I hired Mr. Stoddard to do general contracting work on my new home on June 16, 2019. I advertised on *** that I was in need of a handyman and Mr. Stoddard reached out to me. He advertised that he was a licensed and insured contractor. He was contracted to install a utility sink, finish installing a new interior door, close an existing doorway and replace some floor tiles. Mr. Stoddard was always late, if he showed up at all. He left for several hours during the days he was here to do other estimates and frequently had to reschedule for various reasons. He asked to be paid before the work was finished without an invoice and once he received his check he didn't show up any more. He did not clean up after himself, leaving messes all over my house. He used my personal vacuum cleaner without permission to suck up drywall dust, requiring that I now have the vacuum professionally serviced. His work was substandard, and when I asked for corrections, I got excuses and explanations. I have repeatedly asked for an invoice with his license number and have been ignored. After my 2nd invoice request, I looked up Mr. Stoddard on the Idaho Bureau of Occupational Licenses and discovered he was NOT licensed as advertised and didn't receive his state contractor's license until July 12, 2019, a month after he was hired and AFTER I had demanded his license number twice. Mr. Stoddard falsely advertised he was a licensed contractor when I hired him. He is unprofessional, sloppy and untrustworthy.

I do not have the street number of Mr. Stoddard's address. I am unable to find it doing a web search and he will not respond to my inquiries. I looked up his address on the Idaho Bureau of Professional Licensing and the only the street name is listed, not the number. I do not know how to get this information if Mr. Stoddard will not respond to me and it's not publicly listed.

It came as a shock to me that my client was dissatisfied with my work, as we were in constant communication over text and in person. It was not ever expressed to me that she was unhappy or that any of my work was unsatisfactory. We had discussed that my licensure was in the works – at the time, I was operating under another contractor until my paperwork came in, which my client said she was fine with and allowed me to begin working in her home. The projects I was hired for were done in three rooms of the house - the majority of which my client used to do her job. Therefore, I did my best to work around my client’s spontaneous schedule. My client would receive phone calls and for privacy reasons, I could not be working in the same vicinity and would have to leave her home. This made it difficult to maintain any kind of consistent schedule. I take ownership of not providing her with my licensing number once it was mailed to me and can provide that now, if need be.

The drywall mess was cleaned up using her personal vacuum, as was insisted by her mother, because mine had broken. Before leaving each day, I made sure to leave as little mess as possible, and there was no dissatisfaction expressed to me at any point in our interactions.

In regard to my client’s claim of paying me without an invoice, payment was provided after an invoice was sent to her via email, of which I have record. I did receive payment just before the job was completed, needing only to finish the seven pieces of tile and the grout. I did return twice after payment to set tile and drop off her new paint match, needing only then to finish the grout. I did miss the initial grout appointment, of which I apologized for. My client never responded to my texts to reschedule the grout setting. If she had responded to my attempts to reach out to her, or indicated at any point she was dissatisfied, the job would have been completed as promised and any issues would have been remedied then and there. I charge fifty dollars an hour for labor; setting the grout would have taken two hours. Therefore, if she would like to be reimbursed for those two hours plus a new filter for the vacuum I used that day to clean up, I will gladly adjust my billing and reimburse her one hundred and fifty dollars.

I am rejecting this response because:

I am in receipt of Mr. Stoddard's refund check of $350. Assuming the check will clear, this satisfies only 2 of my 3 requirements to accept and close this complaint. The first requirement was that Mr. Stoddard send me the estimate and invoice for services rendered, which has been satisfied.

The third and final request was that Mr. Stoddard retract his slanderous and false statements about my personal character and inappropriate behavior that did not happen. Until Mr. Stoddard submits a written retraction and apology, I will not close this complaint. This is the 3rd time I've mentioned this requirement, Mr. Stoddard has so far ignored it.
