I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
In regards to to CARB II certification provided by Shea Home and Southcoast cabinet, the certificate provided was not belong to Southcoast cabinet, non of their product was listed on the certificate,  non of the materials used on the project are connected to the certificate. 
In fact, the certificate they provided owned by Sierra fine, Sierra fine denied any connection to Shoutcoast cabinets or to the particle board used in this project , as simple as that, Particle Board is not on their products line. therefor without a letter from Sierrra pine that confirm that they are the supplier of the cabinets material the certificate worth notting. 
the request for the certificate came only after we moved to the house, and we started to feel the bad odor coming form the cabinets, my kids myself and my wife complained on headaches, Voc and formaldehyde test I mad shucked me completely, when I contacted Shea home and questioned the source of the cabinets, they told me many stories, so I asked for the certificate to check their “stories”, it took them two month to come-up with this "certificate", the certificate looked like someone found it somehow, so I called Sierra pine to check the  certificate, after I got their answer, I understand that someone is trying to fool me, they denied any connection to the Particle Board since it's not their product list. when I contact Shea home,  Shea Homes lawyered up immediately! they refused to talk about it,Refused to help, and I could talk about it only with there their lawyer. until today I didn't get the proper certificate.  the bad odor form the cabinet didn't stopped.  therefor for the safe of my family, I needed to uninstalled al the cabinets and take them out of My house. Non of the Shea representative contact me, or offered any service about this issue, their answer to the bad odor was You'll need to talk to our lawyer or learn how to leave with it. see letter I got from their office when I asked for the copy of the certificate they used in the permit:
California Laws/ CARB2: Unfortunately, we are unable to provide additional documentation referring to CARB2.  Shea’s Homes are constructed using plans, permits and inspected under the California Building Code and California Green Code as required by the local agencies.  If you would like specific information related to the CARB2 standards required as part of the construction of the home it would be best to obtain this information directly from the local agencies.  The local agencies collects and holds the necessary documents required for plan approval, permit issuance and final occupancy. AC units, supplied by Shea home are a discontinued model, the code in California call for 14 SEER min, the company Carrier refused to register the unit sine this unit should not be installed in CA, therefor I don't even have a warranty. on top of that Shea used a split air conditioners, according to the Appliance Standards Awareness Project (ASAP), and the California Energy Commission (CEC): minimum EER values is 14 SEER they used 13 SEER.
Shea home Used code that expired in 2013,  Shea Homes sold me a house in 2014, delivered in April 2015, never brought to my attention that they building based on code of 2010. I have a letter form them, prior to the purchased that they confirm that thy are building 
The unit fail to work on hot days. Shea home never offer to fix it, however they did send 5 times entry level technician that cannot fix the problem!!  Shea never send mechanical engineer or specialist!
the company did not answer to my complain, Shea charged  and invoiced on 8 dedicate electric lines, while supplying only 5 dedicate and 3 daisy chain electric, the circuit breaker trip constantly, their electrician came and check, and he admit that they  made a mistake, and they wil not be able to fix it without opening all the drywall from the kitchen to the garage, Matthew said he will come-up with plan to fix it, but he never got back to me. the company ignored their mistake, and I don’t see any answer on that.

Thank you for bringing this matter to our attention.  Obviously, we pride ourselves on providing superior customer service and responding to all homeowner inquires.  Please note that we have had extensive discussions with Mr. [redacted] in an attempt to resolve these claims.  These...

efforts include multiple inspections of his home, offers to repair certain items and providing various information to alleviate any concerns.  However, despite these efforts Mr. [redacted] insists that further work/information is necessary.  Specifically, we provided him with the requested certificates relating to his cabinets and engaged the subcontractor, supplier and manufacturer to ensure that the cabinets were compliant. Similarly, Mr. [redacted] insists that the Air Conditioning unit fails to comply with applicable federal regulations. In response, we provided a detailed explanation as to the applicable standards which confirm that the AC unit is code compliant. Despite these efforts, Mr. [redacted] has insisted that Shea Homes pay to replace these items. While we treat these allegations very seriously, we have made every effort to alleviate his concerns while ensuring that the house was constructed pursuant to the applicable codes, regulations and standards.  We look forward to discussing this matter with you further.
