Sacramento Shade RV Park

Jeremiah N*** (owner of Raw Modern), came to my house June 2nd, to give me a bid on redoing my back deck On that same date he came inside to tell me that he could complete a demo and remodel on my kitchenOn June 4th he sent me a bid for the deck:
"Demo entire deck, remove all waste, nuclear attack the spiders, two cement steps, & install new concrete patio with steel edges in the footprint of the old deck$4,All materials & Labor"
That day he began demo of existing deck
On June 5th he sent me sample photos on the back yard patioI told him I really liked a two tone example with wood and concrete
On June 8th he sent me the bid on the interior work:
"Demo two closets in kitchenReframe it as a kitchen islandcabinets, cubbies or drawers framed in on each sideto inch concrete slab as island countertopoutlets moved to work with islandCeiling and any walls that previously touched will be textured and painted to match old with new$3,

Review: The on staff management is neglecting their responsibility to enforce the park rules and crime free lease addendum. They know that space #32 does illegal drugs, yet choose to turn a blind eye to the illegal activity. Also I have notified them of the illegal activity that goes on at site #16, they suspect them of being thief's on several occasions, know that the tenants there are a nuisance to the park, and choose to ignore this issue also. I have notified them of the late night and suspected drug use and sales that goes on at site #22, yet they choose to neglect their responsibility of management here too. As a resident doing business with the RV park, I expect them to uphold the crime free addendum of the park. While I was an employee for a short time I verbally complained and was terminated. Now that I'm a resident filing tenant complaints they are ignored. This is my second letter to you regarding this public safety issue that involves the consumer tenants, and the managements negligence to secure the safety of said consumers, due to their suspected involvement and criminal activity.The first case was closed because supposedly it doesn't fit your preview, so I have put it in a more straight forward context that maybe you will see does fit your preview of consumer and business affairs. If they are harboring criminal activity as I suspect, than they are endangering the lives of everyone in the park and community inadvertently through their ignorance and arrogance. I would think a government office that protects the health and safety of the consumers and people would have a community responsibility and legal interest.I have already contacted the sheriff, the mayor, and our congress person, So do what you will, but this subject isn't a facile one.Desired Settlement: ~ Removal of the tenants conducting criminal activity, removal of the staff who apparently harboring such activity, and fines to the owner who after being notified with photo's dismisses the tenants and residents complaints.
