Mr *** complained is in regards to a donation to Saclead Foundation IncPlease remove all reference to *** & Associates which is a sole and separate entity that has nothing to do with this

Under my capacity as a board member of Saclead Foundation Inc, I have handled Mr *** * *** request for a refund in the up most professional mannerI have responded to all his inquiries, each time explaining the course of action taken to accommodate his request for a refund
Mr *** was solicited for a donation by his cousin *** *** who was hired as an independent contractor for such purposesAt no time did Mr *** complain while his cousin was working for SacleadIt wasn't until Mr *** contract was not renewed that Mr *** demanded a refund claiming he had not received what was promised by Mr ***Mr *** and Mr *** have since partnered together in a new business ventureI have asked Mr *** to submit the sponsorship agreement which would have outlined the conditions and benefits of his donation but neither he nor Mr *** have submitted such an agreementOur records show no such agreement was issued and signedIt is our standard practice not to make any claims or promises to donors who decide to financially support our organization. However, in the spirit of Good Will, Saclead made the decision to reimburse Mr *** in full once funds were made availableAs a 501cnonprofit, we do not always receive funding and at the time of Mr *** initial request to the date of this email, Saclead Foundation Inc has not received funding which would allow us to issue a refund. This was fully explained to Mr *** and we even made a good faith payment of $200 upfront which he has received and acknowledgedWe do not understand Mr *** continued efforts to discredit Saclead Foundation Inc and me personally even after we showed a wiliness to refund him in full.

At NO time in any communication (Verbal, email or otherwise) was “Donation” in any conversation or contract until Mr. [redacted]s’ response to Revdex.com   
Mr. [redacted], like all communication over a year, continues to operate at a very low Level of personal and professional integrity – demonstrated below.
Mr. [redacted] is Officer / Founder of SacLead, SacLead Foundation and Owner of [redacted] and Assoiates.   Mr. [redacted] has a civic and ethical responcibilithy as an officer of all three entities. 
Under my capacity as a board member of Saclead Foundation Inc, I have handled Mr [redacted]r W [redacted] request for a refund in the up most professional manner. I have responded to all his inquiries, each time explaining the course of action taken to accommodate his request for a refund.  
Mr. [redacted] certainly has a high opinion of himself.  His lack of action vs multiple commitments are entirely opposite:  Furthermore, Mr. [redacted] is not only being “untruthful” his cometary is consistent with his continued Obfuscation of facts.  Strato Communications has provided information below and attached time stamped snap shots of the email strings.:   Also See below.
Mr [redacted] was solicited for a donation by his cousin [redacted] who was hired as an independent contractor for such purposes. At no time did Mr [redacted] complain while his cousin was working for Saclead. It wasn't until Mr [redacted] contract was not renewed that Mr [redacted] demanded a refund claiming he had not received what was promised by Mr [redacted]. 
In Context: between 2013 and March 2015, Strato Communications, Inc had previously attended no more than three SacLead lunch / learn events.  These invitations came from Mr. [redacted] and/or automated email blasts from Sac Lead. 
While Mr. [redacted] is a distant cousin, Strato Communications was presented and invited to participate in a SacLead sponsorship while Mr. [redacted] was representing SacLead.   Willing to evaluate and potential support an up coming organization, Mr. [redacted] professionally represented himself and SacLead and built a case to us that thoroughly explained the sponsorship package options/benefits etc (what they entailed being a sponsor and the benefits of sponsoring SacLead in partnership.  Strato Communications, Inc stake holders took an assessment of our potential return on investment and corporately voted to negotiate SacLeads sponsorship of $2500.00 for the remaining Nine (9) months of 2015 for the amount of $1,500.00.
In short, Strato Communications goal of SPONSORSHIP was so Strato Communications could obtain visibility in the local markets and ultimately look to a return on our $1,500.00 investment.
The Sponsorship (NOT A DONATION) We signed for the Annual Logo Sponsor that was to include over 30 events, email blasts to a “data base", logo placement, PDFS etc of all flyers ETC.   
To be clear, The Sponsorship (description  attached) is/was in contract with SacLead- no individual.   If Mr. [redacted] was not authorized as an independent contractor to negotiate a contract on behalf of SacLead, why was our Check cashed that clearly states “SacLead” Sponsorship in description of Check and every corresponding email since then?
Revdex.com, PLEASE BE ADVISED:  We believe Mr. [redacted] is attempting to cover his legal tracks between Cash flow of his  For Profit organization SacLead Inc (CA Secretary of State  # [redacted] and his SacLead Foundation, Inc ( [redacted]).    
This is the first time in any communication the term “DONATION”  has ever been brought up.   As President of Strato Communications, Inc, (A Veteran Own Small Disabled Veteran Business Enterprise – Department of General Services SB/DVBE #  1790894 that has boot strapped our business from nothing) I have  Financial Statement | P/L and Cash Flow responsibilities to our Officers.   There is ZERO reason for me or our officers to vote a “Donation” for who knows what.    More back up information below.
It wasn't until Mr [redacted] contract was not renewed that Mr [redacted] demanded a refund claiming he had not received what was promised by Mr [redacted]. 
SacLead’s relationship with Mr. [redacted] is not nor has never been any of Strato Communications nor my concern – and don’t know why it would be.   What is my concern, is Mr. [redacted] while Professionally representing SacLead presented a Sponsorship Package in Apr 2015 to include multiple action items on SacLeads part to promote Strato Communications noted above.  A copy of the sponsorship package on Sac Lead Letterhead and Stating Sponcorship etc. was provided to Mr. [redacted] on two occasions.
Oddly noted below, once we engaged legal.. He states he does not have access to his SacLead email anymore and to communicate via postal mail.
First part of Aug 2015 (Approx 4.5 months after SacLead Cashed Strato Communications, Inc $1,500.00 check, I inquired with Mr. [redacted] the status of our Sponsorship and subsequently learned of Mr. [redacted]’s departure from SacLead.   See attached correspondence.   Was informed, Mr. [redacted] was main point of contact at SacLead.   I sent our first series of professional emails 08/13/2015 to Mr. [redacted] in attached Chronological emails with date stamp.  Mr. [redacted] calls these “Demanding”.   
Mr. [redacted] came back that he has no record of such transaction and to please provide.  (As a CEO, I would expect the CEO of a Corp and 501 c 3 would have tremendous records of the Sponsorship package and simply look at their bank account where a 1500.00 just automatically appears.  
Starting from 08/13/15 though to first week of 2016, there were a series of Emails approx every 2 weeks apart to Mr. [redacted].  The chronological order and all snap shots are attached.
Furthermore, the Chronological dated emails in attached, are tremendously transparent of our professional request of a refund (every two weeks or so until we informed Mr. [redacted] we were Carbon Copy /CC our legal team.   In which Mr. [redacted] eventually replied  of what Strato Communications, requesting a refund… and Mr. [redacted]’s description of “Demands” are crystal clear of who is operating professionally.
06 Oct 2015 Mr. [redacted] in email (shown in file) stating: "The decision was made to refund you 100%. Please confirm your mailing address where to send the check. The check will be mailed in two to three weeks once funds are available”
This never happened  and subsequent inquiries after Mr. [redacted] went Dark (again) - 02 Nov, we CC Mr. [redacted] of a email that I would consider a formal complaint to Revdex.com, SBA, PTACs DGS etc.. If Sac Lead did not provide our monies back, that he is impeding on a Service Disabled Veteran Own Business (SDVOSB) at the federal level and the SBA does not look positively on those matters.
After communication with Mr. [redacted] with CC to Legal, Nov 5th 2015, Mr. [redacted] stated SacLead emails are not functioning and requested all communications with SacLead via US Postal Mail.  
No comment on that one other than Strato is a Tech firm and you just don’t loose access to a GoDaddy Email provided exchange acct.
12 Nov, we received a check for 200.00 .  I responded via email to SacLead and his Insurance firm, that I was in receipt and in bold yellow highlight reiterated asking for a Solid Plan Forward and a commitment to dates for full refund.   I also pointed out his check came from his Insurance Firm address not Sac Lead.    
Silence for 6 more weeks.
29 Dec, we sent a mail stating if not paid in full we professionally laid out our intent to file formal complaints.   Here is the text what Mr. [redacted] thinks is Demanding:

As you know, Strato Communications is a Federally CVE certified SDVOSB via from both the VA and SBA - that conducts business with Federal Agencies/DOD/MIL and Federal prime contractors - this is our expertise.
I saw SacLead is one of six BICs in Sacramento as noted in the most recent Small Business Resource Guide | U.S. SBA Sacramento Edition - page 14.
My Firm not only communicates with the Local SBA on a frequent basis: Mr. [redacted] & multiple staff and the SBA in DC, but I have meets at the Sylvan locations every 30-60 days.
As previously pointed out, SacLead is financially impeding on a CVE / SBA Certified Service Disabled Veteran Owned Small Business (SDVOSB)
I am considering reaching to Joe [redacted] first week of 2016 for SBA¹s direction and guidance regarding subject.
Being SacLead is a certified Business Information Center (BIC), I am confident subject  will not bode well with the Leadership of SBA in Sacramento region nor in Washington.
Furthermore, I would encourage your organization to conduct research what the Federal Penalties are (Very Stiff and including Jail time) for impeding on a Federally Certified SDVOSB.  I would think if they wanted to do a financial inquiry and requesting of documents etc it would be very time consuming on everyone.
Please forward  payment of 1700.00 (less two hundred paid) = total 1500.00 delivered or post marked no later than 31 Dec 2015.
Strato Communications can take: Personal/SacLead/[redacted] etc Check, cashiers check and can also process Credit / ATM card all the same.

Mr [redacted] and Mr Roglaski have since partnered together in a new business venture. 
Strato Communications has no mutual business venture nor have any partnership with Mr. [redacted].   Again, I learned of [redacted]’s departure when Iinquired about our sponsorship status.
I have asked Mr [redacted] to submit the sponsorship agreement which would have outlined the conditions and benefits of his donation but neither he nor Mr [redacted] have submitted such an agreement. 
I have provide multiple times to Mr. [redacted] along with electronic copy of cashed check.
Our records show no such agreement was issued and signed. It is our standard practice not to make any claims or promises to donors who decide to financially support our organization.  
Mr. [redacted] – please do not confuse a Strato Communications, Inc  Corporate Event Sponsorship with Now  Claims / Promises of a “ Donation” and “Standard Practice.   We are beside ourselves of the blatant intent from Mr. [redacted] to now bring in “Donor” to the conversation.   
We highly suspect, not proven, an attempt to cover the two SacLead Entities  For Profit organization SacLead Inc (CA Secretary of State  # [redacted] and his SacLead Foundation, Inc ( [redacted]) and how these monies were dispersed.   Furthermore, being a 501 c 3 does not have to file IRS forms with Less than $25k revenue – seems tremendously suspicious now Mr. [redacted] is involking “Donor” to the conversation – Strato has done our researchin the matter of the two and noting continued deflection. 
However, in the spirit of Good Will, Saclead made the decision to reimburse Mr [redacted] in full once funds were made available. As a 501c3 nonprofit, we do not always receive funding and at the time of Mr [redacted]'s initial request to the date of this email, Saclead Foundation Inc has not received funding which would allow us to issue a refund.
We have provided multiple information how SacLead can shore up their obligation (see attached)   We do not believe Strato Communications, Inc should be held financially captive as a small business which we work very  long and hard hours.   We suggested the officers of Mr. [redacted]’s organization(s) legally  lend SacLead (in a form of a loan) in order to do the right thing since they mis-managed their cash flow.
Furthermore, as shown on multiple email strings, we time and time again requested Mr. [redacted] to provide a time line to completion of payment… 200.00 once a month, 500.00 /month etc.. However, Mr. [redacted] has never responded to those requests other than stating "in the spirit of Good Will, Saclead made the decision to reimburse Mr [redacted] in full once funds were made available”.   What does that mean, a month, 6 months, a year, what?
This was fully explained to Mr [redacted] and we even made a good faith payment of $200 upfront which he has received and acknowledged.

We do not understand Mr [redacted]'s continued efforts to discredit Saclead Foundation Inc and me personally even after we showed a wiliness to refund him in full. 
This has nothing to do with discrediting anyone: noted in our original Revdex.com complaint.   SacLead under Mr. [redacted]’s leadership has a professional duty and as a business owner to come up with a soutlion to his responsibilities that have effected Strato Communications’ own Financial Statements, P/L and Cash Flow.   Monies we could have invested in other areas of our organization: computers, temp staff, or event donate to a legitimate worthy  cause.  
I would be out of business with all of my vendors and would not have ability to conduct business if I showed a " willingness “ to refund my clients or vendors over statements in email, and mismanaged my corp funds for over a year.

On a personal note: Had Mr. [redacted] just been up front and acted as a professional:   "Gentleman’s Handshake", personally commit over a stated period of time to make things right or complete is one thing that never happened.   Mr. [redacted]  stating he “intends" to pay while doing everything in his power to not fulfill his obligation has been clear throughout.
Furthermore,  Mr. [redacted] spending more time figuring out how to get out of his obligation rather than spending time to figure out a way to fix it is another avenue then tossing in all the legal terms etc has made this communication with Mr. [redacted] one of the most unprofessional communications in memory.
Interesting, Mr. [redacted] has been participating with multiple public sector agencies and firms to partner and support Veteran business owners.   As a formal Veteran and a registered vendor to the State and Federal Government (Disabled Veteran Business Enterprise  and Service Disabled Veteran Owned Small Business), Mr. [redacted] is doing everything against my organization to fulfill his responsibilities as the Director of both SacLead(s) and his civic responsibility as a business owner of [redacted] & Associates.  Makes no sense… history showing he is discrediting himself.
As a Veteran Business, we have lost tremendous dollars that could have been better spent in my organization.   I personally have spent  60+ Executive hours in this process that has personally effected my business cash flow every time I have to step away and put visibility on this, communications, legal, etc.
