In August 2009, we conducted a septic inspection for [redacted] for the sale of property at [redacted], Belgium WI.  There are several criteria in passing or failing a septic system.  Regarding the septic tank component, the first item we check is the...

liquid level within the tank prior to pumping.  With this septic tank, the liquid level in the tank was not higher than normal (which would indicate a blockage in the outlet piping), nor was it lower than normal (which would indicate a hole or crack in the tank).  The liquid level remained constant after the saturation test, which would indicate a normal, working system.  The second item we check for are holes or cracks after the tank is emptied.  We were present when the tank was pumped and we did not see any cracks, nor did we see groundwater/effluent infiltrating into the emptied tank, which should be the case if the septic tank was not water tight.  Based on these indicators, we did not have evidence to fail the septic tank. It was noted and reported that [redacted] [redacted] did not have records of the system or septic tank.  The lack of this information indicates the system/septic tank is older (pre-1972). All septic systems and their components show signs of aging as soon as they are installed.  When each component reaches the "failure" stage is impossible to predict.  As we conduct inspections, we have a very small snapshot of how the system is functioning and the condition of the components.  To predict the future or speculate on the past condition of a septic system is foolish.  On the day of our inspection, the septic system on the above property was not failing.If you have any other questions regarding this matter, please feel free to contact us.John [redacted]Jentges Excavating and Pumps, Inc.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.The test JR’s Excavating performed in April 2013 also stated normal liquid levels when injected with a florescent tracing dye.  No signs of septic failure through this test were observed then either.  However, the inspector did a more thorough and diligent job of inspecting the tank after it was pumped.  He first noticed an asphalt patch on the bottom of the concrete tank that tipped him off to a more serious problem being covered up.  From there, he more carefully probed the bottom of the tank with a metal rod and found the failed bottom.  This patch as well as failed bottom should have been caught by Jentges Excavating and Pumps Inc. during inspection and missing them either points to incompetence or willful neglect.  If all they did was look at the bottom and consider it sound without probing it with a rod like JR’s, then again, they were not doing a thorough inspection.  And considering they knew the age of the system to be pre-1972 should have tipped them off to be more diligent in checking the tank.  If they didn’t do thorough inspecting like JR’s did, I have no confidence in their assertion that the septic was not failing on the day of their inspection.Regards,
