Serge Performance Cycles

Review: I took my motorcycle to Serge at Serge Performance Cycles about a year and a half ago, because my motorcycle was not running properly. He returned it to me, telling me that he did his best to get it into running order. My motorcycle was in fact not running properly, in fact it was almost unsafe to ride. I took the motorcycle back to him, and he said if he installed an upgrade then it would run properly, and he told me that it would take about a week to complete. That was over fifteen months ago. He continually makes promises of dates that he will have the motorcycle finished, saying things like, "I should be able to have it done by this Saturday." He has made similar claims to me at least thirty times over the last year. He told me this past Saturday, 6 JULY 2013, that he would "definitely" have my motorcycle finished by today, 10 JULY 2013. I spoke to him today at approximately one o'clock PM, and he told me he was working on it, would have it done this evening by seven o'clock, and he agreed to call me by seven. I waited until seven o'clock with no phone call, so I attempted to call him. I made several attempts, and he did not answer.Desired Settlement: I want my motorcycle to be returned to me promptly in the proper running order in which he promised.
