This morning on February 9th, I recieved an email from *** stating we are late on rentMy roommate paid it on time and for the amount we were told and have in writing when we first signed our lease agreementThe money was taken out of his bank account and he recieved a receipt for the payment of rentMy roommate talked to the *** office and they told him we owed the full $*** and that a manager would call him backWe are also still finding cockroaches that are alive and moving around

After visiting the *** *** leasing office Mr *** applied online and reserved apt *** by paying the *** application fee and the *** administration feeDuring the online transaction, it clearly states multiple times the amount of
the fees and that the fees are non-refundable if the applicant chooses not to move inMr*** called to cancell his move in and was it explained at that time that as stated during the online process, the application and admin fee are both non-refundable

As I had stated in previous complaint that I had submitted, I was told to fill out an application onlineDuring the online application process it did state information about application fee and it also had the wrong amount of rent loaded on the application that was quoted differently earlier that dayI stopped the application fee and contacted TLC property teamI stated that the price was wrong and I don't fell comfortable signing this because it is locking me into a contact as well, I mentioned this about timesTLC management assured me that it was not a big deal that they will fix it in the office and that contact doesn't matter until I actually sign the contract in the officeI don't deny- I clicked the application process, which should have been for application not a depositI have already paid around ** dollars for a background check, I know I was able to get that back and accepted that
The TLC management team misrepresented and lied to me about application processI had notified them the following day that I would not be taking the apartmentTLC management did not brief or even mention application process during phone conversationI was unaware I was going to be charges this for filling out an online applicationThere were no more issues or notification until TLC deducted *** from my credit cardIf I was to go in person and fill out an application in the office during office hours this would have not been an issueI have to work during your office hoursThe bottom line TLC application/deposit process is wrong and misleadingThe TLC management team at the properties giving out and misleading information resulting in withdrawing funds from my credit card for services not rendered

The application and background check are one in the samethe fee is *** The administrative fee is *** and is to reserve the selected apartment onlineThe same fee would be paid if the unit was reserved while visiting the leasing officeAccording to our records, the application was completed online 9/16/at 9:12amDuring this process there are fields for the applicant to enter his initials agreeing to the terms and policies of the application, before he would be able to advance to the next sectionAdditionally, there is a highlighted box on the right side of the the page showing all processing feesAt this time Mr*** would have seen *** as he total (the sum of the application and admin fee)On the payment page there is a notice at the top of the page that reads,
"Please note that by submitting your *** application fee payment (per application), you acknowledge that this payment is non-refundableShould you decide and choose not to execute on the lease agreement for the apartment we have available to you, the *** administration fee is non-refundable."
Through this online application process the fees charged and agreed to are very clear
After completing this online, Mr *** was unable to be reached to sign his lease as well as define his chosen move in date
On Sept 25th a message was left for Mr*** that if he didn't respond he would be removed from the unit at this timeOn Oct 20th he called to inquire about the refund of the *** admin feethe polices were explained to him at this time and he was reminded of the online process and fees that he agreed toThese fees are the same he would have paid had he completed the application in the office and if he chose to reserve an apartment
In further researching the payments from Mr***, His tender was a *** credit card*** requires an additional step to authorize payments Once the payment is submitted online an authorization code and phone number are provided to call *** to authorize the payment
The amounts charged during the online application and apartment reservation were clearly stated and approved by Mr*** during the online process as well as the additional authorization call through ***
