We have performed an in-dept review of this concern. Our policy is to collect $75 up front for self-pay patients to secure an...

appointment. This money will then be applied to the invoice for the visit. We have documentation regarding the conversation where we communicated this to the patient prior to the visit. We have reviewed the provider's documentation and found he billed appropriately for the visit. The provider also offered the patient alternative care options to help avoid additional expense. The provider spent a great deal of time talking with the patient to listen carefully and provide assistance.
When we reviewed our procedure for communication with patients about this up-front collection, we did find we could make a small change in the verbiage which could help clarify the policy even further. In an effort to preserve our relationship with this patient, we are going to discount $70.00 for this visit.
Initial Consumer Rebuttal /* (3000, 7, 2016/02/26) */
(The consumer indicated he/she DID NOT accept the response from the business.)
As I said I paid $78 up front desk (not $75), I asked in advance for the costs of the consultation. The person at the front desk told me that the cost is $78 (not $75 as this person is claiming in the reply, saying that they did an in-depth review). Also I asked if that is all that I would have to pay, I was very concerned about this since I have to pay everything out of pocket and I made it very clear; the woman at the front desk told me that the $78 was all and that if there is something extra that would be charged as extra. This was on January 4th, then one month later I received a letter from them charging me an extra $137, saying that the insurance company has not received the needed information for the payment and that the new balance has now become my responsibility. That is weird since I was told that the $78 was the total and also I said several times that I have no insurance, that I am unemployed. The woman at the front desk insisted too much about charging the insurance company arguing that it appeared as active in the system. I insisted otherwise and I paid the total out of pocket.
Now, few days ago, in February 22nd, I received another letter from SLU care, an invoice of a total of $215, saying that the $78 was for "insurance" and that I still owe $137. That is nonsense.
During my visit I explained to the doctor my situation saying the same things that I said at the front desk, that I cannot afford anything extra because of the lack of health insurance, and we agreed in not having anything that could cause an extra charge.
We talked for a while, I was just answering all the questions asked by the doctor. I was not checking the time but if there was a time limit, the doctor, the nurse, or somebody else should have told me so. I do not think that it was a great deal of time as they claim in the reply, and I do not think that the doctor dropped any other appointment to continue attending me.
I decided to visit a doctor because I needed help to deal with my stressful situation and the lack of sleep, but now all this is causing even more stress to me.
The $215 is certainly too much for a regular visit to a family physician. If they have told me from the beginning that the total would be that I would have not taken it and just I would have left the place.
If they really want to be fair and do the right thing, they should drop all that extra charge of $137 and apologize. There was nothing extra in my visit there and I was told from the beginning that the total was only $78, an amount that I paid right there.

I am rejecting this response because:
Thank
you for your quick responseWith regards to the consent form, that really is
irrelevant. If my daughter had a $100,surgery, and I came in, signed
a consent form, and then the Doctors cancelled the surgery, it doesn't mean I
would still be responsible for the $100,for a surgery that was never
performed. I acknowledge that I showed up for my appointment, and Dr
Cruz cancelled the appointment with me in personThe notes that you sent me
seem to confirm that an exam was not performed. For the exam results, it
says "Unable to Test: Yes'. There are no actual results of an exam,
just some default information like, "Lids/Lashes: normal, Lens: Clear'
etc." Dr[redacted] never performed an eye exam. He
walked in the door, explained that an eye exam was not needed, and cancelled
the appointment and he left. He was there for less than minutes, and
got no closer than than feet from myself and my daughter. The $is
not really the issueBetween my insurance and my out-of-pocket medical
expenses for my daughter in the last years, we have given Cardinal Glennon /
Slu Care over $10,000, so another $isn't really that muchI would give up
everything I have and more for the health and well-being of my daughter.
It's just the principle of being charged for an exam that never occurred that
bothers meThe only note I see that Dr[redacted] actually wrote says, "Fundus
exam performed March without disc edema (Dr[redacted]) Will repeat in
mos". This just confirms that Dr[redacted] didn't want to perform that
exam since my daughter just had one a couple months prior with Dr[redacted]
I am hoping that you will remove the charge from my account based on the fact
that the eye exam never occurredIf for whatever reason, you decide to insist
that he performed an exam, I am requesting that you set up a phone call between
myself and Dr[redacted]. If Dr[redacted] tells me over the phone that he actually
performed an eye exam, I will pay the bill.

Please review attached signed consent to treat documents for the complaint for the amount of $106.86. There are two invoices involved invoice [redacted] ($53.40) date of service 01/06/2016 & invoice [redacted] ($53.46) date of service 01/09/2016 .When the patient enters the hospital it is explained...

to them that the services that are rendered to them will be billed by separate providers. When the patient consents to treatment he consents to being seen and billed by the providers of service.  Patient was sent 4 billing statements (05/06/2016, 06/13/2016, 07/11/2016, & 08/16/2016 ) Patient was called 4 times (05/25/2016 ,06/29/2016, 07/13/2016 & 08/15/2016) messages were left about the issue. The patient called SLUCARE 12/28/2016 and requested a Financial Assistance Package be mailed to his residence. SLUCARE tried multiple times to resolve the issue with the patient before sending the account to collections. The balance is true and is owed to SLUCARE by the patient.

The department has contacted Mr. [redacted] directly to resolve this issue.
