Smocked Tots

Ordered a pre-order in November. Paid $31.00 at that time, as split pay was an option, with another $31.00 due before my items shipped. Was told initially that the item would ship in January. Then was told February. Then March. (Multiple messages were sent during this time, along with emails, and no the seller never replied). Smocked Tots sent another invoice, stating that the items were in and would be shipping. The remaining $31.00. As of April, no item received. Finally received a response to my message on 4/12/17 that they would issue a refund to me when "the PayPal account was fixed, maybe tomorrow or Friday." Still, no refund. Horrible customer service and wanting the $62.00 I paid back.
