I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
Because of personal medical issues which I choose not to announce on a public forum, I sold the Honda Shadow and thereafter returned the Scoot Mod 6" forward control parts on 9/30/14.  Also, this was the second product I had purchased from Scoot Mods having purchased a set of 4" forward controls one year prior.  
Upon return, I initially suggested a reasonable reduction and even asked Mr. [redacted] to go ahead and keep $40 which was an unexplained amount he had demanded.  Thereafter, I sent Mr. [redacted] multiple emails without any response.  Mr. [redacted] then had my parts which I had paid for in full and showed no intent to return my money, as evidenced with his decision not to take any action until I spent over two to four hours of my personal time by sending multiple emails, and filing complaints both with the Revdex.com and subsequently with the Kentucky State Attorney General Consumer Protection Office.
Mr. [redacted]'s earlier emails were rude, self serving and never provided a breakdown regarding why he was only willing to reimburse $100 of the $139.99 I paid for the item.  With postage costing between $10-15 and eBay fees estimated at $7 or less (5% of sale price), I do not understand why Mr. [redacted] felt that he should keep $40 of my money on an item for which he advertises he accepts returns.  The item was returned unused and still in the original box.
Mr. [redacted]'s response to Revdex.com was delayed to the extent that Revdex.com had made several attempts to contact him which were ignored.  Due to the time frames involves, Revdex.com assumed he would not respond and closed this file.  Sometime later and after I was required to file a complaint with the Attorney General, Mr. [redacted] decided to send a highly late response to the Revdex.com complaint (dated today's date).
Almost two months after the item was returned, Mr. [redacted] decided that he should send a check as he apparently / allegedly decided that swindling me may have real consequences against his business.  As a result, I have expended two to four hours researching my options and proper recourse.  I therefore do not accept the $100 check as final resolution of this matter.  I ask Revdex.com to mark this complaint as unresolved pending any future correspondence from me only indicating that full reimbursement was received.

Mr. [redacted] returned an item he purchased from our company well after 90 days from the date of purchase.  Our return policy for this item is 7 Days (eBay item...

[redacted]).
Paypal does not allow refunds after 60 days.  Although, I think they may have changed this policy very recently, but the change did not apply to this transaction.  eBay does not allow a seller or buyer to cancel an agreement to purchase an item if a refund is not processed through Paypal.
Mr. [redacted] did not communicate his desire to return the product prior to the prodcut arriving at our location.  Upon receiving the return he was given the option to have the product returned to him postage due or receive a refund of $100.  He provided his address and asked for a check.
 
On 11/13/14 I mailed Mr. [redacted] a check (#1528) for $100.  It posted to our checking account with [redacted] on 11/24/14.  By cashing the check I assume Mr [redacted] is satisfied and the complaint resolved. 
I feel this amount was fair. The refunded amount reflects our losses of eBay selling fees, Paypal transactions fees, and FedEx shipping charges.  We were under no obligation to accept return and/or provide a refund.
Had Mr. [redacted] returned the item  within 60 days I would have given him a full refund no questions asked.  Had Mr. [redacted] used the product or had any sort of problem with the product I would have given him any support he needed.  He did not use the item and simply wanted to return it for some unknown reason. 
Our eBay feedback reflects our commitment to customer satisfaction.  About 1/10 of 1% of our customers are not overwhlmingly happy with our products and service.  If you have any further questions our contact info is listed below.
