Hello,First off, let me say that my response was based upon the address [redacted] , which was shown in the original complaint: The following will address Mr. [redacted] complaints as it relates to [redacted] 1.      Mr. [redacted] had received a $4.00 late fee...

on 6/1/2017.  Mr. [redacted] was billed $39.99 on 5/4/2017 with a due date of  5/23/2017.  SSWD assesses a penalty charges for any outstanding balances at the time the next billing is generated, which in this case was on 6/1/2017.  His payment of $39.99 was received on 6/1/2017, the same day we billed.  Since Mr. [redacted] had not paid this $4.00 charge, each month he has been getting a small penalty against this outstanding balance.  It is clear that the payment came in on the same day we assessed the penalty charge.  I will remove all penalty charges that were assessed against the account since June 1, 2017.  This credit totals - $6.01.  This leaves a balance on the account of $34.92. 2.      Let me at first explain that the water bill is made up of three components.  The Meter Service Charge, the Capital Facilities Charge and the Usage Charge.  If zero water is used the Meter Service Charge and the Capital Facilities Charge are still billed.  These two charges total $38.19, while the usage charge is $0.90 per ccf for the first 10 ccf (2017 rates).  As you can see this is the largest component of the water bill.  Mr. [redacted]s’ water usage ranges from 2-6 ccf each month or 1,496-4,488 gallons.  This is extremely low usage for a single family home and would lead me to suspect that there is very little outdoor usage.  This low usage is typical of indoor usage.  This water meter is read through a network system, so there is no reason for anyone to go to the property to read the meter.  The only reason to visit the meter is if there is a problem.  This meter is reading properly and SSWD staff has had no reason to check the meter.  We can offer Mr. [redacted] a Water-Wise House Call which would look at how he uses water and give him ideas on how to be water efficient.  However, based on his usage, I believe Mr. [redacted] is doing a tremendous job using water efficiently.  I hope this addresses Mr. [redacted] complaint. Regards, [redacted]

When I first moved in here a couple months ago, I installed a low-flow toilet that only uses a little over a gallon per flush.  Any "warm up" water is reused. Thank you for your help on this and I expect this should be the end of it.
