up after. There is absolutely no difference between now and when he first came to do the estimate. Being fully aware there was a dog in the house, if he had any problem with it he should have told me up front instead of disappearing with my money and backing out of what he promised to do. Furthermore, at no time while they were there did ANYONE ever say ANYTHING to me about ANY problem with conditions in the house. This talk of "[redacted] and [redacted] all over the house" is nothing but a desperate attempt to weasel out of his obligation to do what he was paid for.In as much as he refuses to contact me and schedule completion of the work he was paid for, or even offer any apology, I WITHDRAW my offer to waive compensation for the carpet and installation. I demand monetary compensation for the work paid for but not completed - and in the case of the carpet, not even started - as well as damage to my property caused by the inexperience and incompetence of his crew.Here is how things now stand:The original estimate (which he stole from me the last day he was there), for which I was to pay $7850, included:(1) Power washing of house exterior, (2) Repair and repainting of exterior trim, (3) Painting interior walls and trim of living room, dining room, kitchen (including cabinets)(4) Painting of hallway and 3 upstairs bedrooms (5) New counter top and garbage disposal in kitchen (6) New carpet in 3 upstairs bedrooms (7) Replacement of a 3 x 6 piece of sheetrock in one bedroom Additional work, for which I paid $3000, included:(8) Moving 4 azalea bushes from under the deck to the side of the house.(9) New support pillars under the stairway to the deck.(10) Replacement of some rotten wood above a window in the living room and replacement of the exterior J-channel above it. Here is what I actually got for my $10,850:(1) Every single one of my windows is now PAINTED SHUT from the outside. Even the plastic tracks which the windows move up and down in were painted. Now none of these windows can be opened or be moved up or down in their tracks. (2) In the kitchen there is a 5/8 inch gap between the new counter top and the wall. (3) The new garbage disposal doesn't work, owing to his inability to make the necessary electrical connections. He promised to bring in an electrician to finish the work, but never did. (4) My dishwasher doesn't work anymore. It no longer drains and the door is nearly impossible to shut. He claimed this was because the "footings needed adjusting", but in fact its because it was improperly attached to the new countertop above.(5) Not a single one of the blinds or shelves which were removed for painting, and most of the switchplates and outlet covers, was ever put back up.(6) A wall outlet, removed for installation of the countertop, was never put back. I listened in astonisment as he tried to explain to his two helpers how to install it: "You understand electricity right? It's just three wires...". I wasn't there to see them attempt it as I had to get to work, and he left too, but and when I got back it still wasn't in. Thank goodness... (7) The protective J-Channel above the exterior of the living room window was removed but never replaced.(8) The support pillars under the stairway to the deck are not secured in their footings as they should be. At least one isn't even resting on the concrete support he poured under it and easily moves back and forth with nothing more than the push of a hand. (9) Most of the azalea bushes are now dead, owing to how they were planted. He promised to put garden soil under the roots in the holes dug for them. Instead, the soil was purchased after the plants were already in and was just spread on the ground. To explain the wilting he later said "That's normal. They'll do that at first. I looked it up." Except for all that, the sheetrock and interior painting were at at least acceptable, apart from walls in an upstairs bathroom which were only half painted. I also wish he had NOT pulled everything out of my closets just to paint them. That was a MAJOR incovenience for me to deal with and was absolutely unnecessary. My overall impression of RWA construction is that of a con-artist with basic carpentry skills employing inexperienced crews with little or no competence for the jobs he takes on.More info received from the consumer 2014-07-15I forgot to mention that with each request for additional work I made sure and ask how much it would cost before giving my consent. In each case, for each item listed (8-10), I was told "three or four hundred dollars". This certainly did NOT add up to the $6000 he asked for, nor even the $3000 extra I actually paid. I should never have paid him until I was satisfied with the work, but I did because I felt sorry for him, with his story again about "having to make payroll" and the bizarre incident in which one of his employees supposedly stole his truck and took and took a lot of his tools. In light of the inferior workmanship I kept turning up after he disappeared I have to wonder if this bizarre charade doesn't play out everywhere he goes, part of his scam to take people's money and then skip out on them. Ironically, the best and most consistent quality work (painting of the interior walls) was done by the guy who supposedly stole the truck. I should also mention the one employee who replaced the rotten wood above the living room window and one window sill seemed to do a faily decent job. But then I can't really tell because I can't get my windows open anymore.Consumer Response There was one other additional work item I forgot to mention: (4) Install a closet door (which I already had) and replace another, smaller door which had to be purchased. Still, these 4 items together came nowhere near the $6000 he asked for, nor even the $3000 he was given.Final Business Response I will not have my men work in that house becuase of the dog and cat [redacted] all over the house.if he can clean it I will finish.More info received from the consumer 2014-07-23"Consumer" is absolutely NOT satisfied! Not hardly. Not once in the whole time they were there, did HE or ANY of his "men" at ANY time said ANYTHING to me about ANY problem working in the house. To make such a ridiculous claim now, after he's taken my money and disappeared, is clearly an attempt to weasel out of his obligation to do what he was paid for. My house is as clean now as the day he came to do the estimate, yet he doesn't make even the slightest effort to communicate. In light of the inferior and incompetent workmanship I've uncovered since he left, I wouldn't have this man doing ANY more work on my house even if he paid me! I want my money back for the work that was paid for and never finished, in some cases never even started, and for damage he caused to my property.

Contract by [redacted]/RWA Construction, for home improvement services. Projects started, substandard, nothing completed, left big mess, damages. We signed a contract in May of 2014 with [redacted] owner of RWA Construction to have multiple jobs done totaling $4900. The completion time quoted was 5 to 7 days. They immediately came in to start tearing things up then did not return for weeks. They did not even cover up equipment, electronics, etc before they started sanding, cutting in one of our rooms. My wife who had just had surgery that week saw the mess and had to grab blankets, curtains and towels to cover things. When they finally returned to work, still no clean up inside and we had to ask them to get trash left on ground outside. [redacted] would arrive with his 2 man crew, give instructions to them and leave. We noticed problems with the quality of work on every project. One worker told us he was hired as a clean-up guy and had not received proper training for what was expected of him. Walls that were sanded where one door replaced and sheetrock repaired were not smooth and they just painted as is. Molding only attempted to be patched. Worker only given a pint of paint at a time. We now have 2 different colors on one wall because the paints did not match original color and he would not bring enough to complete the wall. When we asked about painting of new exterior fiberglass doors, we were told they didn't need it when clearly the description of door and even the salesperson where the doors were purchased stated that the doors were "primed" only and required painting within 45 days or the warranty was voided.The front porch that was being built was poorly and improperly constructed. Substandard, non-pressure treated columns were set directly on the porch bricks and again were only primed; no paint or sealant applied. No header built in top and looked like someone was trying to piece something together using scrap lumber because they clearly had no plan and didn't know how to measure or build a structure. We were left with siding removed from our house around front entry, a partially, improperly built porch that had to be redone. An eyesore! When they put the siding back up at the back of the house where another door had been replaced, they didn't even put up a vapor barrier first even though we brought it to their attention.The containment wall where our old hot water heater was in laundry room was removed and they were supposed to move new heater over and build a new containment around it. They improperly moved the pipes and cut-offs and built an un-level box around it. Flooring tiles were broken and new exterior steel side door that they installed was dented in 2 places. That containment box project was also not completed.[redacted] would not answer his phone and chose only to communicate with us by texts. We saved them. In July he finally said he needed more money (more than he even quoted) in order to come back. He even threatened to put a lien against our house and said he would call his attorney. He also said that we had been talking bad about him to his workers and they did not want to return. Actually, we did complain about the quality of work to them because he wouldn't come around to talk to him. His workers were the ones talking about [redacted], his failure to pay them for their hours and about his personal life, the details of which I will leave out. We had already paid [redacted] for work which he didn't even finish. Stupid on our part. We told him to go ahead and give us his attorney's name because we would like to invite him to our home. We have not heard from [redacted] again.I know that I am leaving something out but we were left with a total mess. 4 different contractors came to look at everything and give us thoughts and estimates. All were flabbergasted as soon as they walked up to our front porch and all asked who built it. None were in awe. All could not believe the mess and substandard work. Estimates to undo, repair, redo the work exceed what was paid to RWA Construction. He should not be allowed to run a business, maybe not even swing a hammer.Desired SettlementWe want the entire amount paid to RWA Construction/[redacted] refunded. Even though part of that paid for supplies and doors, etc. The warranty on 2 doors has been voided because he said that they did not need to be painted. They did. Damage was done to another new door by his workers. Also, we had 2 electronic locks installed on 2 of our old doors. When they were removed and put on the new doors, they were installed improperly and the wires were cut. We had to buy 2 more. Flooring tiles were broken and will now need to be replaced.

I hired RWA construction for garage reno, they were not licensed and did a terrible job. My roof leaked right after and they didn't bother to fix it.I spent about 8,000 on a garage reno which was supposed to take 2 weeks to complete. The contracter lied and said he was licensed and I later found out he was not. He had non licensed people doing electrical work in my home and failed inspection more than once due to this. He stated he ran out of money during the course of the 5 months and I had to give more money in order for them to keep working. The job they did does not look professional and my roof began to leak a month or two after they finished and he came back to fix it but didn't. The next day it rained and water began leaking into my garage again and I just gave up and called someone else to fix it.Desired SettlementI am seeking to obtain some of my money back for this horrific job they completed. I had to pay someone to come and fix the leak in my roof and I went through a great deal of pain and suffering during this project. Did not know I was dealing with a liar and a crooked person until I had already signed the contract.Business Response Mrs. [redacted] was happy with the job we did when we finished. There is no warranty on any work I told her that from the get-go the extra money that she is talking about is to do extra things she want it done. But rwa Construction LLC is going out of business and will no longer be doing business thank you and have a good day.Consumer Response I was not happy with the job at all in fact I informed him that I would sue him on multiple occasions due to having unlicensed people doing licensed work. The city of [redacted] electrical inspection rep came to my home to do an inspection twice because they failed because they had someone unlicensed doing my electrical work even though they lied and put a licensed person on the permit. He is very dishonest in respect to a lot of things that happened. I was never told that his job was as is and that there was no warranty. When my roof started to leak he said "I figured that might happen" he knew that was going to happen because the guy [redacted] he has working for him didn't know what he was doing at all. He told me he was going to fix the roof and he came out a couple of days later and supposedly fixed it and then that night it rained and it started leaking again. I called him and he said he would come back and he never showed up. Working with this. Impact was a terrible experience. Mr [redacted] took advantage of me because my husband was out of town during the entire project and he knew I wouldn't climb on the roof to see the job he did. Once I hired someone else to fix the roof they laughed at the job he did and he took a pic and showed me and it looked horrific, no wonder why it leaked. They had to use at least 4 gallons of paint to do my garage area because they couldn't even paint correctly. All I can say is that I hope they don't take advantage of anyone else. As you can see from his response he makes up things as he goes and is not a good businessman and that is why they are going out of business though his website is still active. Not sure what else to say other than he lied to me about having a contractors license and when I called to verify the general board couldn't find him. He misrepresented himself and his company and that is the only reason we went with him. I have also complained to [redacted] since they referred him to me.
