I do not know how to appropriately accept or not accept this response because the President of this company is promising prompt payment however It is now July 17th 2015 and we still have not received any payment and we have not heard from this company at all. So it looks to us like they have not followed through with their response. We are going to have to file the US Miller Act paperwork so that we can appropriately lien the bond associated with this property .
We would also like to have the Presidents contact information.

I welcome you to read my comments again. If you had, you would know nothing was promised by me. That is a fact and not an opinion. This is what I said, "I will address immediately with the team, and if the services were provided to Sky Blue Builders, we will make sure you are paid as soon as possible."
As I said, I have looked into the issue. What it comes down to you is your misrepresented your company as a certified Carlisle roof installer and also performed the work poorly. Even if the work was done correctly, without being a certified Carlisle roof installer, we cannot get a warranty for the roof and thus have nothing to provide to the customer. Due to these reasons, we've had to hire another roofing contractor who is certified by Carlisle to 1) fix the roof and 2) to make the roof certifiable so we can get the warranty.
You have been told this repeatedly. Once we determine the additional costs we incurred due to your misrepresentation and poor performance, we will pay you the difference (if there is any).
It is your right to file a Miller Act. But the Miller Act doesn't protect you from misrepresentation and poor performance.
I have attached the Carlisle report on the roof and a summary of events.
